O sistema que se propõe instalar tem como objetivo colmatar as lacunas identificadas. A sua conceção exigiu a avaliação de um conjunto alargado de fatores, tais como as localizações e coberturas dos postos da Rede Nacional de Postos de Vigia, as características técnicas dos equipamentos, as características geográficas de cada região que se pretende cobrir e a possibilidade de integração futura com as CIMs vizinhas.
