Obec Kolačkov sa nachádza v severovýchodnej časti Slovenskej republiky v okrese Stará Ľubovňa. Obec leží v nadmorskej výške 649 m. Prvá zmienka o obci pochádza z roku 1361 (ŠÚ SR, 2018). Rozloha obce je 1741,9 ha. V januári roku 2019 malo v obci trvalý pobyt 1261 obyvateľov, hustota obyvateľstva bola 76,8 ob./km2 (OcÚ, 2019; ŠÚ SR, 2018). Podľa Atlasu rómskych komunít na Slovensku 2013 (UNDP, 2014) bol v sledovanom období zaznamenaný podiel MRK na úrovni takmer 29 %. V porovnaní so SODB 2011, je predpoklad zvyšujúceho sa počtu príslušníkov MRK. Títo obyvatelia boli v sledovanom období koncentrovaní v osade v intraviláne obci, ktorá je na hlavnú obecnú komunikáciu napojená nespevnenou cestou. Osada bola podľa údajov z Atlasu rómskych komunít na Slovensku 2013 (UNDP, 2018) tvorená 56 obydliami, predpokladaná hustota obývanosti obydlí osady bola 6 obyvateľov na jedno obydlie. Obydlia pozostávajú zo svojpomocne nelegálne postavených prístreškov, ale aj murovaných domov.Podľa údajov obce v januári roku 2019 žilo 396 príslušníkov MRK, čo predstavovalo 31,4 % podiel z celkového počtu obyvateľov. V uvedenom roku bol počet detí vo veku do 6 rokov 170, z čoho 80 detí bolo z MRK. V obci je zriadené predškolské zariadenie s jednou triedou s kapacitou pre 22 detí na celodennú prevádzku a 6 detí na poldennú prevádzku. V súčasnosti ho nenavštevujú žiadne detí z MRK (OcÚ, 2018). Plánuje sa rozšírenie kapacity na celkový počet detí 60 s celodennou opaterou, pričom minimálne 22 detí bude z marginalizovanej skupiny obyvateľov. Celkový nárast kapacity o 38 detí.Účelom navrhovanej rekonštrukcie, prístavby a nadstavby je vytvoriť nové priestory materskej školy v priestoroch existujúcej jedálne. V súčasnosti objekt nevyhovuje estetickým, dispozičným, hygienickým, predstavám žiadateľa, ani z hľadiska priestorovej kapacity, a teda realizácia projektu je nevyhnutná. Cieľ projektuHlavným cieľom predloženého projektu je zlepšenie prístupu ku kvalitnému predškolskému vzdelávaniu a starostlivosti v rannom detstve v obci Kolačkov. Špecifickými cieľmi predloženého projektu sú:rekonštrukcia budovy za účelom presunutia predškolského zariadenia z existujúcej budovyrozšírenie kapacity školskej infraštruktúry v obci (MŠ)podpora prístupu detí z MRK v obci k predškolskému vzdelávaniu a výchovezvýšenie počtu detí z MRK, ktoré absolvovali jeden ročník predškolského vzdelávaniapodpora technickej vybavenosti obci s prítomnosťou MRKRealizáciou predloženého projektu sa vytvoria podmienky pre plnohodnotnú účasť detí z MRK v predprimárnom stupni vzdelávania. Vymedzené ciele sú merateľné prostredníctvom vybraných ukazovateľov. Okrem toho sa značne predĺži životnosť budovy predškolského zariadenia, pričom sa znížia celkové náklady na prevádzku a údržbu budovy.Ciele projektu sú v súlade s globálnym cieľom OP ĽZ „Podporiť rozvoj ľudských zdrojov, celoživotného učenia a ich plnohodnotného začlenenia sa na trh práce na zlepšenie ich sociálnej situácie“, s prioritnou osou 6 „Technická vybavenosť v obciach s prítomnosťou marginalizovaných rómskych komunít“, so špecifickým cieľom 6.1.2 „Zlepšiť prístup ku kvalitnému vzdelávaniu vrátane vzdelávania a starostlivosti v ranom detstve“, s tematickým cieľom „Podpora sociálneho začlenenia, boj proti chudobe a akejkoľvek diskriminácii“ a investičnou prioritou 6.1 „Poskytovanie podpory fyzickej, ekonomickej a sociálnej regenerácie zanedbaných komunít v mestských a vidieckych oblastiach“. Spoločným