A operação surge da necessidade de assegurar a proteção de pessoas e bens, através de intervenções subsequentes de consolidação estrutural, devido ao perigo de queda de blocos e possíveis movimentos de massas, relativamente a uma encosta de morfologia muito acidentada, com o agravamento da mesma ter sido atingida pelos incêndios que fustigaram a Cidade do Funchal entre 8 e 11 de agosto de 2016, que condicionaram ainda mais essa área. Die Operation ergibt sich aus der Notwendigkeit, den Schutz von Menschen und Eigentum durch nachfolgende Eingriffe der strukturellen Konsolidierung zu gewährleisten, die auf die Gefahr fallender Blöcke und möglicher Massenbewegungen von einem Hügel mit sehr robuster Morphologie zurückzuführen sind, wobei sich die Brände, die Funchal City zwischen dem 8. und 11.
