С реализиране на настоящото проектно предложение ще бъде създаден Център за почасово предоставяне на услуги за социално включване в общността или в домашна среда. Центърът ще осигурява достъп до интегрирани услуги, включително социални и здравни, според специфичните потребности на 222 потребители в рамките на целия период на предоставяне на социалната услуга.Целта на проекта е подобряване качеството на живот и на достъпа до услуги за социално включване на хора с увреждания и хора над 65 години с ограничения или в невъзможност за самообслужване и предоставяне на възможности за връщане на реалния пазар на труда на лицата, които полагат грижи за близките си.При реализиране на проектното предложение ще бъде сформиран Екип за управление на проекта, включващ Ръководител, 3 Координатори, Счетоводител и 2 технически сътрудници. Центърът ще бъде ситуиран в помещение - общинска собственост, където ще се осъществява организирането на дейността му, и в което ще бъде разположено необходимото оборудване.За предоставяне на интегрирани социални услуги в Центъра, след проведен подбор, ще бъде назначен персонал, включващ Ръководител, 59,5 Лични асистенти, 1,5 социални асистенти и специалисти - медицински специалист /медицинска сестра или фелдшер/, 2 рехабилитатори, психолог и педагог/ социален работник. За наетия персонал ще бъдат осигурени обучение, периодична супервизия и психологическа подкрепа. За гарантиране на прозрачност при изпълнение на проектните дейности и за популяризиране целите и дейностите на Европейския съюз, Европейския социален фонд, ОП РЧР и на настоящото проектно предложение, ще бъдат осъществени дейности за информиране и публичност. Всички бюджетни пера, когато е приложимо, ще бъдат обект на възлагане по реда на ЗОП.Продължителността на проекта ще обхваща период от 24 месеца, като социалните услуги в Центъра ще се предоставят 21 месеца. With the realisation of this project proposal, a Center for hourly provision of services for social inclusion in the community or in a home environment will be established. The Centre will provide access to integrated services, including social and health services, according to the specific needs of 222 users during the entire period of provision of the social service.The aim of the project is to improve the quality of life and the access to services for social inclusion of people with disabilities and people over 65 years with limitations or inability to self-service and provide opportunities to return to the real labour market of those who care for their loved ones. The center will be located in a premises — municipal property, where the organisation of its activities will be carried out and in which the necessary equipment will be located. For the provision of integrated social services in the Centre, after selection, staff will be appointed, including a Manager, 59.5 Personal Assistants, 1.5 social assistants and specialists — medical specialist/nurse or paramedic/, 2 rehabilitators, psychologist and educator/social worker. The recruited staff will be provided with training, periodic supervision and psychological support. In order to ensure transparency in the implementation of project activities and to promote the objectives and activities of the European Union, the European Social Fund, the HRD OP and the present project proposal, information and publicity activities will be carried out. All budget items, where applicable, will be awarded under the Public Procurement Act.The duration of the project will cover a period of 24 months, with the social services at the Centre being provided 21 months. Avec la réalisation de cette proposition de projet, un centre de prestation horaire de services d’inclusion sociale dans la communauté ou dans un environnement familial sera créé. Le Centre offrira l’accès à des services intégrés, y compris des services sociaux et de santé, en fonction des besoins spécifiques de 222 usagers pendant toute la durée de la prestation du service social. Le projet a pour objectif d’améliorer la qualité de vie et l’accès aux services d’inclusion sociale des personnes handicapées et des personnes de plus de 65 ans avec des limitations ou une incapacité de libre-service et de donner la possibilité de retourner sur le marché du travail réel de ceux qui s’occupent de leurs proches. Pour la fourniture de services sociaux intégrés dans le Centre, après sélection, le personnel sera nommé, y compris un gestionnaire, 59.5 Assistants personnels, 1.5 assistants sociaux et spécialistes — médecin spécialiste/infirmière ou ambulancier/, 2 réhabilitateurs, psychologue et éducateur/travailleur social. Le personnel recruté bénéficiera d’une formation, d’un encadrement périodique et d’un soutien psychologique. Afin d’assurer la transparence dans la mise en œuvre des activités du projet et de promouvoir les objectifs et les activités de l’Union européenne, du Fonds social européen, du PO DRH et de la présente proposition de projet, des activités d’information et de publicité seront menées. Tous les postes budgétaires, le cas échéant, seront attribués en vertu de la loi sur les marchés publics. La durée du projet couvrira une période de 24 mois, les services sociaux du Centre étant fournis 21 mois. (French)

Mit der Umsetzung dieses Projektvorschlags wird ein Zentrum für die Erbringung von Dienstleistungen zur sozialen Inklusion in der Gemeinschaft oder in einem häuslichen Umfeld eingerichtet. Ziel des Projekts ist es, die Lebensqualität und den Zugang zu Dienstleistungen für die soziale Eingliederung von Menschen mit Behinderungen und Menschen über 65 Jahre mit Einschränkungen oder Unfähigkeit zur Selbstversorgung zu verbessern und Möglichkeiten zur Rückkehr in den wirklichen Arbeitsmarkt für diejenigen zu bieten, die für ihre Angehörigen sorgen. Das Zentrum befindet sich in einem Gebäude – kommunalem Eigentum, wo die Organisation seiner Tätigkeiten durchgeführt wird und in dem die notwendige Ausrüstung untergebracht wird. Für die Bereitstellung von integrierten sozialen Dienstleistungen im Zentrum, nach Auswahl, werden Mitarbeiter ernannt, einschließlich eines Managers, 59.5 Personal Assistants, 1,5 Sozialassistenten und Spezialisten – Arzt/Krankenpfleger oder Sanitäter/, 2 Rehabilitatoren, Psychologen und Erzieher/Sozialarbeiter. Das eingestellte Personal wird geschult, regelmäßig überwacht und psychologische Unterstützung erhalten. Zur Gewährleistung der Transparenz bei der Durchführung der Projektaktivitäten und zur Förderung der Ziele und Tätigkeiten der Europäischen Union, des Europäischen Sozialfonds, des OP HRD und des vorliegenden Projektvorschlags werden Informations- und Publizitätsmaßnahmen durchgeführt. Alle Haushaltsposten werden gegebenenfalls im Rahmen des Gesetzes über das öffentliche Auftragswesen vergeben.Die Laufzeit des Projekts erstreckt sich auf einen Zeitraum von 24 Monaten, wobei die Sozialleistungen des Zentrums 21 Monate erbracht werden.
