Le projet comporte 2 actions principales en amont de la création/reprise et en post-création. Elles sont proposées **au public éligible du FSE relevant de l'axe 1 et de l'appel à projets 1.8.3.1 de la Direccte.** **Il s'agit de porteurs de projet de création ou de reprise d'entreprise "demandeurs d'emploi" ou "inactifs" dont les femmes, jeunes de - 25 ans, personnes issues des quartiers prioritaires de la politique de la ville et bénéficiaires du RSA socle si déjà entrepreneur se trouvant en situation de pauvreté faute de revenus insuffisants.** **ACTION 1) - APPUI INDIVIDUEL A L'EMERGENCE ET A L'ACCOMPAGNEMENT DES PROJETS DE CRÉATION OU DE REPRISE D'ACTIVITÉ** Pour les futurs créateurs et repreneurs demandeurs d'emploi et inactifs, \- _sous action 1.1 / Pré-etudes de faisabilité:_ 30 par an pour permettre au candidat de se positionner par rapport à un projet: cette étude, si la faisabilité est suffisante, pourra être présentée au financeur pour un avis; dans le cas contraire, le jeune sera invité à modifier le contenu de son projet ou bien à rechercher une autre structure plus adaptée pour s'installer. _NB: L' Etude Business plan : cette action qui ne fait pas l'objet de cette demande de subvention FSE est néanmoins proposée aux candidats: elle leur permet de connaitre les étapes précises du développement de leur entreprise sur 4 ans: cette étude approfondie est présentée au financeur pour une décision_ **ACTION 2) - ACCOMPAGNEMENT INDIVIDUEL POST CRÉATION/REPRISE D'UNE ACTIVITÉ ET APPUI A LA CONSOLIDATION DES ACTIVITES** Pour les créateurs et repreneurs récemment installés, \- _sous action 2.1 / Bilan Installation et perspectives (BIP)_ : permettre au créateur/repreneur de bénéficier d'une visite permettant de déceler les besoins, et de prescrire un plan d'action qui pourra être remis et commenté lors d'une 2ème visite : il est prévu 60 nouveaux bénéficiaires en 2015 et 70 nouveaux bénéficiaires en 2016: cette action pourra être réalisée auprès de tous les jeunes créateurs et repreneurs ne bénéficiant pas de l'action SUIVI JA Ancien dispositif (sous action 2.2) , qui sont installés depuis moins de 3 ans , et pourra être proposée parmi eux en priorité au public ciblé comme prioritaire dans le programme à savoir les femmes, les demandeurs d'emploi, les jeunes de <25 ans, et aussi le public repéré Non Issu du Milieu Agricole.A l'issue l'action NOUVEAU SUIVI JA (sous action 2.3) sera proposée. \- _sous action 2.2 / Suivi Jeunes agriculteur (JA) ancien dispositif_ : permettre au créateur/repreneur de bénéficier d' un suivi annuel comprenant en moyenne 3 visites sur place "sur mesure" pendant les 3 premières années suivant son installation. Il est prévu 146 bénéficiaires en 2015 et 111 en 2016 , sur le public récemment installé ou en cours d'installation, ayant eu cette action prescrite en CDOA avant le 31/12/2014 (poursuite de l'action déjà démarrée pour ce public); la durée moyenne consacrée par bénéficiaire et par Conseiller d'Entreprise est de 14H/an; à noter que d'autres conseillers peuvent intervenir auprès des bénéficiaires dans le cadre de cette action "SUIVI JA ANCIEN DISPOSITIF " mais ne seront pas affectés à cette demande de subvention FSE du fait de leur taux de spécialisation < 30% pour le public éligible. - _sous action 2.3 / Nouveau suivi Post-Installation_ : du fait de la réforme du Dispositif à l'Installation à compter du 01/01/2015 une nouvelle action est définie à la Chambre d'agriculture