Доброто управление е основният принцип на модерната администрация. Усилията на всички правителства са насочени към усъвършенстване на управлението, като един от основните инструменти за това е засилването на широкото участие на обществото в управлението. Обществената среда вече припознава голяма част от принципите на доброто управление като минимални стандарти в дейността на администрацията и тя следва да полага системни действия за посрещане на тези очаквания.Проектът насърчава и утвърждава проактивната роля на администрацията в привличането на заинтересованите страни в процеса на вземане на решения, при внедряването на нови и привлекателни за обществото инструменти за гражданско участие и при насърчаването на взаимодействието със заинтересованите страни при регулирането на икономическата активност.Проектът насърчава съвместното между администрацията и обществото формулиране на политики и изработване на нормативните актове.В пълен синхрон с реалностите на дигиталния век, основната група от интервенции по проекта ще се реализират чрез насърчаване на онлайн инструментите. Основа за това ще бъде извършването на актуализация на Портала за обществени консултации и развиването на качеството му на контактна точка между администрацията и обществото. Проектът предвижда улеснено представяне на необходимата информация при провеждането на обществени консултации и насърчаване на диалога между институциите и гражданското общество.Проектът ще се реализира чрез устойчиви и интегрирани подходи по изучаване на добри практики, изграждане на капацитет, включително чрез подхода “учене чрез правене”. Good governance is the basic principle of modern administration. The efforts of all governments are aimed at improving governance, one of the main tools for this being to strengthen the broad participation of society in governance. The public environment already recognises a large part of the principles of good governance as minimum standards in the activities of the administration and it should implement systematic actions to meet these expectations. The project encourages and promotes the proactive role of the administration in the involvement of stakeholders in the decision-making process, in the implementation of new and attractive tools for civic participation and in promoting interaction with stakeholders in the regulation of economic activity. The project promotes the joint role of the administration and society formulation of policies and the elaboration of the normative acts. In full alignment with the realities of the digital century, the main group of interventions under the project will be implemented through the promotion of online tools. The basis for this will be to update the Public Consultation Portal and to develop its quality as a contact point between administration and society. The project will be implemented through sustainable and integrated approaches to the study of good practices, capacity building, including through learning by doing. (English)

La bonne gouvernance est le principe fondamental de l’administration moderne. Les efforts de tous les gouvernements visent à améliorer la gouvernance, l’un des principaux outils étant de renforcer la large participation de la société à la gouvernance. L’environnement public reconnaît déjà une grande partie des principes de bonne gouvernance en tant que normes minimales dans les activités de l’administration et devrait mettre en œuvre des actions systématiques pour répondre à ces attentes. Le projet encourage et promeut le rôle proactif de l’administration dans la participation des parties prenantes au processus décisionnel, dans la mise en œuvre d’outils nouveaux et attrayants pour la participation civique et dans la promotion de l’interaction avec les parties prenantes dans la régulation de l’activité économique. Le projet promeut le rôle commun de l’administration et de la société dans la formulation des politiques et l’élaboration des actes normatifs. En pleine adéquation avec les réalités du siècle numérique, le principal groupe d’interventions dans le cadre du projet sera mis en œuvre par la promotion d’outils en ligne. La base pour cela sera de mettre à jour le portail de consultation publique et de développer sa qualité en tant que point de contact entre l’administration et la société. Le projet sera mis en œuvre au moyen d’approches durables et intégrées pour l’étude des bonnes pratiques, le renforcement des capacités, y compris par l’apprentissage par la pratique. (French)

Verantwortungsvolle Staatsführung ist das Grundprinzip der modernen Verwaltung. Die Bemühungen aller Regierungen zielen auf eine Verbesserung der Regierungsführung ab, eines der wichtigsten Instrumente, um die breite Teilhabe der Gesellschaft an der Regierungsführung zu stärken. Das öffentliche Umfeld erkennt bereits einen großen Teil der Grundsätze der verantwortungsvollen Staatsführung als Mindeststandards in den Tätigkeiten der Verwaltung an und sollte systematische Maßnahmen ergreifen, um diesen Erwartungen gerecht zu werden. Das Projekt fördert und fördert die proaktive Rolle der Verwaltung bei der Einbeziehung der Akteure in den Entscheidungsprozess, bei der Umsetzung neuer und attraktiver Instrumente für die Bürgerbeteiligung und bei der Förderung der Interaktion mit den Interessenträgern bei der Regulierung der Wirtschaftstätigkeit. Das Projekt fördert die gemeinsame Rolle der Verwaltung und der gesellschaftlichen Gestaltung politischer Maßnahmen und die Ausarbeitung der normativen Rechtsakte. In voller Übereinstimmung mit den Realitäten des digitalen Jahrhunderts wird die Hauptgruppe der Interventionen im Rahmen des Projekts durch die Förderung von Online-Instrumenten umgesetzt. Grundlage hierfür ist die Aktualisierung des öffentlichen Konsultationsportals und die Entwicklung seiner Qualität als Kontaktstelle zwischen Verwaltung und Gesellschaft. Das Projekt wird durch nachhaltige und integrierte Ansätze für die Untersuchung bewährter Verfahren, den Kapazitätsaufbau, auch durch Lernprozesse, umgesetzt. (German)