a programovo špecifickým ukazovateľom výsledku, pre ktorý bol stanovený cieľ je „Počet detí z MRK vo vekovej kategórii 3 – 6 rokov, ktoré absolvovali jeden ročník predškolského vzdelávania“. Špecifické ciele projektu sú v priamej súvislosti s definovanými problémami, ktoré bude projekt riešiť. Kolačkov village is located in the northeastern part of the Slovak Republic in the district of Stará Ľubovňa. The village is located at an altitude of 649 m. The first mention of the village comes from 1361 (ŠÚ SR, 2018). The area of the village is 1741.9 ha. In January 2019, the municipality had a permanent resident population of 1261 inhabitants, with a population density of 76.8 inhabitants/km² (OcÚ, 2019; ŠÚ SR, 2018). According to the Atlas of Roma Communities in Slovakia 2013 (UNDP, 2014) a share of CLLD was recorded at almost 29 % during the reporting period. Compared to the SODB 2011, there is an assumption of an increasing number of members of the CLLD. During the reporting period, these residents were concentrated in the settlement in the intravilan of the village, which is connected to the main communal communication by unpaved road. According to data from the Atlas of Roma Communities in Slovakia 2013 (UNDP, 2018), the settlement was composed of 56 dwellings, the population density of the settlement dwellings was 6 inhabitants per dwelling. The dwellings consist of self-help illegally built shelters, but also brick houses. According to data from the village, 396 members of MRC lived in January 2019, representing 31.4 % of the total population. In that year, the number of children under the age of 6 was 170, of which 80 were from the MRC. In the village there is a preschool facility with one class with a capacity for 22 children for all-day operation and 6 children for half-day operation. The main objective of the project is to improve access to quality early childhood education and care in the village of Kolačkov. In addition, the life of the pre-school building will be significantly extended, reducing the overall cost of running and maintaining the building.The objectives of the project are in line with the global objective of the OP HR “Promoting the development of human resources, lifelong learning and their full integration into the labour market to improve their social situation”, with priority axis 6 “Technical amenities in municipalities with the presence of marginalised Roma communities”, with specific objective 6.1.2 “Improve access to quality education, including early childhood education and care”; the thematic objective “Promoting social inclusion, combating poverty and any discrimination” and investment priority 6.1 “Providing support for the physical, economic and social regeneration of deprived communities in urban and rural areas”. À l’heure actuelle, l’objet ne répond pas à l’esthétique, à la mise en page, à l’hygiène, à l’imagination de la requérante, ni en termes de capacité spatiale, de sorte que la réalisation du projet est nécessaire. L’objectif principal du projet est d’améliorer l’accès à l’éducation et à l’accueil de la petite enfance de qualité dans le village de Kolačkov. En outre, la durée de vie du bâtiment préscolaire sera considérablement allongée, ce qui réduira le coût global de fonctionnement et d’entretien du bâtiment.Les objectifs du projet sont conformes à l’objectif global du PO HR «Promouvoir le développement des ressources