de la Sarthe pour une mise en place à compter de 2015 pour accompagner les nouveaux installés , en remplacement du SUIVI JA mis en place auparavant, Les Conseillers d'Entreprise assurerons cet accompagnement pour le public vu en "BIP"(sous action 2.1) : a minima 1 visite par an pendant 3 ans Pour le public fragilisé, l'accompagnement intervient le plus souvent au delà des 3 premières années d'installation, il s'agit alors d'un appui à la consolidation des activités , le revenu se révélant insuffisant, mais il peut également concerner des jeunes créateurs ayant été repérés avec un démarrage difficile de leur activité. \- _sous action 2.4 / 1er contact est téléphonique_ : et entraine quasiment systématiquement un "pré-diagnostic" réalisé lors d'une visite sur place.: prévision 26/an, 4h/pré-diagnostic en moyenne. La qualité de Bénéficiciaire de RSA sera sollicitée par le bénéficiaire après l'étape de pré-diagnostic. \- _sous action 2.5 / un audit approfondi_ : pour établir les conditions de fonctionnement de l'entreprise, diagnostiquer les atouts et les contraintes du système de production,établir des pistes d'amélioration: prévision 16/an, 16h/audit en moyenne \- _sous action 2.6 / un accompagnement à la négociation_ : peut être proposé et réalisé sous le forme de l'organisation d'un Tour de Table auxquels sont invités les créanciers et donnant lieu à un compte rendu : prévision 13/an 8h en moyenne \- _sous action 2.7 / un protocole de redressement amiable_ : peut être établi -prévision 13/an (French)

Frauen, Arbeitsuchende, Jugendliche im Alter von 25 Jahren und auch das Publikum, das „Non Issu du Milieu Agricole“ ist.Nach Abschluss der Aktion NEUE SUIVI JA (unter Aktion 2.3) wird vorgeschlagen. \- _Unteraktion 2.2/Follow-up Junglandwirte (JA) ehemaliges System: dem Urheber/Wiedernehmer eine jährliche Überwachung zu ermöglichen, die in den ersten drei Jahren nach der Installation durchschnittlich 3 „maßgeschneiderte“ Vor-Ort-Besuche umfasst. Geplant sind 146 Begünstigte für 2015 und 111 für 2016 für die neu eingerichtete oder in der Installation befindliche Öffentlichkeit, die diese Maßnahme vor dem 31.12.2014 in CDOA vorgeschrieben hatte (Fortsetzung der bereits für diese Zielgruppe begonnenen Maßnahme); die durchschnittliche Dauer pro Begünstigtem und Unternehmensberater beträgt 14 Stunden/Jahr; es sei darauf hingewiesen, dass andere Berater bei den Begünstigten im Rahmen dieser Aktion „SUIVI JA ANCIEN DISPOSITIF“ tätig werden können, aber aufgrund ihrer Spezialisierungsrate nicht für den ESF-Zuschuss beantragt werden; 30 % für die förderfähige Öffentlichkeit. — _Teilmaßnahme 2.3/Neues Follow-up Post-Installation_: aufgrund der Reform des Geräts in der Anlage ab dem 01.01.2015 wird in der Landwirtschaftskammer der Sarthe eine neue Maßnahme für die Einführung ab 2015 festgelegt, um die neuen Installationen zu begleiten, als Ersatz für die zuvor eingerichteten SUIVI JA, Die Unternehmensberater werden diese Begleitung für die Öffentlichkeit in „BIP“ (Teilaktion 2.1) sicherstellen: mindestens einen Besuch pro Jahr für drei Jahre Für das schwache Publikum erfolgt die Begleitung meistens über die ersten drei Jahre der Niederlassung hinaus. Es handelt sich dabei um eine Unterstützung für die Konsolidierung der Aktivitäten, da sich das Einkommen als unzureichend erweist, kann aber auch junge Kreative betreffen, die mit einem schwierigen Start ihrer Tätigkeit entdeckt wurden. \- _unter Aktion 2.4/1.
