Projekta “Pilsētas atpūtas parka un jauniešu mājas izveide Kauguros” (turpmāk – Projekts) mērķis ir palielināt privāto investīciju apjomu, veicot ieguldījumus uzņēmējdarbības attīstību sekmējošā infrastruktūrā, un balstoties uz komersantu vajadzībām, nodrošināt komercdarbības attīstībai labvēlīgus apstākļus Jūrmalas pilsētā, izveidojot pilsētas atpūtas parku un jauniešu māju Kauguros, atbilstoši Jūrmalas pilsētas attīstības programmā 2014.-2020.gadam noteiktajai pilsētas ekonomiskajai specializācijai. Projekta darbības tiks veiktas 32 355 kvadrātmetru lielā zemesgabalā, kas atrodas Jūrmalas pilsētas Kauguru daļā, teritorijā starp Talsu šoseju, Telšu ielu, Mazo Nometņu ielu un Lauku ielu, izbūvējot šajā teritorijā ēkas, kas būs piemērotas komersantiem saimnieciskās darbības veikšanai, un pilsētas atpūtas parka teritoriju - kā drošu, vizuāli Jūrmalas pilsētas ainaviskajai videi raksturīgu teritoriju, kas piemērota daudzfunkcionālām sabiedriskām aktivitātēm - pilsētas kultūras un atpūtas pasākumu organizēšanai, tirdzniecības vietu nodrošināšanai, sporta un aktīvās atpūtas aktivitātēm, jauniešu interešu un profesionālās ievirzes apmācību organizēšanai utt. Ēkām pieguļošā parka teritorijas izbūve un labiekārtošana nodrošinās pastāvīgu apmeklētāju plūsmu, veicinot saimnieciskās darbības attīstību neatkarīgi no sezonas un laika apstākļiem. Projektā plānotās darbības:1) Piebraucamā ceļa, gājēju ielas un autostāvvietu izbūves būvdarbi;2) Ūdenssaimniecības sabiedrisko pakalpojumu infrastruktūras izbūves būvdarbi (ūdensvada un kanalizācijas izbūve);3) Siltumapgādes infrastruktūras izbūves būvdarbi;4) Elektroenerģijas pieslēguma izbūves darbi;5) Jauniešu mājas un Sabiedrisko pakalpojumu ēkas izbūve un tām pieguļošās parka teritorijas infrastruktūras izbūve. Atbilstoši būvniecības nozares normatīvajam regulejumam tiks nodrošināta būvdarbu būvuzraudzība un autoruzraudzība.Projekta iznākuma rādītāji:1) komersantu skaits, kuri guvuši labumu no Projekta ietvaros izveidotās infrastruktūras - 5 komersanti;2) jaunizveidoto darba vietu skaits komersantos, kuri guvuši labumu no investīcijām infrastruktūrā – 20 darba vietas;3) no Projekta ietvaros veiktajām investīcijām infrastruktūrā labumu guvušo komersantu nefinanšu investīcijas pašu nemateriālajos ieguldījumos un pamatlīdzekļos – 1 370 689,79 EUR.Projekta kopējās izmaksas ir 9 641 947.74 EUR, tai skaitā Eiropas Reģionālās attīstības fonda līdzfinansējums ir 53.39 % jeb 1 440 865.05 EUR, valsts budžeta dotācija ir 5.21 % jeb 140 565.73 EUR, Jūrmalas pilsētas pašvaldības budžeta līdzfinansējums ir 41.40 % jeb 1 117 484.83 EUR (tai skaitā publiskās attiecināmās izmaksas ir 29.51 % jeb 796 539.15 EUR, privātās attiecināmās izmaksas ir 11.89 % jeb 320 945.68 EUR), neattiecināmās izmaksas ir 6 943 032.13 EUR.Projektu paredzēts īstenot 26 mēnešu laikā. The aim of the project “Establishment of the City Recreation Park and Youth House in Kauguros” (hereinafter – Project) is to increase the amount of private investments by investing in infrastructure conducive to the development of entrepreneurship, and to provide favourable conditions for business development in Jurmala city city by creating a recreation park and youth house in Kauguri, according to the economic specialisation of the city defined in Jūrmala City Development Programme 2014-2020. Project activities will be carried out in a plot of 32 355 square metres of land located in Kauguri part of Jurmala city, in the area between Talsi highway, Telšu Street, Mazo Nometņu Street and Lauku Street, building in this territory buildings suitable for merchants for economic activities, as well as the territory of the city recreation park – as a safe, visually located territory characteristic of Jurmala city landscape, suitable for multifunctional public activities – organisation of city culture and recreation events, recreation activities, etc. Construction and improvement of the territory adjacent to the buildings will ensure a constant flow of visitors, promoting the development of economic activity regardless of season and weather conditions. Activities planned in the project:1) Construction of access road, pedestrian street and car parks; 2) Water management public service infrastructure construction works (water and sewerage construction works);3) Heat supply infrastructure construction works; 4) Electricity connection construction works;5) Construction of a youth house and Public Service Building and construction of the adjacent infrastructure of the park. L’objectif du projet «Établissement d’un parc urbain de loisirs et d’une maison de jeunesse à Kauguri» (ci-après le «projet») est d’augmenter le montant des investissements privés en investissant dans les infrastructures propices au développement de l’esprit d’entreprise et sur la base des besoins des commerçants, afin d’assurer des conditions favorables au développement des activités commerciales dans la ville de Jurmala par la création d’un parc de loisirs et d’une maison de jeunesse à Kauguri, conformément à la spécialisation économique de la ville de Jurmala établie dans le programme de développement de la ville de Jūrmala 2014-2020. Les activités du projet seront réalisées sur un terrain de 32 355 mètres carrés, situé dans la partie Kauguri de la ville de Jurmala, sur le territoire entre l’autoroute Talsu, la rue