Общата цел на настоящото проектно предложение е намаляване на количеството депонирани БО от членовете на РСУО – регион Ботевград, чрез осигуряване на допълнителен капацитет за предварително третиране на смесено събрани БО и за разделно събиране и рециклиране чрез компостиране на зелени и биоразградими отпадъци. В рамките на проекта се предвижда изготвяне, съгласуване и одобрение на инвестиционен проект и изпълнение на дейности по изграждане на инсталации за компостиране на зелени и биоразградими отпадъци и за предварително третиране на смесено събраните БО. Инсталациите ще бъдат разположени на терен, публична общинска собственост в местността „Темуша“. Капацитетът на инсталацията за компостиране е 2770 т/год. като е избран технологичен процес с аеробно разграждане в двустранно обслужваеми открити компостни купове без принудителна аерация. Каптацитетът на инсталацията за предварително третиране на смесени БО е до 9000 т/год, включваща сортиране и отделяне на рециклируемите фракции и модул за стабилизиране на подситовата фракция. Настоящото проектно предложение отчита нагласите на населението от общините – Ботевград, Правец, Етрополе, към разделното събиране на зелени и биоразградимите отпадъци, към употреба на компост от отпадъци, както и степента на осведоменост на населението за нуждите от осигуряване на необходимите количества зелени и биоразградими БО. За осигуряване на законосъобразното изпълнение на строителството ще бъдат изпълнени дейности по оценка на съответствието на инвестиционния проект и строителен надзор по време на строителството. За информиране на обществеността относно финансовия принос на ЕС за изпълнение на проекта ще бъдат изпълнени дейности за информация и комуникация. В резултат от изпълнението на проекта ще се намали въздействието върху околната среда, причинено от образуваните отпадъци, ще се подобри ефективността на използване на ресурсите и ще се стимулират инвестициите в областта на управление на отпадъците. The overall objective of this project proposal is to reduce the amount of BO landfilled by the members of the RSPO — Botevgrad region, by providing additional capacity for pre-treatment of mixed collected BOs and for separate collection and recycling through composting of green and biodegradable waste. The project envisages the preparation, coordination and approval of investment project and implementation of activities for the construction of installations for composting green and biodegradable waste and for the pre-treatment of mixed collected BOs. The installations will be located on a public municipal property in Temusha locality. The capacity of the composting plant is 2 770 t/year and aerobic digestion process has been selected in double-sided serviceable open compost clusters without forced aeration. The capacity of the pre-treatment plant for mixed BOs is up to 9000 tonnes/year, including sorting and separation of the recyclable fraction and a module for stabilising the saturated fraction. This project proposal takes into account the attitudes of the population from the municipalities — Botevgrad, Pravets, Etropole, towards the separate collection of green and biodegradable waste, towards the use of compost from waste, as well as the level of awareness of the population about the needs of providing the necessary quantities of green and biodegradable waste. To ensure the lawful execution of the construction will be carried out conformity assessment activities of the investment project and construction supervision during the construction. Information and communication activities will be implemented to inform the public about the EU contribution to the implementation of the project. The implementation of the project will reduce the environmental impact caused by the generated waste, improve resource efficiency and stimulate investment in waste management. (English)

L’objectif général de la présente proposition de projet est de réduire la quantité d’OGM mis en décharge par les membres de la région RSPO — Botevgrad, en fournissant des capacités supplémentaires pour le prétraitement des OB collectés en mélange et pour la collecte séparée et le recyclage par compostage des déchets verts et biodégradables. Le projet prévoit la préparation, la coordination et l’approbation du projet d’investissement et la mise en œuvre d’activités de construction d’installations de compostage de déchets verts et biodégradables et de prétraitement des OB collectés en mélange. Les installations seront situées sur une propriété municipale publique dans la localité de Temusha. La capacité de l’usine de compostage est de 2 770 t/an et le processus de digestion aérobie a été sélectionné dans des grappes de compost ouvert recto-verso sans aération forcée. La capacité de l’usine de prétraitement pour les BO mixtes est jusqu’à 9000 tonnes/an, y compris le tri et la séparation de la fraction recyclable et un module de stabilisation de la fraction saturée. Cette proposition de projet tient compte des attitudes de la population des municipalités — Botevgrad, Pravets, Etropole — vis-à-vis de la collecte séparée des déchets verts et biodégradables, de l’utilisation du compost issu des déchets, ainsi que du niveau de sensibilisation de la population aux besoins de fournir les quantités nécessaires de déchets verts et biodégradables. Afin d’assurer l’exécution légale de la construction, les activités d’évaluation de la conformité du projet d’investissement et de supervision de la construction seront réalisées pendant la construction. Des activités d’information et de communication seront mises en œuvre pour informer le public de la contribution de l’UE à la mise en œuvre du projet. La mise en œuvre du projet permettra de réduire l’impact environnemental causé par les déchets produits, d’améliorer l’utilisation efficace des ressources et de stimuler les investissements dans la gestion des déchets.
