Przedmiotem projektu jest modernizacja systemów grzewczych obejmującą wymianę wysokoemisyjnych źródeł ciepła na mniej emisyjne w 100 indywidualnych gospodarstwach domowych na terenie Świnoujścia. Projekt jest zgodny z Planem Gospodarki Niskoemisyjnej obowiązującym na obszarze realizacji. Zakres rzeczowy: projekt ma charakter grantowy, głównym jego elementem będzie ogłoszenie i przeprowadzenie otwartego naboru na granty wśród mieszkańców gminy Świnoujście. Uzasadnieniem dla wyboru rozwiązań i technologii w ramach grantu będzie każdorazowo ich zgodność z polskimi i europejskimi normami. Przyjęte rozwiązania umożliwią ograniczenie emisji kominowej na terenie zachodniopomorskiej strefy ochrony powietrza. Projekt stanowi samodzielną jednostkę analizy i obejmuje wszystkie zadania inwestycyjne niezbędne do zapewnienia funkcjonalności i operacyjności infrastruktury zaraz po zakończeniu realizacji zakresu rzeczowego. Projekt nie jest projektem dużym, nie generuje dochodu i nie jest objęty pomocą publiczną. Zakres rzeczowy obejmuje: Zadanie 1: dokonanie wyboru grantobiorców, Zadanie 2: opracowanie świadectw charakterystyki energetycznej budynków Zadanie 3: zawarcie umów powierzenia grantu, zadanie 4: monitorowanie i kontrola realizacji zadań przez grantobiorców w zakresie zgodności ze zgłoszeniem o udzielenie grantu, Regulaminem i na zasadach określonych Umową powierzenia grantu, Zadanie 5: rozliczenie wydatków poniesionych przez grantobiorców, Zadanie 6: Promocja i działania informacyjne. The object of the project is the modernisation of heating systems involving the exchange of carbon-intensive heat sources for less emitting in 100 individual households in Świnoujście. The project is in line with the Low-Emission Economy Plan in force in the area of implementation. Material scope: the project is a grant, the main element of which will be the announcement and conduct of an open call for grants among the residents of the municipality of Świnoujście. The justification for choosing solutions and technologies within the grant will be their compliance with Polish and European standards. The solutions adopted will make it possible to reduce chimney emissions in the West Pomeranian Air Quality Zone. The project is an independent unit of analysis and covers all investment tasks necessary to ensure the functionality and operationality of the infrastructure as soon as the material scope is completed. The project is not a major project, does not generate revenue and does not benefit from state aid. The material scope includes: Activity 1: selection of grant recipients, Task 2: development of energy performance certificates for buildings Task 3: conclusion of grant entrustment agreements, Task 4: monitoring and control of the performance of the tasks by the grant recipients in terms of compliance with the grant application, the Terms and Conditions and in accordance with the terms and conditions set out in the Agreement of entrustment of the grant, Task 5: settlement of expenditure incurred by grantees, Task 6: Promotion and outreach. L’objet du projet est la modernisation des systèmes de chauffage impliquant l’échange de sources de chaleur à forte intensité de carbone pour moins d’émissions dans 100 ménages individuels de Świnoujście. Le projet est conforme au plan d’économie à faibles émissions en vigueur dans le domaine de la mise en œuvre. Champ d’application matériel: le projet est une subvention, dont l’élément principal sera l’annonce et la réalisation d’un appel ouvert de subventions parmi les résidents de la municipalité de Świnoujście. La justification du choix de solutions et de technologies dans le cadre de la subvention sera leur conformité avec les normes polonaises et européennes. Les solutions adoptées permettront de réduire les émissions de cheminées dans la zone de qualité de l’air de Poméranie occidentale. Le projet est une unité d’analyse indépendante et couvre toutes les tâches d’investissement nécessaires pour garantir la fonctionnalité et l’opérationnalité de l’infrastructure dès que le champ d’application matériel est achevé. Le projet n’est pas un grand projet, ne génère pas de recettes et ne bénéficie pas d’aides d’État. Le champ d’application matériel comprend: Activité 1: sélection des bénéficiaires de subventions, tâche 2: élaboration de certificats de performance énergétique pour les bâtiments Tâche 3: conclusion d’accords de mandat de subvention, tâche 4: suivi et contrôle de l’exécution des tâches par les bénéficiaires de la subvention en ce qui concerne le respect de la demande de subvention, des conditions générales et des conditions énoncées dans la convention de mandat de la subvention, tâche 5: règlement des dépenses encourues par les bénéficiaires, tâche 6: Promotion et sensibilisation.
