Przedmiotem projektu jest wymiana 25 starych nieekologicznych piecy węglowych w budynkach mieszkalnych na nowe niskoemisyjne piece na biomasę lub paliwa gazowe, za pomocą systemu dopłat do wymiany pieców oraz modernizacji wewnętrznej instalacji dla właścicieli budynków.Zakres rzeczowy projektu obejmuje następuje zadania: Wymiana nieekologicznego źródła ciepła Akcja informacyjnopromocyjna na rzecz podnoszenia świadomości ekologicznej. Organizacja systemu kontroli W ramach projektu zakłada się redukcję emisji CO2 o 79,91, redukcję emisji pyłów PM10 o 99,58 i PM2.5 o 98,99. Przed realizacją projektu emisja: CO2 wyniosła 293,93 Mgrok, PM10 1,073 Mgrok, PM2.5 0,452Mgrok. Po realizacji projektu zakłada się, że emisja CO2 będzie wynosić: 59Mgrok, PM10 oraz PM2.5 0,004 Mgrok.Powyższe obliczenia dokonano w oparciu o założenia przedstawione w SZOOP, dla 25 budynków objętych wsparciem w ramach realizacji projektu. W ramach projektu nie są planowane działania związane z podłączeniem do sieci ciepłowniczej, ponieważ na terenie gminy Tokarnia nie istnieje tego typu infrastruktura. Wnioskodawca nie planuje przygotowania programu osłonowego dla osób które ponoszą zwiększone koszty grzewcze lokalu związane z trwałą zmianą systemu ogrzewania.Projekt jest realizowany na terenie gminy zaklasyfikowanej do obszarów, na których konieczne jest podjęcie działań naprawczych polegających na likwidacji starych niskosprawnych urządzeń grzewczych i wyszczególnionych w obowiązującym Programie ochrony powietrza dla województwa małopolskiego.Realizacja projektu została ujęta w Planie gospodarki niskoemisyjnej dla Gminy Tokarnia, który został zaopiniowany i uzyskał potwierdzenie z WFOŚiGW w Krakowie o poprawności opracowania dokumentu. W PGN zidentyfikowano sytuację problemową na terenie gminy Tokarnia, związaną z wysokim zanieczyszczeniem i przekroczeniem stężeń benzoapirenu, pyłu PM10, PM2.5 oraz CO2. The project is intended to replace 25 old non-organic coal kilns in residential buildings with new low-emission furnaces for biomass or gaseous fuels, through a system of subsidies to exchange furnaces and modernisation of internal installations for owners of buildings.The project’s material scope includes the following tasks: Exchange of non-organic heat source Information Promotion for raising environmental awareness. Organisation of the control system The project assumes a reduction of CO2 emissions by 79.91, a reduction in PM10 emissions by 99.58 and PM2.5 by 98.99. Before the project is implemented, emissions: CO2 amounted to 293.93 Mgrok, PM10 1.073 Mgrok, PM2.5 0,452Mgrok. After the project, it is assumed that CO2 emissions will be: 59Mgrok, PM10 and PM2.5 0.004 Mgrok.The above calculations were based on the assumptions presented in SZOOP, for 25 buildings supported by the project. There are no planned activities related to connection to the district heating network as there is no such infrastructure in the municipality of Tokarnia. The project is implemented on the territory of the municipality classified as areas where corrective action is necessary to take corrective actions consisting of the liquidation of old low-efficiency heating equipment and specified in the current Air Protection Programme for the Małopolska Voivodeship.The project was included in the Low-carbon Economy Plan for the Municipality of Tokarnia, which was confirmed by the WFOi and WFOP. Le projet a pour objet le remplacement de 25 anciens fours à charbon non organique dans des bâtiments résidentiels par de nouveaux fours à faible émission de biomasse ou de combustibles gazeux, grâce à un système de subventions pour le remplacement