    Проектът за техническа помощ включва осигуряване на финансов ресурс за изпълнението на дейности по програмиране/идентифициране, подготовка, управление, наблюдение и контрол на изпълнението на проектите / операциите по ОПТТИ, а именно: Дейност 1. Осигуряване на финансовия ресурс при спазване на разпоредбите на националното законодателство в сферата на заплащането на труда за служителите на дирекция СРИП, в т.ч. месечно възнаграждение и социални и здравни осигурителни вноски съгласно разпоредбите на Кодекса на труда; настаняване и командировъчни; подготовка, организиране и провеждане на специализирани обучения .Дейност 2. Подобряване на материално-техническата база, включително наем, лизинг, покупка и застраховане на оборудване, необходимо на служителите на Дирекция СРИП , в т.ч. доставка на ново компютърно и периферно оборудване, сървърна конфигурация, комуникационно и друго електронно оборудване, консумативи, както и закупуването на лицензи за специализирани софтуерни продукти; доставка на канцеларски материали и консумативи.Дейност 3. Необходимост от обновяване и реорганизация на работни офис площи на 5-ти етаж на администартиванта сграда на бул. „Кн. Мария Луиза“ № 110. Реализацията на дейноста ще осигури благоприятни и здравословни условия на труд, включително архитектурно оформяне на помещенията съобразно нуждите на дирекция СРИП и покупка на работно оборудване, необходимо на служителите. Разходите за осигуряване на финансов ресурс, необходим за изпълнението на дейностите са допустими и съответстват на изискванията на ПМС №189/28.07.2016 г. за определяне на национални правила за допустимост на разходите, съфинансирани от ЕСИФ, за програмен период 2014-2020 г., (отменящо ПМС №119/20.05.2014 г.) и на разпоредбите на Регламент 1303/2013, Регламент 1304/2013, Регламент 966/2012 и приложимото национално законодателство за финансовата рамка 2014-2020.     The technical assistance project includes providing financial resources for the implementation of programming/identification activities, preparation, management, monitoring and control of the implementation of OPTTI projects/operations, namely: Activity 1. Provision of financial resources in compliance with the provisions of the national legislation in the field of pay for employees of the Directorate of the SEAP, including monthly remuneration and social and health insurance contributions in accordance with the provisions of the Labour Code; accommodation and mission expenses; preparation, organisation and conduct of specialised trainings.Action 2. Improvement of the physical and technical facilities, including rental, leasing, purchase and insurance of equipment required by the staff of the SEAP Directorate, including the supply of new computer and peripheral equipment, server configuration, communication and other electronic equipment, consumables, as well as the purchase of licenses for specialised software products; delivery of stationery supplies and consumables.Action 3. Need to renovate and reorganise working office areas on the 5th floor of the administrative building on Kn. Blvd. Maria Louisa" 110. The implementation of the activity will ensure favourable and healthy working conditions, including architectural design of the premises according to the needs of the Directorate SIIP and the purchase of work equipment necessary for the employees. The costs of providing the financial resources necessary for the implementation of the activities are eligible and comply with the requirements of Council of Ministers Decree No 189/28.07.2016 laying down national rules on the eligibility of expenditure co-financed by ESIF for the 2014-2020 programming period (repealing Council of Ministers Decree No 119/20.05.2014) and with the provisions of Regulation 1303/2013, Regulation 1304/2013, Regulation 966/2012 and the applicable national legislation for the financial framework 2014-2020.     Le projet d’assistance technique comprend la fourniture de ressources financières pour la mise en œuvre des activités de programmation/identification, la préparation, la gestion, le suivi et le contrôle de la mise en œuvre des projets/opérations OPTTI, à savoir: Activité 1. La mise à disposition de ressources financières conformes aux dispositions de la législation nationale en matière de rémunération des salariés de la direction du SEAP, y compris la rémunération mensuelle et les cotisations sociales et d’assurance maladie conformément aux dispositions du Code du travail; les frais d’hébergement et de mission; préparation, organisation et conduite de formations spécialisées.Action 2. L’amélioration des installations matérielles et techniques, y compris la location, le crédit-bail, l’achat et l’assurance du matériel requis par le personnel de la direction SEAP, y compris la fourniture de nouveaux équipements informatiques et périphériques, la configuration des serveurs, les équipements de communication et autres équipements électroniques, les consommables, ainsi que l’achat de licences pour des produits logiciels spécialisés; livraison de fournitures de papeterie et de consommables.Action 3. Nécessité de rénover et de réorganiser les espaces de travail au 5ème étage du bâtiment administratif du Kn Blvd. Maria Louisa" 110. La mise en œuvre de l’activité garantira des conditions de travail favorables et saines, y compris la conception architecturale des locaux en fonction des besoins de la Direction SIIP et l’achat du matériel de travail nécessaire aux employés. Les coûts de mise à disposition des ressources financières nécessaires à la mise en œuvre des activités sont éligibles et conformes aux exigences du décret no 189/28.07.2016 du Conseil des ministres fixant les règles nationales relatives à l’éligibilité des dépenses cofinancées par les Fonds ESI pour la période de programmation 2014-2020 (abrogeant le décret du Conseil des ministres no 119/20.05.2014) et aux dispositions du règlement (UE) no 1303/2013, du règlement (UE) no 1304/2013, du règlement no 966/2012 et de la législation nationale applicable pour le cadre financier 2014-2020.
