Основна цел на настоящото проектно предложение е рехабилитация на път ІІI-866 Граница ОПУ Пловдив - Кричим от км 88+050 до км 103+341, подобряване и модернизация на технико-експлоатационните характеристики на отсечката и постигане на еднородност на пътната настилка. Реализацията на проекта ще доведе до: повишаване на мобилността на населението, увеличаване на инвестициите в региона, създаване на нови работни места, подобряване на състоянието на околната среда, чрез намаляване на отделянето на вредни емисии на парникови газове и възможност за по-голям избор до здравни и образователни услуги на местното население, както и стимулиране развитието на туризъм. Чрез реализацията на рехабилитация на път ІІI-866 ще бъдат удовлетворени потребностите на населението на Южен централен район на България, най-вече на жителите на област Пловдив и Смолян, както и транзитно прминаващите през региона. Основните дейности, които са заложени за успешната реализацията по проекта са: - Сформиране на екип за управление на проекта, който да управлява и координира всички дейности и участници в реализацията на инвестиционното предложение; - Избор на Изпълнител за извършване на строително монтажни работи, подписване на договор с него и извършване на рехабилитация на обекта; - Избор на Изпълнител на строителен надзор (Консултант) на проекта, подписване на договор с него и извършване на консултантски услуги; - Осъществяване на авторски надзор на обекта; - Осъществяване на одит на проекта от сертифициран одитор; - Избор на Изпълнител на информация и публичност на проекта, подписване на договор с него и изпълнение на информация и публичност на проекта; - Въвеждане на обекта в експлоатация, верификация на разходите и отчитане на постигнатите резултати. The main objective of this project proposal is rehabilitation of road III-866 Border OPU Plovdiv — Krichim from km 88+ 050 to km 103+ 341, improvement and modernisation of the technical and operational characteristics of the section and achieving uniformity of the road surface. The implementation of the project will lead to: increasing the mobility of the population, increasing investment in the region, creating new jobs, improving the state of the environment by reducing the emission of harmful greenhouse gas emissions and allowing more choice to health and education services for the local population, as well as stimulating the development of tourism. Through the implementation of rehabilitation of road III-866, the needs of the population of the South-Central region of Bulgaria, especially residents of Plovdiv and Smolyan district, as well as transit through the region, will be met. The main activities set for the successful implementation of the project are: — Formation of a project management team to manage and coordinate all activities and participants in the implementation of the investment proposal; — Selection of a contractor for carrying out construction works, signing a contract with him and carrying out rehabilitation of the site; — Selection of the contractor of construction supervision (Consultant) of the project, signing a contract with it and providing consulting services; — Carrying out author’s supervision of the site; — Carrying out an audit of the project by a certified auditor; — Selection of contractor of information and publicity of the project, signing of a contract with it and execution of information and publicity of the project; — Commissioning of the site, verification of costs and reporting of the results achieved. L’objectif principal de cette proposition de projet est la réhabilitation de la route III-866 Frontière OPU Plovdiv — Krichim du km 88+ 050 au km 103+ 341, l’amélioration et la modernisation des caractéristiques techniques et opérationnelles du tronçon et la réalisation de l’uniformité du revêtement de la route. La mise en œuvre du projet permettra: accroître la mobilité de la population, accroître les investissements dans la région, créer de nouveaux emplois, améliorer l’état de l’environnement en réduisant les émissions de gaz à effet de serre nocifs et en permettant un plus grand choix de services de santé et d’éducation pour la population locale, ainsi qu’en stimulant le développement du tourisme. Grâce à la remise en état de la route III-866, les besoins de la population de la région du centre-sud de la Bulgarie, en particulier les résidents du district de Plovdiv et de Smolyan, ainsi que le transit par la région, seront satisfaits. Les principales activités prévues pour la mise en œuvre réussie du projet sont les suivantes: La formation d’une équipe de gestion de projet chargée de gérer et de coordonner toutes les activités et tous les participants à la mise en œuvre de la proposition d’investissement; La sélection d’un entrepreneur pour la réalisation des travaux de construction, la signature d’un contrat avec lui et la réhabilitation du chantier; — Sélection de l’entrepreneur chargé de la supervision de la construction (conseiller) du projet, signature d’un contrat avec celui-ci et prestation de services de conseil; — Assurer la supervision du site par l’auteur; — Réaliser un audit du projet par un auditeur agréé; — Sélection du contractant de l’information et de la publicité du projet, signature d’un contrat avec celui-ci et exécution de l’information et de la publicité du projet; — Mise en service du site, vérification des coûts et communication des résultats obtenus.
