Wnioskodawcą projektu jest Gmina Barciany. Celem ogólnym projektu jest usprawnienie realizacji spraw o charakterze publicznym poprzez cyfryzację procesów administracyjnych na terenie działalności gminy. Przewidziano realizację następujących zadań/etapów: - Opracowanie studium wykonalności, - Pełnienie nadzoru przez inżyniera projektu, - Wdrożenie systemów teleinformatycznych i uruchomienie e-usług na 3 i 5 poziomie dojrzałości oraz udostępnienie informacji publicznej poprzez zakup usług informatycznych oraz wartości niematerialnych i prawnych, - Opracowanie dokumentacji Systemu Zarządzania Bezpieczeństwem Informacji (SZBI) - Zakup środków trwałych, tj. niezbędnego sprzętu informatycznego i oprogramowania, - Działania promocyjne. W wyniku realizacji powyższych etapów zwiększona zostanie zdolność Gminy Barciany do usprawnienia spraw o charakterze publicznym poprzez cyfryzację procesów administracyjnych, jak również realizacji zadań publicznych on-line i udostępniania informacji sektora publicznego Projekt zgodny jest z założeniem Osi Priorytetowej 3 – Cyfrowy Region określonym w SZOOP RPO WiM W projekcie zaplanowano: - wdrożenie 21 e-usług charakteryzujących się wysokim walorem powtarzalności i wysokim poziomem – uruchomienie 3 systemów teleinformatycznych a. Centralna Platforma e- Usług Mieszkańca (w wyniku modernizacji i rozbudowy systemu eBOI), b. System zarządzania budżetem gminy c. System informacji przestrzennej Uruchomione systemy będą wspomagały realizację zadań publicznych przez Gminę Barciany i wpływać będą pozytywnie na poszerzenie dostępu klientów do informacji i zasobów urzędu. Dzięki realizacji projektu wzrośnie liczba urzędowych spraw załatwianych elektronicznie przez grupę docelową projektu – obywateli i biznes z terenu Gminy Barciany, dzięki czemu nastąpi usprawnienie procesów administracyjnych gminy i uproszczenie obowiązków urzędowych ciążących na klientach urzędu. The project’s applicant is the Municipality of Barciana. The general objective of the project is to improve the implementation of matters of a public nature by digitising administrative processes on the territory of the municipality. The following tasks/steps are foreseen: — Developing a feasibility study, – Full supervision by the project engineer, – Implementation of ICT systems and launching e-services at levels 3 and 5 of maturity and making public information available through the purchase of IT services and intangible assets, – Development of documentation of the Information Security Management System (SZBI) – Purchase of fixed assets, i.e. necessary IT equipment and software, – Promotional measures. As a result of the above steps, the ability of the Municipality of Barciany to improve matters of a public nature by digitising administrative processes, as well as the execution of public tasks on-line and public sector information The project complies with the Priority Axis 3 – Digital Region defined in the WiM RPO SZOOP The project plans: — implementation of 21 e-services characterised by high repetitiveness and high level – launch of 3 ICT systems a. Central Platform e-Services of Residents (as a result of modernisation and expansion of the eBOI system), b. The municipal budget management system c. Spatial Information System Launched systems will support the implementation of public tasks by the Municipality of Barciany and will have a positive influence on expanding customers’ access to information and resources of the office. Thanks to the implementation of the project, the number of official matters dealt with electronically by the target group of the project – citizens and business from the area of Barciany commune, will be increased, so that administrative processes of the municipality will be streamlined and the administrative duties of the office’s clients will be simplified. Le demandeur du projet est la municipalité de Barciany. L’objectif général du projet est d’améliorer la mise en œuvre des affaires publiques en numérisant les processus administratifs sur le territoire de la municipalité. Les tâches/étapes suivantes sont prévues: — Développement d’une étude de faisabilité, — supervision complète par l’ingénieur du projet — Mise en œuvre de systèmes TIC et lancement de services électroniques à 3 et 5 niveaux de maturité et mise à disposition de l’information publique par l’achat de services informatiques et d’actifs incorporels, — Développement de la documentation du Système de gestion de la sécurité de l’information (SZBI) — Achat d’immobilisations, c’est-à-dire l’équipement et les logiciels informatiques nécessaires, — Activités promotionnelles. À la suite des étapes ci-dessus, la capacité de la municipalité de Barciany à améliorer les affaires publiques grâce à la numérisation des processus administratifs, ainsi qu’aux tâches publiques en ligne et à l’information du secteur public, sera renforcée. Le projet est conforme à l’hypothèse de l’axe prioritaire 3 — Région numérique telle que définie dans le SZOOP ROP WiM. — mise en œuvre de 21 e-services caractérisés par une valeur de répétition élevée et un niveau élevé — le lancement de 3 systèmes TIC a. La plateforme centrale e-Services résidents (à la suite de la modernisation et de l’expansion du système eBOI), b. Le système de gestion budgétaire de la commune c. Système d’information géographique lancés soutiendra la mise en œuvre de missions publiques par la municipalité de Barciany et aura un impact positif sur l’élargissement de l’accès des clients à l’information et aux ressources du bureau. Grâce à la mise en œuvre du projet, le nombre de cas officiels traités électroniquement par le groupe cible du projet — citoyens et entreprises de la zone de la municipalité de Barciany — augmentera, grâce auquel les processus administratifs de la municipalité seront simplifiés et les obligations officielles incombant aux clients du bureau seront simplifiées.
