С настоящото проектно предложение Община Каолиново планира в рамките на 237 работни дни да осигури балансирано и здравословно хранене на общо 480 лица живеещи в бедност и засегнати в най-висока степен от пандемията СОVID-19 на територията на общината. Основна целева група: 1.Лица без доходи или с ниски доходи под линията на бедност - хора в затруднение поради влошената икономическа обстановка в страната, хора, които поради възрастта си или налични увреждания са в по-висок риск от заразяване и неблагоприятно протичане на инфекцията. 2.Лица, поставени под карантина - без доходи или с ниски доходи под линията на бедност и нямат близки, които да им окажат подкрепа.3.Лица, обект на социално подпомагане, за които е установена нужда от допълнителна подкрепа и в условията на извънредна епидемична обстановка, са в невъзможност да задоволят основните си жизнени потребности; Услугата се предвижда да стартира от 01.01.2021 г. до 10.12.2021 г., като обхваща 17 населени места. Предвижда се екип, сформиран със заповед на кмета да определи основните целеви групи - въз основа на получени списъци от Д "СП" гр. Каолиново и предварително изготвен механизъм за подбор. Доставянето на топъл обяд ще се извършва от регистриран доставчик, съгласно чл.12 от Закона за храните до пунктовете по населени места. Храната ще се пакетира в съдове за еднократна употреба. Раздаването на храната ще се осъществява след подписване на договор и полагане на подпис от потребителите в предварително изготвени списъци. В случаи, при които здравословното състояние на потребителя затруднява ежедневното лично получаване на храната, то ще се предостави до дома на потребителите от непедагогическия персонал в детските градини при строго спазване на въведените мерки за социална изолация и използване на лични предпазни средства. Тогава при получаване на храна потребителите се подписват в Дневник на потребителя. Ще се използват формуляри за обратна връзка. Планира се и реализирането на съпътстващи мерки. (Bulgarian)

With this project proposal, the Municipality of Kaolinovo plans to ensure a balanced and healthy diet within 237 working days for a total of 480 people living in poverty and most affected by the COVID-19 pandemic on the territory of the municipality. Main target group: 1.Persons without income or with low incomes below the poverty line — people in difficulty due to the worsened economic situation in the country, people who, due to their age or present disabilities, are at a higher risk of infection and unfavourable course of infection. 2.Persons placed in quarantine — without income or with low incomes below the poverty line and have no relatives to support them.3.Persons subject to social assistance, for whom a need for additional support has been identified and in conditions of extreme epidemic situation, are unable to meet their basic living needs; The service is scheduled to start from 01.01.2021 to 10.12.2021, covering 17 settlements. It is envisaged that a team, formed by order of the mayor, will identify the main target groups — on the basis of the lists received from DSP Kaolinovo and a pre-established selection mechanism. The delivery of a hot lunch will be carried out by a registered supplier in accordance with Article 12 of the Food Act to the points of settlements. The food will be packed in single-use containers. The distribution of the food will take place after signing a contract and signing by consumers in pre-established lists. In cases where the health of the consumer makes it difficult to obtain food on a daily basis, it will be made available to consumers by non-pedagogic staff in kindergartens in strict compliance with the social exclusion measures in place and the use of personal protective equipment. When food is received, consumers are then signed in the Consumer’s Log. Feedback forms will be used. The implementation of accompanying measures is also planned. (English)

Avec cette proposition de projet, la municipalité de Kaolinovo prévoit de garantir une alimentation équilibrée et saine dans un délai de 237 jours ouvrables pour un total de 480 personnes vivant dans la pauvreté et les plus touchées par la pandémie de COVID-19 sur le territoire de la municipalité. Principal groupe cible: 1.Personnes sans revenu ou ayant un faible revenu en dessous du seuil de pauvreté — personnes en difficulté en raison de l’aggravation de la situation économique du pays, personnes qui, en raison de leur âge ou de leur handicap actuel, sont plus exposées au risque d’infection et à un cours d’infection défavorable. 2.Les personnes placées en quarantaine — sans revenu ou ayant de faibles revenus en dessous du seuil de pauvreté et n’ayant aucun parent pour les subvenir à leurs besoins; 3.Les personnes bénéficiant d’une aide sociale, pour lesquelles un besoin d’aide supplémentaire a été identifié et dans des conditions d’extrême épidémie, ne sont pas en mesure de subvenir à leurs besoins essentiels de vie; Le service devrait débuter du 01.01.2021 au 10.12.2021, couvrant 17 colonies. Il est prévu qu’une équipe, formée sur ordre du maire, identifie les principaux groupes cibles sur la base des listes reçues du DSP Kaolinovo et d’un mécanisme de sélection préétabli. La livraison d’un déjeuner chaud sera effectuée par un fournisseur enregistré conformément à l’article 12 de la loi sur l’alimentation aux points d’établissement. Les aliments seront emballés dans des contenants à usage unique. La distribution de l’aliment aura lieu après la signature d’un contrat et la signature par les consommateurs sur des listes préétablies. Dans les cas où la santé du consommateur rend difficile l’obtention quotidienne d’aliments, elle sera mise à la disposition des consommateurs par le personnel non pédagogique des jardins d’enfants dans le strict respect des mesures d’exclusion sociale en place et de l’utilisation d’équipements de protection individuelle. Lorsque les aliments sont reçus, les consommateurs sont ensuite inscrits dans le journal du consommateur. Des formulaires de rétroaction seront utilisés. La mise en œuvre des mesures d’accompagnement est également prévue. (French)
