Финансовият план с наименование „Подкрепа на работата на Националния орган по държавните помощи във връзка с управлението на средствата от ЕСИФ и подобряване на ефективността при прилагане на правилата по държавните помощи" е част от целенасочените действия на дирекция „Държавни помощи и реален сектор“ (ДПРС) за осигуряване на координация с органите, ангажирани с ефективното администриране (от гледна точка на ДП) на средства от ЕСИФ, повишаването на административния капацитет и прилагането на добрите европейски практики в областта на държавните помощи по линия на ЕСИФ.Поставените цели ще бъдат постигнати чрез изпълнение на следните дейности:1.Участие на служители от дирекция ДПРС в срещи на работни групи, семинари и др., организирани от ЕК;2.Провеждане на семинари в България за служители от дирекция ДПРС, Управляващи органи, Междинни звена, Сертифициращия орган и Одитния орган на програмите, финансирани от ЕСИФ;3.Участие на служителите от дирекция ДПРС в обучения, семинари, курсове и др., организирани от специализирани образователни центрове в ЕС в областта на държавните помощи и ЕСИФ;Целевата група на проекта включва служители на д-я ДПРС, УО, МЗ, СО, ОО на програмите, финансирани от ЕСИФ.Хоризонталните принципи на ЕС за партньорство, насърчаване на равенството между мъжете и жените и недопускане на дискриминация, устойчиво развитие ще бъдат спазвани в процеса на организация и реализация на мероприятията чрез: дискусии, обмен на информация и споделяне на опит и знания между служителите от целевата група, равен достъп до обучения и участия. при съобразяване с функционалните и длъжностни характеристики и хоризонталните аспекти на държавните помощи, ограничаване на обмена на документи на хартиен носител. The financial plan entitled “Supporting the work of the National State Aid Authority in relation to the management of ESIF funds and improving the effectiveness of the application of state aid rules” is part of the targeted actions of the Directorate for State Aid and Real Sector (SDSD) to ensure coordination with the authorities involved in the effective administration (in the perspective of SOEs) of ESIF funds, the enhancement of administrative capacity and the implementation of good European practices in the field of state aid under ESIF.The objectives set will be achieved through the implementation of the following activities:1.Participation of staff from the DSD Directorate in working group meetings, seminars, etc., organised by the European Commission;2.Conducting seminars in Bulgaria for officials from the Directorate of State for RDRS, Managing Authorities, Intermediate Entities, Certifying Authority and Audit Authority of programmes funded by ESIF;3.Participation of the staff of the Directorate of State Aid in trainings, seminars, courses, etc., organised by specialised education centres in the EU in the field of state aid and ESIF; the target group of the project includes staff of the DSW, MA, IB, CA, AA of ESIF funded programmes. The EU horizontal principles for partnership, promotion of equality between men and women and non-discrimination, sustainable development will be respected in the process of organisation and implementation of the events through: discussions, exchange of information and sharing of experience and knowledge among the staff of the target group, equal access to trainings and participations, taking into account the functional and job descriptions and horizontal aspects of state aid, limiting the exchange of paper documents. Le plan financier intitulé «Soutenir les travaux de l’autorité nationale chargée des aides d’État en ce qui concerne la gestion des fonds des Fonds ESI et améliorer l’efficacité de l’application des règles en matière d’aides d’État» s’inscrit dans le cadre des actions ciblées de la direction des aides d’État et du secteur réel (SDSD) visant à assurer la coordination avec les autorités impliquées dans l’administration efficace (dans la perspective des entreprises publiques) des fonds des Fonds ESI, le renforcement des capacités administratives et la mise en œuvre de bonnes pratiques européennes dans le domaine des aides d’État au titre des Fonds ESI.Les objectifs fixés seront atteints par la mise en œuvre de l’adresse suivante activities:1.Participation du personnel de la direction de la DDD lors des réunions des groupes de travail, séminaires, etc., organisés par la Commission européenne;2.Séminaires en Bulgarie à l’intention de fonctionnaires de la direction nationale des RDRS, des autorités de gestion, des entités intermédiaires, de l’autorité de certification et de l’autorité d’audit des programmes financés par les Fonds ESI;3.Participation du personnel de la direction des aides d’État à des formations, séminaires, cours, etc., organisés par des centres d’enseignement spécialisés de l’UE dans le domaine des aides d’État et des Fonds ESI; le groupe cible du projet comprend le personnel du DSW, de l’AM, de l’IB, de l’AC et de l’AA des programmes financés par les Fonds ESI. Les principes horizontaux de l’UE en matière de partenariat, de promotion de l’égalité entre les hommes et les femmes et de non-discrimination, de développement durable seront respectés dans le processus d’organisation et de mise en œuvre des manifestations: les discussions, l’échange d’informations et le partage d’expériences et de connaissances entre le personnel du groupe cible, l’égalité d’accès aux formations et aux participations, en tenant compte des descriptions fonctionnelles et des tâches et des aspects horizontaux des aides d’État, limitant l’échange de documents papier.
