Główny problem uzasadniający potrzebę realizacji projektu to deficyt wykwalifikowanej siły roboczej w związku z trwającymi w woj. opolskim procesami emigracji i depopulacji przy jednoczesnym zapotrzebowaniu na pracowników, w tym z zagranicy. Problemem jest również wysoka stopa bezrobocia w woj. opolskim, zwłaszcza na obszarach wiejskich, a także duże trudności związane z wejściem i utrzymaniem się na rynku pracy osób z grup defaworyzowanych. Związane jest to m.in. z brakiem praktycznego doświadczenia zawodowego lub niedostosowaniem posiadanych kwalifikacji do wymogów regionalnego rynku pracy oraz utrudnionym dostępem do wysokiej jakości kursów podnoszących kwalifikacje, co utrudnia planowanie rozwoju zawodowego i ogranicza możliwości znalezienia pracy. Szczegółowe uzasadnienie potrzeby realizacji projektu zostało zawarte w pkt. 3.5 wniosku. Celem głównym projektu jest zwiększenie do końca 09.18 r. aktywności zawodowej i podniesienie kwalifikacji 30 osób w wieku powyżej 29 roku życia, pozostających bez pracy (bezrobotnych, poszukujących pracy oraz nieaktywnych zawodowo) oraz zamieszkujących w woj. opolskim na terenie powiatu prudnickiego, brzeskiego, nyskiego, głubczyckiego lub namysłowskiego. Wszyscy uczestnicy projektu otrzymają indywidualne i kompleksowe wsparcie w postaci doradztwa zawodowego, wsparcia psychologicznego, szkolenia, stażu, a także dobrej jakości ofertę zatrudnienia prowadzącą do podjęcia i utrzymania przez nich zatrudnienia. W wyniku realizacji projektu zakładamy osiągnięcie efektywności zatrudnieniowej na wymaganym poziomie dla poszczególnych grup uczestników projektu, Projekt zakłada podmiotowy i czynny udział uczestników projektu w ustaleniu i realizacji własnej ścieżki dojścia do podjęcia zatrudnienia. Wsparcie oferowane uczestnikom projektu, stanowi odpowiedź na specyfikę wewnątrzregionalną zgodnie z RSI Woj. Opolskiego do roku 2020. Projekt jest ponadto komplementarny z inicjatywami zaplanowanymi w ramach programu SSD w ramach Pakie (Polish)

The main problem justifying the need for the project is the shortage of skilled labour due to the ongoing emigration and depopulation processes in Opole, while requiring workers, including from abroad. The problem is also the high unemployment rate in the Opole region, especially in rural areas, as well as the great difficulties associated with entering and staying in the labour market of people from disadvantaged groups. This is related, among other things, to the lack of practical professional experience or the mismatch of qualifications to the requirements of the regional labour market and the difficult access to high-quality courses raising qualifications, which makes it difficult to plan professional development and reduce job opportunities. Detailed justification for the need to implement the project is provided in point. 3.5 of the proposal. The main objective of the project is to increase employment activity by the end of 09.18 and raise the qualifications of 30 people over the age of 29 who are unemployed (unemployed, job seekers and inactive persons) and who live in the Opolskie Voivodeship in the Prussian, Brest, Nysa, Łubczycki or Namysłów districts. All participants in the project will receive individual and comprehensive support in the form of professional counselling, psychological support, training, traineeship, as well as a good quality employment offer leading to employment. As a result of the project, we assume the achievement of employability at the required level for individual groups of participants of the project, the project assumes the subjective and active participation of project participants in establishing and implementing its own path of access to employment. The support offered to participants in the project is a response to intraregional specificities in accordance with the RSI Woj. Opole until 2020. Le principal problème justifiant la nécessité du projet est la pénurie de main-d’œuvre qualifiée due aux processus d’émigration et de dépeuplement en cours dans la voïvodie d’Opole, tout en tenant compte de la demande de travailleurs, y compris de l’étranger. Le taux de chômage élevé dans la voïvodie d’Opole, en particulier dans les zones rurales, est également un problème, ainsi que les grandes difficultés d’entrée et de maintien sur le marché du travail des personnes appartenant à des groupes défavorisés. Cela est dû, entre autres, au manque d’expérience professionnelle pratique ou à l’inadéquation des qualifications avec les exigences du marché du travail régional et à l’accès difficile à des formations de qualité, ce qui rend difficile la planification du développement professionnel et la réduction des possibilités de trouver un emploi. La justification détaillée de la nécessité du projet est exposée au paragraphe. 3.5 de la proposition. L’objectif principal du projet est d’accroître l’activité de l’emploi d’ici à la fin de 09.18 et d’améliorer les qualifications de 30 personnes âgées de plus de 29 ans qui sont sans emploi (chômeurs, demandeurs d’emploi et inactifs) et qui vivent dans la voïvodie d’Opole dans les districts de Prudnicki, Brest, Nyski, Głobczycki ou Namysłów. Tous les participants au projet bénéficieront d’un soutien individuel et complet sous la forme d’orientations professionnelles, d’un soutien psychologique, d’une formation, d’un stage, ainsi que d’une offre d’emploi de bonne qualité conduisant à leur insertion et à leur maintien. À la suite de la mise en œuvre du projet, nous supposons la réalisation de l’efficacité de l’emploi au niveau requis pour chaque groupe de participants au projet. Le projet suppose la participation subjective et active des participants au projet à l’établissement et à la mise en œuvre de leur propre chemin vers l’emploi. Le soutien offert aux participants au projet répond aux spécificités intrarégionales conformément au RIS Woj. Opolski jusqu’en 2020. Le projet complète également les initiatives prévues dans le cadre du programme SSD dans le cadre du pacte. (French)
