Основната цел на проекта е осигуряване на ефективна социална инфраструктура, предназначена за предоставяне на нови качествени резидентни социални услуги за лица с увреждания и възрастни хора в община Враца. Обхвата на социалните услуги на територията на община Враца ще се разшири чрез строителство, обзавеждане и оборудване на сграден фонд за създаване на нови социални услуги: 2 Центъра за грижа за лица с психични разстройства (ЦГЛПР), 1 Център за грижа за лица с умствена изостаналост (ЦГЛУИ) и 1 Център за грижа за възрастни хора в невъзможност за самообслужване (ЦГВХНС) съгласно Картата на резидентните услуги. Изграждането на инфраструктура за предоставяне на социалните услуги е в съответствие с Плана за действие за периода 2018-2021 г. за изпълнение на Националната стратегия за дългосрочна грижа. Проектът допринася за гарантиране правата на лицата с увреждания и възрастните хора до достъп до качествена грижа и резидентни услуги, отговарящи на индивидуалните им потребности. Всеки център е с капацитет 15 места. Целевите групи са: за ЦГЛПР– 30 лица - 10 от тях, изведени от специализирана институция и 20 лица от общността; за ЦГЛУИ - 15 лица, настанени в Дом за пълнолетни лица с умствена изостаналост в с. Три кладенци; за ЦГВХНС –15 лица от общността, включени в списъка на чакащите за ползване на социалната услуга към Дирекция „Социално подпомагане“- Враца. След приключване на проекта, в обновената инфраструктура ще се предоставят социални услуги, чиито доставчик ще бъде Община Враца. Числеността на персонала в новите социални услуги ще е съобразена с методическите указания на Агенцията за социално подпомагане. Ще се разкрият 54 нови работни места. Екипите ще включват ръководител,социални работници, трудотерапевти и санитари/болногледачи.За осигуряване устойчивост на новите социални услуги се предвижда кандидатстване с проект по ОП "Развитие на човешките ресурси" и впоследствие ще се предприемат действия те да са делегирани от държавата дейности. The main objective of the project is to provide effective social infrastructure, designed to provide new quality resident social services for disabled and elderly people in the municipality of Vratsa. The scope of social services on the territory of the municipality of Vratsa will be extended by construction, furnishing and equipment of building stock for the creation of new social services: 2 The Centre for Care for Persons with Mental Disorders (CCLPD), 1 Centre for Care for Persons with Mental Disadvantage (CLUCF) and 1 Centre for Care for Adults in Inability to Care (CVHNS) according to the Map of Residential Services. The construction of infrastructure for the provision of social services is in line with the 2018-2021 Action Plan for the implementation of the National Strategy for Long-Term Care. The project contributes to ensuring the rights of persons with disabilities and the elderly to access quality care and residential services that meet their individual needs. Each centre has a capacity of 15 seats. The target groups are: for CCLP — 30 persons — 10 of them, removed from a specialised institution and 20 persons from the community; for CGLUI — 15 persons accommodated in the House of Adults with mental retardation in the village of Three Welles; 15 persons from the community included in the waiting list for the social service of the Social Assistance Directorate — Vratsa. After completion of the project, the renovated infrastructure will provide social services, the provider of which will be the Municipality of Vratsa. The number of staff in the new social services will be in line with the methodological guidelines of the Agency for Social Assistance. 54 new jobs will be created. The teams will include manager, social workers, occupational therapists and caregivers. In order to ensure sustainability of the new social services, it is foreseen to apply with a project under OP “Human Resources Development” and subsequently actions will be taken to be delegated by the state activities.
