Проектът предвижда изграждане на необходимата инфраструктура, чрез реализиране на инженеринг и доставка на обзавеждане и оборудване на Центрове предлагащи резидентни интегрирани здравно-социални услуги в общността, осигуряващи здравни грижи, медицинско наблюдение и социална работа в подкрепа на децата с увреждания и високорисково поведение и техните семейства. Реализацията на проекта е в унисон с процеса на деинституционализация, като се създават условия за замяна на институционалния модел на грижа за деца, с грижа в среда близка до семейната. В изпълнение на проекта ще се осигури социално включване и равен достъп до услуги на децата с увреждания от ДМСГД и общността, съгласно Картата на резидентните услуги към Актуализирания план за действие за изпълнение на Националната стратегия „Визия за деинституционализация на децата в Република България“. По проекта ще се изградят 11 Центъра за специализирана здравно-социална грижа за деца с увреждания с потребност от постоянни медицински грижи и 1 Център за специализирана здравно-социална грижа за деца с високо-рисково поведение и потребност от специални здравни грижи /ЦСЗСГД с ВРП/,където ще бъдат настанени деца с увреждания от закриващите се ДМСГД, с потребност от постоянни медицински грижи, за които не може да бъде осигурена семейна среда, а също така и за деца с увреждания с потребност от постоянни медицински грижи и деца с високорисково поведение от вече съществуващите резидентни услуги и от общността. В 1 ЦСЗСГД с ВРП ще се предоставя и консултативна, терапевтична помощ и подкрепа за децата от общността с високо-рисково поведение и потребност от специални здравни грижи. Центровете ще осигурят възможност за отглеждането на 6-8 деца, макс. по 2 в стая, като обзавеждането и оборудването ще е съобразено с потребностите и здравословното състояние на децата, в среда близка до домашната.В проектното предложение са предвидени и всички дейности по организация, управление, инженеринг, контрол на СМР информация и публичност. The project provides for the construction of the necessary infrastructure through the realisation of engineering and supply of furniture and equipment to Centers offering resident integrated health and social services in the community, providing health care, medical surveillance and social work in support of children with disabilities and high-risk behavior and their families. The implementation of the project is in line with the process of deinstitutionalisation, creating conditions for replacing the institutional model of childcare with care in an environment close to the family. The implementation of the project will ensure social inclusion and equal access to services for children with disabilities from the MSFD and the community, according to the Map of Residential Services to the Updated Action Plan for the implementation of the National Strategy “Vision for deinstitutionalisation of children in the Republic of Bulgaria”. The project will build 11 Center for specialised health and social care for children with disabilities with a need for permanent medical care and 1 Center for specialised health-social care for children with high-risk behavior and need for special health care (CSADGs with IRP), where children with disabilities will be accommodated by the abolishing MSFDs, with a need for permanent medical care, for which a family environment cannot be provided, as well as for children with disabilities with a need for permanent medical care and children with high risk behaviour from the already existing resident services and the community. 1 IRS DGS will also provide advisory, therapeutic and support to children from the community with high-risk behaviour and special care needs. The centers will provide the opportunity for raising 6-8 children, max. 2 in a room, and the furniture and equipment will be tailored to the needs and health of the children, in an environment close to the home. Le projet prévoit la construction de l’infrastructure nécessaire par la réalisation de l’ingénierie et la fourniture de mobilier et d’équipement aux centres offrant des services de santé et sociaux intégrés résidents dans la communauté, fournissant des soins de santé, la surveillance médicale et le travail social à l’appui des enfants handicapés et des comportements à haut risque et de leur famille. La mise en œuvre du projet s’inscrit dans le cadre du processus de désinstitutionnalisation, créant les conditions permettant de remplacer le modèle institutionnel de garde d’enfants par une prise en charge dans un environnement proche de la famille. La mise en œuvre du projet garantira l’inclusion sociale et l’égalité d’accès aux services pour les enfants handicapés de la DMS et de la communauté, conformément à la carte des services résidentiels du plan d’action actualisé pour la mise en œuvre de la stratégie nationale «Vision pour la désinstitutionnalisation des enfants en République de Bulgarie». Le projet permettra de construire 11 Centres de soins de santé et de soins sociaux spécialisés pour les enfants handicapés ayant besoin de soins médicaux permanents et un centre de soins de santé spécialisés pour les enfants à haut risque et ayant besoin de soins de santé spéciaux (CSADG avec IRP), où les enfants handicapés seront pris en charge par l’abolition des MSFD, avec un besoin de soins médicaux permanents, pour lesquels un environnement familial ne peut être fourni, ainsi que pour les enfants handicapés ayant besoin de soins médicaux permanents et les enfants présentant un comportement à haut risque de la part des services résidents existants et de la communauté. 1 Le SGD de l’IRS fournira également des services consultatifs, thérapeutiques et de soutien aux enfants de la communauté ayant un comportement à risque élevé et des soins spéciaux. Les centres offriront la possibilité d’élever 6-8 enfants, max. 2 dans une chambre, et le mobilier et l’équipement seront adaptés aux besoins et à la santé des enfants, dans un environnement proche de la maison. La proposition de projet prévoit également toutes les activités liées à l’organisation, la gestion, l’ingénierie, le contrôle de l’information des travaux de construction et la publicité. (French)