Telšu, la rue Mazo Nomet’u et la rue rurale, la construction de bâtiments dans cette zone qui seront adaptés aux opérateurs économiques, et le territoire du parc de loisirs de la ville — en tant que territoire sûr, visuellement caractéristique du paysage de la ville de Jurmala, adapté aux activités sociales multifonctionnelles — organisation de la culture urbaine et d’événements de loisirs, mise à disposition de lieux commerciaux, sports et activités récréatives, organisation des intérêts des jeunes et de la formation professionnelle, etc. La construction et l’amélioration du territoire du parc adjacent aux bâtiments assureront un flux constant de visiteurs, contribuant au développement de l’activité économique indépendamment des conditions saisonnières et météorologiques. Activités prévues dans le projet: 1) Construction de l’allée, de la rue piétonne et des parkings; 2) travaux de construction de la construction d’une infrastructure publique de gestion de l’eau (construction d’une conduite d’eau et d’égouts); 3) construction d’une infrastructure de chauffage; 4) travaux de construction de raccordement d’électricité; 5) construction de la Maison des jeunes et des services publics et construction de l’infrastructure du parc adjacent. Ziel des Projekts „Einrichtung eines städtischen Erholungsparks und eines Jugendhauses in Kauguri“ (nachfolgend – das Projekt) ist es, die privaten Investitionen zu erhöhen, indem in die Infrastruktur investiert wird, die der Entwicklung des Unternehmertums förderlich ist, und auf der Grundlage der Bedürfnisse der Kaufleute, günstige Bedingungen für die Entwicklung kommerzieller Aktivitäten in der Stadt Jurmala durch die Schaffung eines Stadterholungsparks und eines Jugendhauses in Kauguri im Einklang mit der wirtschaftlichen Spezialisierung der Stadt Jurmala im Rahmen des Stadtentwicklungsprogramms Jūrmala 2014-2020 zu gewährleisten. Die Projektaktivitäten werden in einem Grundstück von 32 355 Quadratmetern durchgeführt, befindet sich im Kauguri Teil von Jurmala Stadt, auf dem Gebiet zwischen Talsu Autobahn, Telšu Straße, Mazo Nometņu Straße und ländliche Straße, Bau von Gebäuden in diesem Bereich, die für Wirtschaftsteilnehmer geeignet sein wird, und das Gebiet des Stadterholungsparks – als sicheres, visuell charakteristisches Gebiet der Stadtlandschaft Jurmala, geeignet für multifunktionale soziale Aktivitäten – Organisation von Stadtkultur- und Erholungsveranstaltungen, Bereitstellung von Einkaufsplätzen, Sport- und aktiven Freizeitaktivitäten, Organisation von Jugendinteressen und beruflichen Orientierungstraining usw. Der Bau und die Verbesserung des Territoriums des an die Gebäude angrenzenden Parks sorgen für einen konstanten Besucherfluss und tragen zur Entwicklung der Wirtschaftstätigkeit bei, unabhängig von Saison- und Wetterbedingungen. Im Rahmen des Projekts geplante Tätigkeiten: 1) Bau der Zufahrt, Fußgängerzone und Parkplätze; 2) Bauarbeiten für den Bau der öffentlichen Wasserwirtschaftsinfrastruktur (Bau einer Wasserleitung und Abwasserentsorgung); 3) Bau einer Wärmeversorgungsinfrastruktur; 4) Bau von Stromanschlussarbeiten;5) Bau des Jugendhauses und der öffentlichen Versorgungsbetriebe und Bau der Infrastruktur des angrenzenden Parks. Het project „Oprichting van een stedelijk recreatiepark en jeugdhuis in Kauguri” (hierna „het project” genoemd) heeft tot doel het bedrag van de particuliere investeringen te verhogen door te investeren in de infrastructuur die bevorderlijk is voor de ontwikkeling van ondernemerschap, en op basis van de behoeften van handelaren, om gunstige voorwaarden te waarborgen voor de ontwikkeling van commerciële activiteiten in de stad Jurmala door een stadsrecreatiepark en jeugdhuis in Kauguri te creëren, in overeenstemming met de economische specialisatie van de stad Jurmala die is vastgesteld in het Jūrmala City Development Programme 2014-2020. L'obiettivo del progetto "Istituzione di un parco ricreativo urbano e di una casa giovanile a Kauguri" (di seguito "il progetto") è quello di aumentare l'importo degli investimenti privati investendo nelle infrastrutture che favoriscono lo sviluppo dell'imprenditorialità e sulla base delle esigenze dei commercianti, per garantire condizioni favorevoli allo sviluppo delle attività commerciali nella città di Jurmala creando un parco ricreativo cittadino e una casa giovanile a Kauguri, conformemente alla specializzazione economica della città di Jurmala istituita nel programma di sviluppo della città di Jūrmala 2014-2020. Le attività del progetto saranno svolte in un terreno di 32 355 metri quadrati, situato nella parte Kauguri della città di Jurmala, nel territorio tra l'autostrada Talsu, via Telšu, via Mazo Nometņu e via rurale, costruendo edifici in questa zona che saranno adatti agli operatori economici, e il territorio del parco ricreativo cittadino — come un territorio sicuro e visivamente caratteristico del paesaggio urbano Jurmala, adatto per attività sociali multifunzionali — organizzazione di eventi culturali e ricreativi della città, fornitura di luoghi per lo shopping, attività sportive e ricreative attive, organizzazione di interessi giovanili e formazione di orientamento professionale, ecc. In conformità con le normative del settore delle costruzioni, sarà garantita la supervisione delle costruzioni e la supervisione dell'autore.
