Celem projektu jest wsparcie funkcjonowania Departamentu jako instytucji odpowiedzialnej za realizację, monitorowanie i wdrażanie celów polityki spójności, a także strategii EU 2020, SRK 2020, KSRR 2010-2020, KPZK 2030, AT UE 2020 i przyszłej agendy miejskiej UE w zakresie planowania i zagospodarowania przestrzennego na wszystkich szczeblach zarządzania rozwojem, w wymiarze krajowym, regionalnym, lokalnym oraz funkcjonalnym, a także polityki miejskiej i rewitalizacji, w tym wsparcie działań innowacyjnych. Zmiany systemu w zakresie kształtowania ładu przestrzennego obejmą wprowadzenie do planowania strategicznego współzależności celów polityki przestrzennej i regionalnej, w tym projektowanie nowych aktów prawnych oraz dostosowanie prawa do wymogów nowego systemu. Realizację powyższych działań będzie wspierała współpraca z administracją rządową i samorządową, ekspertami oraz podmiotami w zakresie planowania i zagospodarowania przestrzennego oraz polityki miejskiej i rewitalizacji. Rozwijanie sieci współpracy w ww. zakresie, promowanie dobrych praktyk, wypracowanie modelowych rozwiązań, w tym organizacja spotkań, konferencji i seminariów zwiększy efektywność wykorzystywania środków UE na rzecz rozwoju miast i rewitalizacji. Działania te wspierają zrównoważony rozwój oraz koordynację polityki spójności z politykami krajowymi, sektorowymi i regionalną, w jej wymiarach miejskim i terytorialnym i ich uwzględnieniu w programach operacyjnych, przyczyniając się do realizacji Umowy Partnerstwa. The aim of the project is to support the functioning of the Department as an institution responsible for implementing, monitoring and implementing the cohesion policy objectives, as well as the EU 2020 strategy, SRC 2020, SSR 2010-2020, NCP 2030, AT EU 2020 and the future EU Urban Agenda for Planning and Land use at all levels of development management, national, regional, local and functional, as well as urban policy and revitalisation, including support for innovative actions. Changes to the spatial governance system will include the introduction to strategic planning of the interdependence of spatial and regional policy objectives, including the drafting of new legislation and the adaptation of the law to the requirements of the new system. The implementation of the above actions will be supported by cooperation with the government and local government, experts and entities in the field of spatial planning and development, urban policy and revitalisation. Developing networks in this area, promoting good practices, developing model solutions, including the organisation of meetings, conferences and seminars will increase the efficiency of the use of EU funds for urban development and revitalisation. These actions shall promote sustainable development and coordination of cohesion policy with national, sectoral and regional policies, in its urban and territorial dimensions and their integration into operational programmes, contributing to the implementation of the Partnership Agreement. L’objectif du projet est de soutenir le fonctionnement du département en tant qu’institution responsable de la mise en œuvre, du suivi et de la mise en œuvre des objectifs de la politique de cohésion, ainsi que de la stratégie Europe 2020, de la stratégie SRK 2020, du KSRR 2010-2020, du KPK 2030, de l’initiative AT Europe 2020 et du futur programme urbain de l’UE en matière d’aménagement et d’aménagement de l’espace à tous les niveaux de gestion du développement, au niveau national, régional, local et fonctionnel, ainsi que de la politique urbaine et de la revitalisation, y compris le soutien aux activités innovantes. Les modifications apportées au système de gouvernance spatiale comprendront l’introduction dans la planification stratégique de l’interdépendance des objectifs de la politique spatiale et régionale, y compris la conception d’une nouvelle législation et l’adaptation de la législation aux exigences du nouveau système. La mise en œuvre des activités susmentionnées s’appuiera sur une coopération avec le gouvernement et l’administration locale, des experts et des entités dans le domaine de l’aménagement et de l’aménagement du territoire, de la politique urbaine et de la revitalisation. Le développement de réseaux de coopération dans ce domaine, la promotion des bonnes pratiques, l’élaboration de solutions modèles, y compris l’organisation de réunions, de conférences et de séminaires, renforceront l’efficacité de l’utilisation des fonds de l’UE pour le développement urbain et la revitalisation. Ziel des Projekts ist es, die Funktionsfähigkeit der Abteilung als Institution zu unterstützen, die für die Umsetzung, Überwachung und Umsetzung der Ziele der Kohäsionspolitik zuständig ist, sowie die Strategie Europa 2020, SRK 2020, KSRR 2010-2020, KPK 2030, AT EU 2020 und die künftige EU-Städteagenda für Raumplanung und -planung auf allen Ebenen des Entwicklungsmanagements auf nationaler, regionaler, lokaler und funktionaler Ebene sowie Stadtpolitik und Revitalisierung, einschließlich der Unterstützung innovativer Aktivitäten. Zu den Änderungen des Raumordnungssystems gehört die Einführung der Interdependenz räumlicher und regionalpolitischer Ziele in die strategische Planung, einschließlich der Gestaltung neuer Rechtsvorschriften und der Anpassung der Rechtsvorschriften an die Anforderungen des neuen Systems. Die Durchführung der oben genannten Maßnahmen wird durch die Zusammenarbeit mit der Regierung und der lokalen Verwaltung, Experten und Einrichtungen im Bereich Raumplanung und Raumplanung sowie Stadtpolitik und Revitalisierung unterstützt.
