Проектното предложение предвижда изграждане на Център за грижа за лица с умствена изостаналост в гр. Троян с капацитет 15 места и включва строителство и доставка на необходимото обзавеждане и оборудване. Същото е насочено към осигуряване на достъп до качествени социални услуги за лица с увреждания и възрастни хора в съответствие с Плана за действие за периода 2018-2021 г. за изпълнение на Националната стратегия за дългосрочна грижа. Община Троян е включена в Картата на резидентните услуги и Картата на услугите за подкрепа в общността. За целите на кандидатстването е одобрен технически проект и е издадено разрешение за строеж. За изграждане на центъра е предвиден основен ремонт и преустройство на Блок Г на недостроената сграда на поликлиниката в гр. Троян (общинска собственост), попадаща в поземлен имот №73198.503.608 в парцел IV в кв.24 по плана на гр. Троян. Проектът предвижда оформление на външното прилежащо пространство, съобразенo със спецификата на целевата група, както и паркинг за автомобили. По отношение на помещенията са предвидени спални помещения със съответните санитарни възли към тях, дневни стаи, кухненски бокс и трапезария, стая за персонала. Предвидени са мерки за достъпна архитектурна среда, включващи доставката и монтажа на болничен асансьор с възможност за качване на инвалидни количкиЗа изграждането на Центъра, изборът на сграда не е случаен. В непосредствена близост до недостроената сграда на поликлиниката са разположени "МБАЛ - Троян" ЕООД, лечебно заведение за първична извънболнична медицинска помощ и спешна медицинска помощ. Проектното предложение ще допринесе за изпълнение на Националната стратегия за дългосрочна грижа, насочена към създаване на условия за независим и достоен живот на възрастните хора и хората с увреждания чрез предоставянето на качествени, достъпни и устойчиви услуги за дългосрочна грижа, съобразени с индивидуалните нужди на потребителите. The project proposal provides for the construction of a Care Centre for persons with mental retardation in the town of Troyan with a capacity of 15 seats and includes construction and delivery of the necessary furniture and equipment. The same is aimed at ensuring access to quality social services for persons with disabilities and the elderly, in line with the 2018-2021 Action Plan for the implementation of the National Strategy for Long-term Care. Troyan Municipality is included in the Map of Residential Services and the Community Support Services Map. For the purposes of the application, a technical design has been approved and a building permit has been issued. For the construction of the center there is a major renovation and reconstruction of Block G of the unconstructed building of the polyclinic in the town of Troyan (municipal property), falling within land plot No 73198.503.608 in plot IV in quarter 24 according to the plan of the town of Troyan. The project foresees the layout of the external adjacent space, tailored to the specifics of the target group, as well as car parking. In respect of the premises there are bedrooms with the corresponding bathrooms, living rooms, kitchenette and dining room, staff room. There are measures for accessible built environment, including the delivery and installation of a hospital lift with the possibility of boarding wheelchairs For the construction of the Centre, the choice of a building is not random. In close proximity to the undeveloped building of the polyclinic are located “MHAT — Troyan” Ltd., a medical institution for primary outpatient medical care and emergency medical care. The project proposal will contribute to the implementation of the National Long-term Care Strategy aimed at creating conditions for independent and dignified living for older people and people with disabilities through the provision of quality, accessible and sustainable long-term care services tailored to the individual needs of the users. Le projet prévoit la construction d’un centre de soins pour les personnes souffrant d’un retard mental dans la ville de Troyan d’une capacité de 15 places et comprend la construction et la livraison du mobilier et du matériel nécessaires. Il en va de même pour garantir l’accès des personnes handicapées et des personnes âgées à des services sociaux de qualité, conformément au plan d’action 2018-2021 pour la mise en œuvre de la stratégie nationale pour les soins de longue durée. La municipalité de Troyan est incluse dans la carte des services résidentiels et la carte des services de soutien communautaire. Aux fins de la demande, une conception technique a été approuvée et un permis de construire a été délivré. Pour la construction du centre il y a une rénovation et une reconstruction majeures du bloc G du bâtiment non construit de la polyclinique dans la ville de Troyan (propriété municipale), relevant de la parcelle no 73198.503.608 dans la parcelle IV dans le quart 24 selon le plan de la ville de Troyan. Le projet prévoit l’aménagement de l’espace extérieur adjacent, adapté aux spécificités du groupe cible, ainsi que le stationnement des voitures. En ce qui concerne les locaux il ya des chambres avec les salles de bains correspondantes, salons, kitchenette et salle à manger, salle du personnel. Il existe des mesures pour un environnement bâti accessible, y compris la livraison et l’installation d’un ascenseur hospitalier avec possibilité d’embarquement de fauteuils roulants Pour la construction du Centre, le choix d’un bâtiment n’est pas aléatoire. À proximité immédiate du bâtiment non développé de la polyclinique sont situés «MHAT — Troyan» Ltd., un établissement médical pour les soins médicaux ambulatoires primaires et les soins médicaux d’urgence. La proposition de projet contribuera à la mise en œuvre de la stratégie nationale de soins de longue durée visant à créer des conditions de vie indépendantes et dignes pour les personnes âgées et les personnes handicapées grâce à la fourniture de services de soins de longue durée de qualité, accessibles et durables adaptés aux besoins individuels des utilisateurs. Der Projektvorschlag sieht den Bau eines Pflegezentrums für Personen mit geistiger Verzögerung in der Stadt Troyan mit einer Kapazität von 15 Plätzen vor und umfasst den Bau und die Lieferung der notwendigen Möbel und Ausrüstung. Gleiches gilt für Menschen mit Behinderungen und ältere Menschen im Einklang mit dem Aktionsplan 2018-2021 zur Umsetzung der Nationalen Strategie für Langzeitpflege, um den Zugang zu hochwertigen sozialen Dienstleistungen zu gewährleisten. Troyan Municipality ist in der Karte der Residential Services und der Community Support Services Map enthalten. Für die Zwecke des Antrags wurde ein technischer Entwurf genehmigt und eine Baugenehmigung erteilt. Für den Bau des Zentrums gibt es eine umfangreiche Renovierung und Rekonstruktion des Blocks G des unkonstruierten Gebäudes der Poliklinik in der Stadt Troyan (Gemeindegrundstück), das unter das Grundstück Nr. 73198.503.608 in Grundstück IV im 24. Quartal gemäß dem Plan der Stadt Troyan fällt. Das Projekt sieht die Anordnung des angrenzenden Außenraums vor, der auf die Besonderheiten der Zielgruppe zugeschnitten ist, sowie das Parken von Parkplätzen. In Bezug auf die Räumlichkeiten gibt es Schlafzimmer mit den entsprechenden Bädern, Wohnzimmer, Kochnische und Esszimmer, Personalraum. Es gibt Maßnahmen für zugängliche gebaute Umgebung, einschließlich der Lieferung und Installation eines Krankenhauslifts mit der Möglichkeit, Rollstühle Für den Bau des Zentrums ist die Wahl eines Gebäudes nicht zufällig.
