Основната цел на проекта е осигуряване на ефективна социална инфраструктура, предназначена за предоставяне на нов вид услуги за подкрепа в общността и в семейната среда, които да заменят институционалния модел на грижа за деца с грижа близка до семейната среда в общността. Обхвата на социалните услуги на територията на община Враца ще се разшири чрез извършване на реконструкция, ремонт, обзавеждане и оборудване на сграда за създаване на нови социални услуги: Център за обществена подкрепа (ЦОП) с капацитет 100 места (до 4 места за спешно настаняване) и Дневен център за подкрепа на деца с тежки множествени увреждания и техните семейства с капацитет 30 места за дневна грижа и 60 места за консултативни услуги.Изграждането на инфраструктура за предоставяне на социалните услуги е в съответствие с Националната стратегия „Визия за деинституционализацията на децата в Република България“ и Актуализирания план за действие за изпълнението й. Проектът подобрява готовността за социално включване на децата и младежите, чрез осигуряване на съпътстващи социални услуги в общността на децата, настанени в Центровете за настаняване от семеен тип за деца и младежи с увреждания и напускащи специализирани институции и осигуряване на възможност за спешно настаняване на деца и/или семейства в риск.След приключване на проекта, в обновената инфраструктура ще се предоставят социални услуги, чиито доставчик ще бъде Община Враца. Числеността на персонала в новите социални услуги ще е съобразена с методическите указания от Агенцията за социално подпомагане. Ще се разкрият 32 нови работни места. Екипите ще включват ръководител, социални работници, психолози, трудотерапевти, логопеди, рехабилитатори и общ персонал. За осигуряване устойчивост на новите социални услуги се предвижда кандидатстване с проект по Оперативна програма "Развитие на човешките ресурси" и впоследствие ще се предприемат действия те да са делегирани от държавата дейности. The main objective of the project is to provide effective social infrastructure designed to provide a new type of support services in the community and in the family environment to replace the institutional model of care for children with care close to the family environment in the community. The scope of social services on the territory of the municipality of Vratsa will be extended by carrying out reconstruction, repairs, furniture and equipment of a building for the creation of new social services: The Public Support Centre (PSC) with a capacity of 100 places (up to 4 places for emergency accommodation) and the Day Care Centre for Children with severe multiple disabilities and their families with capacity of 30 places for day care and 60 places for advisory services.The construction of infrastructure for the provision of social services is in line with the National Strategy “Vision for the Deinstitutionalisation of Children in the Republic of Bulgaria” and the Updated Action Plan for its implementation. The project improves the readiness for social inclusion of children and young people, by providing accompanying social services in the community of children, accommodated in the Family-type Accommodation Centres for children and young people with disabilities and leaving the specialised institutions. The project will be refurbished in social institutions and will provide emergency services for families and families. The number of staff in the new social services will be in line with the methodological guidelines of the Agency for Social Assistance. 32 new jobs will be created. Teams will include manager, social workers, psychologists, labor therapists, speech therapists, rehabilitators and general staff. To ensure the sustainability of the new social services, it is envisaged to apply with a project under the Operational Programme “Human Resources Development” and subsequently actions will be taken to be delegated activities by the state.
