Проектът е насочен към цялостното подобряване на процесите, свързани с поддържането и публикуването на публичната информация в отворен формат за повторна употреба, както и към създаване на нов механизъм за заявяване и получаване на достъп до обществена информация по електронен път и публикуването й в интернет. Изграждането на Портал за отворени данни и Платформа за достъп до обществена информация е предпоставка за улеснено повторно използване на обществената информация, чрез публикуването й в отворен формат и за подобряване на механизмите за достъп до информацията. Проектът ще отговори на нуждата на ползвателите на публична информация както от подобряване на процесите по поддържането на информацията в отворен, машинночетим формат, така и от създаването на нови механизми за достъп до обществена информация. Основната целева група на проекта обхваща организациите от обществения сектор по смисъла на ЗДОИ - държавните органи, техните териториални звена, органите на местното самоуправление в Република България, и други публичноправни субекти и организации. Допълнителната целева група са всички ползватели на публична информация, които са нейни крайни потребители. Дейностите включват изграждането на два специализирани портала, инструмент за автоматично качване на данни и свързаните проучвателни и обучителни дейности, като така ще се подобрят и надградят механизмите за достъп до информация и повторната й употреба. Реализирането на проекта ще помогне за изпълнението на задълженията за организациите от обществения сектор, произтичащи от ЗДОИ и за изпълнението на стратегията на ОПДУ за създаване на мерки, свързани с повишаване на прозрачността в публичния сектор, подобряване на обмена на данни и информираността на обществото, отваряне на данни и усъвършенстване на мониторинга и оценката на провежданите политики чрез въвличане на гражданското общество. The project aims at the overall improvement of the processes related to the maintenance and publication of public information in an open format for re-use, as well as the creation of a new mechanism for requesting and obtaining access to public information electronically and publishing it on the Internet. The establishment of the Open Data Portal and the Public Information Access Platform is a prerequisite for facilitating the re-use of public information, by publishing it in an open format and for improving the mechanisms for accessing the information. The project will respond to the need of public information users both to improve the processes of maintaining information in an open, machine-readable format and to create new mechanisms for accessing public information. The main target group of the project covers public sector bodies within the meaning of the ZDOI — state authorities, their territorial units, local authorities in the Republic of Bulgaria, and other public entities and organisations. The additional target group is all users of public information who are its end-users. Activities include the construction of two dedicated portals, an automatic upload tool and related study and training activities, thus improving and building on the mechanisms for access to and re-use of information. The implementation of the project will help to fulfil the obligations for public sector bodies stemming from the PTAI and to implement the strategy of the DMDW to establish measures related to increasing transparency in the public sector, improving data exchange and public awareness, opening up data and improving the monitoring and evaluation of policies implemented by involving civil society. Le projet vise à améliorer globalement les processus liés à la maintenance et à la publication de l’information publique dans un format ouvert à la réutilisation, ainsi qu’à créer un nouveau mécanisme permettant de demander et d’obtenir l’accès à l’information publique par voie électronique et de la publier sur l’internet. La création du portail des données ouvertes et de la plateforme d’accès à l’information du public est une condition préalable à la réutilisation de l’information publique, en la publiant sous une forme ouverte et en améliorant les mécanismes d’accès à l’information. Le projet répondra au besoin des utilisateurs de l’information publique d’améliorer les processus de conservation de l’information dans un format ouvert et lisible par machine et de créer de nouveaux mécanismes d’accès à l’information publique. Le principal groupe cible du projet couvre les organismes du secteur public au sens de la ZDOI — les autorités de l’État, leurs unités territoriales, les autorités locales de la République de Bulgarie et d’autres entités et organisations publiques. Le groupe cible supplémentaire est tous les utilisateurs de l’information publique qui en sont les utilisateurs finaux. Les activités comprennent la construction de deux portails dédiés, un outil de téléchargement automatique et des activités d’étude et de formation connexes, améliorant ainsi les mécanismes d’accès et de réutilisation de l’information et en s’appuyant sur ces mécanismes. La mise en œuvre du projet contribuera à l’accomplissement des obligations incombant aux organismes du secteur public découlant du Ptai et à la mise en œuvre de la stratégie du ministère de la Justice visant à mettre en place des mesures visant à accroître la transparence dans le secteur public, à améliorer l’échange de données et la sensibilisation du public, à ouvrir les données et à améliorer le suivi et l’évaluation des politiques mises en œuvre en associant la société civile. Das Projekt zielt darauf ab, die Prozesse im Zusammenhang mit der Pflege und Veröffentlichung öffentlicher Informationen in einem offenen Format zur Weiterverwendung insgesamt zu verbessern und einen neuen Mechanismus für die elektronische Beantragung und Erlangung des Zugangs zu öffentlichen Informationen zu schaffen und diese im Internet zu veröffentlichen. Die Einrichtung des Open Data Portals und der Plattform für den Zugang zu öffentlichen Informationen ist eine Voraussetzung, um die Weiterverwendung öffentlicher Informationen zu erleichtern, sie in einem offenen Format zu veröffentlichen und die Mechanismen für den Zugang zu den Informationen zu verbessern. Das Projekt wird dem Bedarf der Nutzer öffentlicher Informationen Rechnung tragen, um sowohl die Prozesse der Pflege von Informationen in einem offenen, maschinenlesbaren Format zu verbessern als auch neue Mechanismen für den Zugang zu öffentlichen Informationen zu schaffen. Die Hauptzielgruppe des Projekts umfasst öffentliche Einrichtungen im Sinne des ZDOI – staatliche Behörden, ihre Gebietseinheiten, lokale Behörden in der Republik Bulgarien und andere öffentliche Einrichtungen und Organisationen. Die zusätzliche Zielgruppe sind alle Nutzer öffentlicher Informationen, die ihre Endnutzer sind. Zu den Aktivitäten gehören der Aufbau zweier spezieller Portale, ein automatisches Upload-Tool und damit verbundene Studien- und Schulungsmaßnahmen, wodurch die Mechanismen für den Zugang zu und die Weiterverwendung von Informationen verbessert und genutzt werden. Die Durchführung des Projekts wird dazu beitragen, die Verpflichtungen der öffentlichen Stellen, die sich aus dem Ptai ergeben, zu erfüllen und die Strategie des dMdw zur Festlegung von Maßnahmen zur Erhöhung der Transparenz im öffentlichen Sektor, zur Verbesserung des Datenaustauschs und zur Sensibilisierung der Öffentlichkeit, zur Öffnung von Daten und zur Verbesserung der Überwachung und Bewertung der von der Zivilgesellschaft umgesetzten Politiken umzusetzen. Mit dem Projekt wird das strategische Ziel 3 der Strategie zur Entwicklung der staatlichen Verwaltung 2014-2020 umgesetzt. (German)
