Projekt stanowi odpowiedź na problemy powiatu chełmińskiego, jakimi są: wysoki poziom bezrobocia, duży udział osób z ustalonym III profilem pomocy w strukturze osób bezrobotnych, a także niski poziom kwalifikacji zawodowych oraz brak doświadczenia zawodowego u osób zarejestrowanych w Powiatowym Urzędzie Pracy w Chełmnie. Dlatego też grupę docelową projektu stanowi 120 osób (86K i 34M) zagrożonych ubóstwem lub wykluczeniem społecznym, które w pierwszej kolejności wymagają aktywizacji społecznej, w tym osoby bezrobotne, które zgodnie z ustawą o promocji zatrudnienia i instytucjach rynku pracy znajdują się w trzeciej grupie osób – tzw. oddalonych od rynku pracy. Zastosowane zostanie wsparcie w ramach Programu specjalnego, w postaci aktywizacji społecznej, podniesienia kompetencji i kwalifikacji zawodowych, aktywizacji zawodowej oraz animacji lokalnej. Proces wsparcia uczestników projektu (UP) odbywać się będzie w oparciu o ścieżkę reintegracji stworzoną indywidualnie dla każdej os., rodziny zagrożonej ubóstwem i wykluczeniem społecznym, z uwzględnieniem diagnozy sytuacji problemowej, zasobów, potencjału, potrzeb. Zaplanowane w projekcie zindywidualizowane i kompleksowe działania umożliwią aktywne włączenie społeczne, w tym także powrót na rynek pracy osobom zagrożonym ubóstwem lub wykluczeniem społecznym, które w pierwszej kolejności wymagają aktywizacji społecznej. W wyniku udziału w projekcie min. 30 os. podejmie zatrudnienie na min. 3 m-ce, natomiast min. 44 osób zostanie zaktywizowanych społecznie. (Polish)

The project is a response to the problems of the district of Chełmno, namely: high level of unemployment, high share of people with established third profile of assistance in the structure of unemployed people, as well as low level of professional qualifications and lack of professional experience in persons registered in the County Labour Office in Chełmno. Therefore, the target group of the project consists of 120 people (86K and 34M) at risk of poverty or social exclusion, who in the first instance require social activation, including the unemployed, who, in accordance with the Law on the Promotion of Employment and Labour Market Institutions, are in the third group of people – so-called remote from the labour market. Support will be applied under the Special Programme, in the form of social activation, improving skills and professional qualifications, professional activation and local animation. The process of support for project participants (UP) will be based on a path of reintegration created individually for each person, family at risk of poverty and social exclusion, taking into account the diagnosis of the problem situation, resources, potential and needs. The project’s individual and comprehensive actions will enable active inclusion, including the return to the labour market of people at risk of poverty or social exclusion, who need social activation in the first place. As a result of participation in the project, at least 30 people will take up employment on at least 3 m, while at least 44 people will be socially activated. (English)

Le projet répond aux problèmes du district de Chelminski: un niveau élevé de chômage, une grande partie des personnes ayant un profil défini III d’aide dans la structure des chômeurs, ainsi qu’un faible niveau de qualifications professionnelles et un manque d’expérience professionnelle chez les personnes enregistrées auprès du bureau du travail de district de Chełmno. Par conséquent, le groupe cible du projet est de 120 personnes (86 000 et 34 millions de personnes) menacées de pauvreté ou d’exclusion sociale, qui, en premier lieu, nécessitent une activation sociale, y compris les chômeurs, qui, conformément à la loi sur la promotion de l’emploi et aux institutions du marché du travail, font partie du troisième groupe de personnes — ce que l’on appelle le marché du travail. Le soutien au titre du programme spécial sera appliqué sous forme d’activation sociale, d’amélioration des compétences et qualifications professionnelles, d’activation professionnelle et d’animation locale. Le processus d’accompagnement des participants au projet s’appuiera sur un parcours de réinsertion créé pour chaque personne, famille exposée au risque de pauvreté et d’exclusion sociale, en tenant compte du diagnostic de la situation problématique, des ressources, du potentiel et des besoins. Les actions individualisées et globales prévues dans le projet permettront une inclusion sociale active, y compris la réinsertion sur le marché du travail des personnes exposées au risque de pauvreté ou d’exclusion sociale, qui nécessitent en premier lieu une activation sociale. Grâce à la participation au projet, un minimum de 30 personnes occuperont un emploi pendant au moins 3 mois, tandis qu’au moins 44 personnes seront activées socialement. (French)

Das Projekt reagiert auf die Probleme des Bezirks Chelminski: eine hohe Arbeitslosigkeit, ein großer Teil der Menschen mit einem definierten III-Profil der Unterstützung in der Struktur der Arbeitslosen sowie geringe berufliche Qualifikationen und mangelnde Berufserfahrung in Personen, die beim Bezirksarbeitsamt in Chełmno registriert sind. Daher ist die Zielgruppe des Projekts 120 Personen (86K und 34M), die von Armut oder sozialer Ausgrenzung bedroht sind, die in erster Linie eine soziale Aktivierung erfordern, einschließlich der Arbeitslosen, die gemäß dem Beschäftigungsförderungsgesetz und den Arbeitsmarkteinrichtungen in der dritten Gruppe von Menschen sind – so genannte entlegene vom Arbeitsmarkt entfernte Personen. Die Unterstützung im Rahmen des Sonderprogramms erfolgt in Form von sozialer Aktivierung, Verbesserung der beruflichen Kompetenzen und Qualifikationen, beruflicher Aktivierung und lokaler Animation. Der Prozess der Unterstützung der Projektteilnehmer basiert auf einem Wiedereingliederungspfad, der für jede einzelne Person, für die von Armut und sozialer Ausgrenzung bedrohte Familie geschaffen wird, unter Berücksichtigung der Diagnose der Problemsituation, der Ressourcen, des Potenzials und des Bedarfs. Die im Rahmen des Projekts geplanten individualisierten und umfassenden Maßnahmen ermöglichen eine aktive soziale Eingliederung, einschließlich der Wiedereingliederung von von Armut oder sozialer Ausgrenzung bedrohten Personen in den Arbeitsmarkt, die in erster Linie eine soziale Aktivierung erfordern. Durch die Teilnahme an dem Projekt werden mindestens 30 Personen eine Beschäftigung für mindestens 3 Monate aufnehmen, während mindestens 44 Menschen sozial aktiviert werden. (German)