des fours et la modernisation de l’installation interne des propriétaires de bâtiments. Échange de sources de chaleur non organiques Action promotionnelle visant à sensibiliser l’opinion à l’environnement. Le projet vise à réduire les émissions de CO2 de 79,91 et les émissions de PM10 de 99,58 et de PM2,5 d’ici 98,99. Avant la mise en œuvre du projet, les émissions: CO2 s’élevait à 293,93 Mgrok, PM10 1,073 Mgrok, PM2,5 0,452Mgrok. Après la mise en œuvre du projet, on suppose que les émissions de CO2 seront les suivantes: 59Mgrok, PM10 et PM2,5 0,004 Mgrok.Le calcul ci-dessus a été basé sur les hypothèses présentées dans le SZOOP, pour 25 bâtiments soutenus dans le cadre du projet. Le projet ne prévoit pas de raccordement au réseau de chauffage urbain, car il n’existe pas d’infrastructure de ce type dans la municipalité de Tokarnia. Le demandeur n’a pas l’intention de préparer un programme de couverture pour les personnes qui supportent l’augmentation des coûts de chauffage des locaux liés au changement permanent du système de chauffage. Le projet est réalisé dans la municipalité classée comme zones où il est nécessaire de prendre des mesures correctives consistant en la mise hors service d’anciens équipements de chauffage à faible rendement et spécifiés dans l’actuel programme de qualité de l’air pour la voïvodie de Małopolskie. La mise en œuvre du projet a été incluse dans le plan d’économie à faibles émissions pour la municipalité de Tokarnia, qui a été consulté et a obtenu la confirmation de la WFOŚiGW de Cracovie sur l’exactitude de la rédaction du document. PGN a identifié un problème dans la municipalité de Tokarnia en raison de la pollution élevée et des dépassements des concentrations de benzoapyrène, de PM10, de PM2,5 et de CO2. Ziel des Projekts ist die Ersetzung von 25 alten nichtökologischen Kohleöfen in Wohngebäuden durch neue emissionsarme Öfen für Biomasse oder gasförmige Brennstoffe, indem ein Subventionssystem für den Austausch von Öfen und die Modernisierung der internen Anlage für Gebäudeeigentümer eingesetzt wird. Austausch von nichtökologischen Wärmequellen Fördermaßnahmen zur Sensibilisierung der Umwelt. Das Projekt zielt darauf ab, die CO2-Emissionen um 79,91 zu senken und die PM10-Emissionen um 99,58 und PM2,5 um 98,99 zu reduzieren. Vor der Durchführung des Projekts Emissionen: CO2 belief sich auf 293,93 Mgrok, PM10 1.073 Mgrok, PM2.5 0.452Mgrok. Nach der Durchführung des Projekts wird davon ausgegangen, dass die CO2-Emissionen 59Mgrok, PM10 und PM2.5 0,004 Mgrok.Die obige Berechnung stützte sich auf die Annahmen des SZOOP für 25 im Rahmen des Projekts geförderte Gebäude. Das Projekt plant keine Anbindung an das Fernwärmenetz, da es in der Gemeinde Tokarnia keine solche Infrastruktur gibt. Die Klägerin plant nicht, ein Deckungsprogramm für Personen zu erstellen, die die erhöhten Heizkosten der Räumlichkeiten im Zusammenhang mit dem permanenten Wechsel des Heizsystems tragen. Das Projekt wird in der Gemeinde als Gebiete durchgeführt, in denen es notwendig ist, Korrekturmaßnahmen zu ergreifen, die in der Stilllegung alter, niedrigeffizienter Heizgeräte bestehen und im aktuellen Luftqualitätsprogramm für die Woiwodschaft Małopolskie aufgeführt sind. Die Durchführung des Projekts wurde in den Plan für die Niedrigemissionswirtschaft für die Gemeinde Tokarnia aufgenommen, der von der WFOŚiGW in Krakau zur Richtigkeit der Erstellung des Dokuments konsultiert und von der WFOŚiGW bestätigt wurde. PGN identifizierte ein Problem in der Gemeinde Tokarnia aufgrund der hohen Verschmutzung und der Überschreitung der Konzentrationen von Benzoapyren, PM10, PM2.5 und CO2.