humaines, l’apprentissage tout au long de la vie et leur pleine intégration sur le marché du travail afin d’améliorer leur situation sociale», avec l’axe prioritaire 6 «Aménagements techniques dans les municipalités avec la présence de communautés roms marginalisées», avec l’objectif spécifique 6.1.2 «Améliorer l’accès à une éducation de qualité, y compris l’éducation et l’accueil de la petite enfance»; l’objectif thématique «Promouvoir l’inclusion sociale, la lutte contre la pauvreté et toute discrimination» et la priorité d’investissement 6.1 «Appui à la régénération physique, économique et sociale des communautés défavorisées dans les zones urbaines et rurales». Das Dorf Kolačkov liegt im nordöstlichen Teil der Slowakischen Republik im Bezirk Stará Œubovňa. Das Dorf liegt auf einer Höhe von 649 m. Die erste Erwähnung des Dorfes stammt aus 1361 (ŠÚ SR, 2018). Das Gebiet des Dorfes ist 1 741,9 ha. Im Januar 2019 hatte die Gemeinde eine dauerhafte Wohnbevölkerung von 1261 Einwohnern mit einer Bevölkerungsdichte von 76,8 Einwohnern/km² (OcÚ, 2019; ŠÚ SR, 2018). Nach Angaben des Atlas der Roma-Gemeinschaften in der Slowakei 2013 (UNDP, 2014) wurde im Berichtszeitraum ein Anteil von fast 29 % an der CLLD verzeichnet. Im Vergleich zur SODB 2011 wird davon ausgegangen, dass immer mehr Mitglieder der CLLD angehören. Im Berichtszeitraum konzentrierten sich diese Bewohner auf die Siedlung im Intravilan des Dorfes, die mit der wichtigsten kommunalen Kommunikation über unbefestigte Straße verbunden ist. Nach Angaben des Atlas der Roma-Gemeinschaften in der Slowakei 2013 (UNDP, 2018) bestand die Siedlung aus 56 Wohnungen, die Bevölkerungsdichte der Siedlungswohnungen betrug 6 Einwohner pro Wohnung. Nach Angaben des Dorfes lebten 396 Mitglieder des MRC im Januar 2019, was 31,4 % der Gesamtbevölkerung entspricht. In diesem Jahr betrug die Zahl der Kinder unter 6 Jahren 170, davon 80 aus dem MRC. Im Dorf gibt es eine Vorschule mit einer Klasse mit einer Kapazität für 22 Kinder für den ganztägigen Betrieb und 6 Kinder für den halbtägigen Betrieb. Derzeit besuchen keine Kinder aus der MRC es (OcÚ, 2018). Hauptziel des Projekts ist es, den Zugang zu hochwertiger frühkindlicher Bildung und Betreuung im Dorf Kolačkov zu verbessern. Die spezifischen Ziele des eingereichten Projekts sú:rekonštrukcia zum Zweck des Umzugs der Vorschuleinrichtung vom bestehenden Gebäudeausweitung der Kapazität der Schulinfrastruktur in der Gemeinde (MŠ) zur Förderung des Zugangs von Kindern aus dem MRC im Dorf zur Vorschulbildung und zur Erhöhung der Zahl der Kinder aus dem MRC, die ein Jahr der Vorschulbildung abgeschlossen haben, werden technische Ausrüstung für die Gemeinde mit Anwesenheit von MRKRealisation des eingereichten Projekts schaffen Bedingungen für die volle Teilnahme von Kindern aus der CLLD an der Vorschulerziehung. Die festgelegten Ziele werden anhand ausgewählter Indikatoren messbar. Die Ziele des Projekts stehen im Einklang mit dem globalen Ziel des OP HR „Förderung der Entwicklung der Humanressourcen, des lebenslangen Lernens und ihrer vollständigen Integration in den Arbeitsmarkt zur Verbesserung ihrer sozialen Lage“, wobei Prioritätsachse 6 „Technische Annehmlichkeiten in Gemeinden mit der Präsenz marginalisierter Roma-Gemeinschaften“ mit dem spezifischen Ziel 6.1.2 „Verbesserung des Zugangs zu hochwertiger Bildung“ besteht, einschließlich frühkindlicher Bildung und Betreuung; thematisches Ziel „Förderung der sozialen Inklusion, Bekämpfung von Armut und jeglicher Diskriminierung“ und Investitionspriorität 6.1 „Förderung der physischen, wirtschaftlichen und sozialen Regeneration benachteiligter Gemeinschaften in städtischen und ländlichen Gebieten“. Kolačkov is een dorp in de Slowaakse Republiek, gelegen in het noordoosten van de Slowaakse Republiek. Het dorp ligt op een hoogte van 649 m. De eerste vermelding van het dorp komt uit 1361 (ŠÚ SR, 2018). Het gebied van het dorp is 1 741,9 ha. In januari 2019 had de gemeente een permanent ingezetene van 1261 inwoners, met een bevolkingsdichtheid van 76,8 inwoners/km² (OcÚ, 2019; ŠÚ SR, 2018). Volgens de Atlas van Romagemeenschappen in Slowakije 2013 (UNDP, 2014) werd tijdens de verslagperiode een aandeel CLLD geregistreerd van bijna 29 %. In vergelijking met de SODB 2011 wordt ervan uitgegaan dat het aantal leden van de CLLD toeneemt. Tijdens de verslagperiode waren deze bewoners geconcentreerd in de nederzetting in de intravilan van het dorp, die verbonden is met de belangrijkste gemeenschappelijke communicatie via onverharde weg. Het is de bedoeling de capaciteit uit te breiden tot in totaal 60 kinderen met volledige dagverzorging, met ten minste 22 kinderen uit een gemarginaliseerde bevolking. Totale capaciteitstoename met 38 kinderen.Het doel van de voorgestelde wederopbouw, uitbreidingen en bovenbouw is het creëren van nieuwe gebouwen van de kleuterschool in de gebouwen van de bestaande kantine. Op dit moment voldoet het object niet aan de esthetiek, de lay-out, de hygiënische, de verbeeldingskracht van de aanvrager, noch aan de ruimtelijke capaciteit, zodat de realisatie van het project noodzakelijk is. De belangrijkste doelstelling van het project is de toegang tot hoogwaardige voor- en vroegschoolse educatie en opvang in het dorp Kolačkov te verbeteren. De specifieke doelstellingen van het ingediende project sú:rekonštrukcia met het oog op de verplaatsing van de voorschoolse faciliteit van het bestaande gebouw tot uitbreiding van de capaciteit van de schoolinfrastructuur in de gemeente (MŠ) ter bevordering van de toegang van kinderen uit het MRC in het dorp tot voorschools onderwijs en het verhogen van het aantal kinderen uit het MRC dat een jaar voorschools onderwijs heeft voltooid, en het bevorderen van technische uitrusting aan de gemeente met aanwezigheid van MRKRealisatie van het ingediende project, scheppen voorwaarden voor de volledige deelname van kinderen uit het CLLD aan het kleuteronderwijsniveau. De vastgestelde doelstellingen zijn meetbaar aan de hand van geselecteerde indicatoren. Bovendien zal de levensduur van het kleutergebouw aanzienlijk worden verlengd, waardoor de totale kosten van het beheer en het onderhoud van het gebouw worden verminderd. Il villaggio di Kolačkov si trova nella parte nord-orientale della Repubblica Slovacca nel distretto di Stará Ubovňa. Il villaggio si trova ad un'altitudine di 649 m. La prima menzione del villaggio proviene da 1361 (ŠÚ SR, 2018). L'area del villaggio è 1 741,9 ha. Nel gennaio 2019 il comune aveva una popolazione residente permanente di 1261 abitanti, con una densità di popolazione di 76,8 abitanti/km² (OcÚ, 2019; ŠÚ SR, 2018). Secondo l'Atlante delle comunità rom in Slovacchia 2013 (UNDP, 2014), nel periodo di riferimento è stata registrata una quota di CLLD pari a quasi il 29 %. Rispetto al SODB 2011, vi è l'ipotesi di un numero crescente di membri del CLLD.
