The main problem defined by all the partners is lack of cooperation between the emergency medical services, which could ensure a quick reaction to threats to health and life of the people living in the cross-border areas. The major limitations are legal barriers, insufficient financial means, equipment shortages in medical facilities, problems with communication between the facilities and the emergency medical service teams as well as inadequate qualifications of these teams.The lack of specialist knowledge within the local communities also results in emergency medical service provided too late to the victims of dangerous situations. Shortages in specialist emergency medical service teams, ambulances and medical equipment makes it difficult to cooperate between the services. The major objective of the project is the cooperation between the emergency medical services aimed at the improvement in health care accessability in emergency situations among the residents and visitors to the cross-border areas. The actions planned will contribute to the improvement in health care accessability among the residents involved in the proj. The training courses will boost the level of the first aid knowledge among the medical staff as well as ordinary people. Due to the proj. implementation all partners will gain experience in the organisation of emergency medical services, will receive modern equipment and medical vehicles. All the actions planned could not be implemented without the exchange of knowledge and experience by all the proj. part. While these actions are carried out, the partners will work together on developing the procedures of cooperation in emergency medical service. Cross-border training will result from this. The development of common solutions in emergency medical service will be the basis for further cross-border cooperation development aimed at the creation of emergency medical service mechanisms. Le principal problème défini par tous les partenaires est le manque de coopération entre les services médicaux d’urgence, qui pourrait assurer une réaction rapide aux menaces pour la santé et la vie des personnes vivant dans les zones transfrontalières. Les principales limitations sont les obstacles juridiques, l’insuffisance des moyens financiers, le manque d’équipement dans les installations médicales, les problèmes de communication entre les établissements et les équipes de services médicaux d’urgence ainsi que les qualifications insuffisantes de ces équipes.Le manque de connaissances spécialisées au sein des communautés locales entraîne également un service médical d’urgence trop tard pour les victimes de situations dangereuses. La pénurie d’équipes spécialisées de services médicaux d’urgence, d’ambulances et de matériel médical rend difficile la coopération entre les services. L’objectif principal du projet est la coopération entre les services médicaux d’urgence visant à améliorer l’accessibilité des soins de santé dans les situations d’urgence parmi les résidents et les visiteurs des zones transfrontalières. Les actions prévues contribueront à l’amélioration de l’accessibilité des soins de santé parmi les résidents impliqués dans le proj. Les cours de formation augmenteront le niveau de connaissance des premiers soins parmi le personnel médical ainsi que les gens ordinaires. En raison de la mise en œuvre du projet, tous les partenaires acquerront de l’expérience dans l’organisation des services médicaux d’urgence, recevront des équipements modernes et des véhicules médicaux. Toutes les actions prévues ne pourraient pas être mises en œuvre sans l’échange de connaissances et d’expériences par l’ensemble de la partie proj. Au cours de ces actions, les partenaires travailleront ensemble à l’élaboration des procédures de coopération au sein du service médical d’urgence. La formation transfrontalière en résultera. L’élaboration de solutions communes dans les services médicaux d’urgence constituera la base d’un développement plus poussé de la coopération transfrontalière en vue de la création de mécanismes de services médicaux d’urgence. Das Hauptproblem, das von allen Partnern definiert wird, ist die mangelnde Zusammenarbeit zwischen den medizinischen Notfalldiensten, die eine schnelle Reaktion auf Gesundheits- und Lebensbedrohungen der in den Grenzgebieten lebenden Menschen gewährleisten könnte. Die größten Einschränkungen sind rechtliche Hindernisse, unzureichende finanzielle Mittel, Ausrüstungsengpässe in medizinischen Einrichtungen, Probleme bei der Kommunikation zwischen den Einrichtungen und den medizinischen Notfallteams sowie unzureichende Qualifikationen dieser Teams.Der Mangel an Fachkenntnissen in den lokalen Gemeinschaften führt auch zu spät in Notarztdienste für die Opfer gefährlicher Situationen. Der Mangel an spezialisierten Rettungsteams, Krankenwagen und medizinischer Ausrüstung erschwert die Zusammenarbeit zwischen den Diensten. Hauptziel des Projekts ist die Zusammenarbeit zwischen den medizinischen Notfalldiensten zur Verbesserung der Gesundheitsversorgung Zugänglichkeit in Notsituationen zwischen den Bewohnern und Besuchern der grenzüberschreitenden Gebiete. Die geplanten Maßnahmen werden zur Verbesserung der Zugänglichkeit der Gesundheitsversorgung bei den am Projekt beteiligten Bewohnern beitragen. Die Schulungen werden das Niveau der Ersthilfe-Kenntnisse sowohl beim medizinischen Personal als auch bei den gewöhnlichen Menschen verbessern. Aufgrund der proj. Implementierung sammeln alle Partner Erfahrungen in der Organisation von medizinischen Notfalldiensten, erhalten moderne Geräte und medizinische Fahrzeuge. Alle geplanten Maßnahmen konnten ohne den Austausch von Wissen und Erfahrungen durch den gesamten Proj.-Teil nicht umgesetzt werden. Während diese Maßnahmen durchgeführt werden, werden die Partner zusammenarbeiten, um die Verfahren der Zusammenarbeit im medizinischen Notfalldienst zu entwickeln. Daraus ergibt sich eine grenzüberschreitende Ausbildung. Die Entwicklung gemeinsamer Lösungen im medizinischen Notfalldienst wird die Grundlage für die weitere Entwicklung der grenzüberschreitenden Zusammenarbeit bilden, die auf die Schaffung von Mechanismen für den medizinischen Notdienst abzielt.
