La precaria implantación de NNTT en el ayuntamiento de jaén,especialmente en lo referente a tramitación electrónica y servicios telemáticos, así como la falta de integración de la gestión y recursos urbanosy de la información de la ciudad incide negativamente en la eficiencia y sostenibilidad de los procesos así como en la atención a ala ciudadanía, empresas y visitantes. La debilidad del portal de participación ciudadana es una barrera para que ésta se integre efectivamente en las decisiones de gobierno municipal. La operación integra las diversas actuaciones encaminadas a la implementación de la administraciópn electrónica.de acuerdo a la ley 39/2015 PACAP, permitiendo al Ayuntamiento avanzar en eficiencia, reduciendo costes y tiempos además de agilizar los procedimientos. Incluye también acciones para mejorar la accesibilidad, transparencia y participación ciudadana. Las actuaciones contenidas en la Operación serán un complemento para las demás de la EDUSI pues ésta se integrará en una plataforma de Smartcity. (Spanish)

The precarious implementation of NNTT in the municipality of Jaén, especially with regard to electronic processing and telematics services, as well as the lack of integration of urban management and resources and information in the city has a negative impact on the efficiency and sustainability of the processes as well as on the attention to citizens, businesses and visitors. The weakness of the citizen participation portal is a barrier for it to be effectively integrated into municipal government decisions. The operation integrates the various actions aimed at the implementation of electronic administration. According to law 39/2015 PACAP, allowing the City Council to advance efficiency, reducing costs and times in addition to speeding up procedures. It also includes actions to improve accessibility, transparency and citizen participation. The actions contained in the Operation will be a complement to the others of EDUSI as it will be integrated into a Smartcity platform. (English)

La mise en œuvre précaire du NNTT dans la municipalité de Jaén, en particulier en ce qui concerne le traitement électronique et les services télématiques, ainsi que le manque d’intégration de la gestion urbaine et des ressources et de l’information dans la ville ont un impact négatif sur l’efficacité et la durabilité des processus ainsi que sur l’attention portée aux citoyens, aux entreprises et aux visiteurs. La faiblesse du portail de participation citoyenne est un obstacle à son intégration effective dans les décisions municipales. L’opération intègre les différentes actions visant à la mise en œuvre de l’administration électronique. Conformément à la loi 39/2015 PACAP, permettant au conseil municipal de faire progresser l’efficacité, en réduisant les coûts et les délais en plus d’accélérer les procédures. Il comprend également des actions visant à améliorer l’accessibilité, la transparence et la participation des citoyens. Les actions contenues dans l’opération compléteront les autres EDUSI puisqu’elles seront intégrées dans une plateforme Smartcity. (French)

Die prekäre Umsetzung von NNTT in der Gemeinde Jaén, insbesondere in Bezug auf elektronische Verarbeitungs- und Telematikdienste, sowie die mangelnde Integration von Stadtmanagement, Ressourcen und Informationen in der Stadt haben negative Auswirkungen auf die Effizienz und Nachhaltigkeit der Prozesse sowie auf die Aufmerksamkeit für Bürger, Unternehmen und Besucher. Die Schwäche des Bürgerbeteiligungsportals ist ein Hindernis für eine wirksame Integration in kommunale Entscheidungen. Die Operation integriert die verschiedenen Maßnahmen zur Umsetzung der elektronischen Verwaltung. Gemäß dem Gesetz 39/2015 PACAP, ermöglicht es dem Stadtrat, die Effizienz zu steigern, Kosten und Zeiten zu reduzieren, zusätzlich zur Beschleunigung der Verfahren. Dazu gehören auch Maßnahmen zur Verbesserung der Zugänglichkeit, der Transparenz und der Bürgerbeteiligung. Die in der Operation enthaltenen Maßnahmen werden die anderen von EDUSI ergänzen, da sie in eine Smartcity-Plattform integriert werden. (German)

De precaire implementatie van NNTT in de gemeente Jaén, met name op het gebied van elektronische verwerking en telematicadiensten, en het gebrek aan integratie van stadsbeheer, middelen en informatie in de stad, hebben een negatief effect op de efficiëntie en duurzaamheid van de processen en op de aandacht voor burgers, bedrijven en bezoekers. De zwakte van het portaal voor burgerparticipatie vormt een belemmering voor een doeltreffende integratie ervan in besluiten van de gemeentelijke overheid. De operatie integreert de verschillende acties gericht op de implementatie van elektronische administratie. Volgens wet 39/2015 PACAP, waardoor de gemeenteraad om efficiëntie te bevorderen, kosten en tijden te verminderen in aanvulling op het versnellen van procedures. Het omvat ook acties om de toegankelijkheid, transparantie en burgerparticipatie te verbeteren. De acties in het kader van de operatie zullen een aanvulling vormen op de andere EDUSI-acties, aangezien deze zullen worden geïntegreerd in een Smartcity-platform. (Dutch)
