Проектът е насочен към повишаване на ефективността и ефикасността на държавната администрация. Той ще осигури инструмент за оптимизация на държавната администрация, съобразен с тенденциите в областта на административната реформа в Европа, насочени към намаляване на фрагментацията, мрежова ориентация, хоризонтална и вертикална координация между административните структури, прозрачност и отговорност на управлението, въвличане на бизнеса и неправителствените организации, дигитализация на публичната администрация, намаляване на вътрешната бюрокрация, по-силен фокус към резултати и постигането на цели и др.Проектът се състои от две логически свързани и последователно изпълнявани дейности.Първата дейност предвижда актуализиране на разработените през 2008 г. Единна методология за провеждане на функционален анализ в държавната администрация и Наръчник за прилагане на Единната методология. Специално се акцентира върху възможността за провеждане на функционален анализ на повече от една структура по хоризонтални и секторни политики, засягащ както отделните министерства и всички второстепенни разпоредители към тях, така и администрациите, които имат функции в съответния сектор или политика. Поставя се специален акцент върху ефективността и ефикасността. Създава възможност за съгласуване на изводите и препоръките с органите, които отговарят за координацията на административната реформа.Втората дейност предвижда тестване на актуализираната методология и провеждане на пилотни функционални анализи на 5 хоризонтални или секторни политики. Резултатите от анализите ще бъдат използвани при реализирането на реформите в следващите години. (Bulgarian)

The project aims at increasing the effectiveness and efficiency of the public administration. It will provide a tool for optimisation of the state administration, in line with the trends in the field of administrative reform in Europe, aimed at reducing fragmentation, network orientation, horizontal and vertical coordination between administrative structures, transparency and responsibility of management, involvement of business and non-governmental organisations, digitalisation of public administration, reduction of internal bureaucracy, stronger focus on results and achievement of objectives, etc. The project consists of two logically related and consistently implemented activities.The first activity provides for an update of the 2008 unified methodology for conducting functional analysis in the state administration and Handbook for the application of the Single Methodology. Special emphasis shall be placed on the possibility of carrying out a functional analysis of more than one horizontal and sectoral policy structure, covering both individual ministries and all sub-ministers and administrations having functions in the relevant sector or policy. Special emphasis is placed on effectiveness and efficiency. The second activity provides for testing the updated methodology and carrying out pilot functional analyses of 5 horizontal or sectoral policies. The results of the analyses will feed into the implementation of the reforms in the coming years. (English)

Le projet vise à accroître l’efficacité et l’efficience de l’administration publique. Il fournira un outil d’optimisation de l’administration publique, conformément aux tendances dans le domaine de la réforme administrative en Europe, visant à réduire la fragmentation, l’orientation du réseau, la coordination horizontale et verticale entre les structures administratives, la transparence et la responsabilité de la gestion, la participation des entreprises et des organisations non gouvernementales, la numérisation de l’administration publique, la réduction de la bureaucratie interne, l’accent mis davantage sur les résultats et la réalisation des objectifs, etc. Le projet consiste en deux activités logiquement liées et mises en œuvre de manière cohérente.La première activité prévoit une mise à jour de la méthodologie unifiée de 2008 pour la conduite de l’analyse fonctionnelle dans l’administration de l’État et du manuel pour l’application de la méthodologie unique. Une attention particulière est accordée à la possibilité d’effectuer une analyse fonctionnelle de plus d’une structure politique horizontale et sectorielle, couvrant à la fois les différents ministères et tous les sous-ministres et administrations ayant des fonctions dans le secteur ou la politique concerné. Une attention particulière est accordée à l’efficacité et à l’efficience. La deuxième activité prévoit la mise à l’essai de la méthodologie mise à jour et la réalisation d’analyses fonctionnelles pilotes de cinq politiques horizontales ou sectorielles. Les résultats des analyses alimenteront la mise en œuvre des réformes dans les années à venir. (French)
