    EN LOS ULTIMOS AÑOS, EL FUNCIONAMIENTO DE LAS DEMOCRACIAS OCCIDENTALES HA EXPERIMENTADO UN CRECIENTE PROCESO DE DESLEGITIMACION QUE AFECTA ESPECIALMENTE A SUS INSTITUCIONES REPRESENTATIVAS Y A LOS PARTIDOS POLITICOS COMO INSTRUMENTOS FUNDAMENTALES DE MEDIACION. DICHA CRISIS HA GENERADO UN RENOVADO INTERES POR LAS FORMAS DE DEMOCRACIA DIRECTA Y HA DADO LUGAR A DIVERSAS PROPUESTAS DE IMPULSO Y MEJORA DE LA CALIDAD DEMOCRATICA QUE ES PRECISO ESTUDIAR ANTES DE PROPUGNAR SU VIABILIDAD Y EXTENSION. _x000D_ GRAN PARTE DE LA INVESTIGACION ESPAÑOLA SOBRE EL FUNCIONAMIENTO DE LA DEMOCRACIA CONSTITUCIONAL SE HA CENTRADO EN ANALIZAR EL FUNDAMENTO, LA VIGENCIA Y LAS PARADOJAS DE LA PARTICIPACION A TRAVES DE REPRESENTANTES. SIN EMBARGO, EN CLARO CONTRASTE CON LA ATENCION PRESTADA EN EL DERECHO COMPARADO, EXISTE UN CIERTO ABANDONO EN ESPAÑA EN PUNTO A LA INVESTIGACION SOBRE LAS FORMAS DE PARTICIPACION DIRECTA DE LOS CIUDADANOS._x000D_ EN LOS PAISES DE NUESTRO ENTORNO, EL DEBATE ACTUAL GIRA EN TORNO A LA COMPATIBLIDAD DE ESTAS FORMAS PARTICIPATIVAS CON LAS INSTITUCIONES REPRESENTATIVAS Y SOBRE LA FUNCION, BIEN COMPLEMENTARIA, BIEN DE CONTRAPESO O IMPULSO, QUE PUEDEN LLEGAR A DESEMPEÑAR LOS INSTITUTOS DE DEMOCRACIA DIRECTA. NUESTRO PROYECTO PARTE DE ESTE DEBATE ACTUAL Y EN EL ANALIZAREMOS, A PARTIR DEL ESTUDIO DE LAS EXPERIENCIAS COMPARADAS MAS SIGNIFICATIVAS, EL ALCANCE JURIDICO-POLITICO QUE PUEDEN LLEGAR A TENER LOS INSTRUMENTOS DE DEMOCRACIA DIRECTA EN DEMOCRACIAS ESENCIALMENTE REPRESENTATIVAS. A TAL EFECTO, ESTUDIAREMOS LA REGULACION Y EL RENDIMIENTO EN EL DERECHO COMPARADO DE LOS DOS PRINCIPALES INSTRUMENTOS A TRAVES DE LAS CUALES SE MATERIALIZA, SEGUN NUESTRO TRIBUNAL CONSTITUCIONAL (STC 119/1995), EL DERECHO FUNDAMENTAL DE PARTICIPACION POLITICA DIRECTA DE LOS CIUDADANOS PROCLAMADO EN EL ARTICULO 23 CE: EL REFERENDUM Y LA INICIATIVA POPULAR. ESTE ANALISIS TIENE COMO OBJETIVO DISCERNIR LOS PRINCIPALES PROBLEMAS QUE PLANTEA EL USO DE ESTOS INSTRUMENTOS Y, CON ELLO, PROPONER UNA NUEVA REGULACION DE LOS MISMOS EN NUESTRO PAIS. _x000D_ EN EL TRANSCURSO DE LA INVESTIGACION NOS PROPONEMOS, (I) EN PRIMER LUGAR, ANALIZAR JURIDICAMENTE LAS REGULACIONES SOBRE EL REFERENDUM Y LA INICIATIVA POPULAR EN LAS DEMOCRACIAS CONTEMPORANEAS DOTADAS DE AMBOS INSTRUMENTOS Y CON EXPERIENCIA EN SU UTILIZACION; (II) EN SEGUNDO LUGAR, IDENTIFICAR LOS PRINCIPALES DEFICITS DEMOCRATICOS Y FUNCIONALES QUE LA PRACTICA POLITICA DE ESTAS FORMAS PARTICIPATIVAS HAN EVIDENCIADO EN LAS ULTIMAS DECADAS, Y (III), EN TERCERO, TRASLADAR AMBAS PERSPECTIVAS ¿PRESCRIPTIVA Y DESCRIPTIVA- A NUESTRO PAIS EN UN ESFUERZO DE LEGE FERENDA POR IMPLEMENTAR EFICAMENTE AMBAS FORMAS DE PARTICIPACION POLITICA DIRECTA, TANTO EN EL AMBITO NACIONAL COMO EN EL REGIONAL. POR ELLO, TAMBIEN PRESTAREMOS ATENCION, FINALMENTE, A (IV) LA IMPLEMENTACION DE LA INICIATIVA POPULAR Y DEL REFERENDUM EN LOS DIVERSOS NIVELES INSTITUCIONALES DE GOBIERNO EN LOS ESTADOS DESCENTRALIZADOS. TODO ELLO CON VISTAS A LA REALIZACION DE PROPUESTAS CONTRASTADAS Y CONCRETAS DE MEJORA POTENCIAL DE LA CALIDAD DEMOCRATICA EN ESPAÑA, DESDE UNA PERSPECTIVA INTERDISCIPLINAR ENTRE EL DERECHO CONSTITUCIONAL Y LA CIENCIA POLITICA Y A PARTIR DE LA COLABORACION ENTRE LOS CENTROS DE INVESTIGACION NACIONALES Y EXTRANJEROS A LOS QUE PERTENECEMOS LOS INTEGRANTES DEL PROYECTO.     IN THE LAST FEW YEARS, THE FUNCTIONING OF WESTERN DEMOCRACIES HAS UNDERGONE A GROWING PROCESS OF DELEGITIMISATION THAT PARTICULARLY AFFECTS THEIR REPRESENTATIVE INSTITUTIONS AND POLITICAL PARTIES AS FUNDAMENTAL INSTRUMENTS OF MEDIATION. THIS CRISIS HAS GENERATED RENEWED INTEREST IN FORMS OF DIRECT DEMOCRACY AND HAS GIVEN RISE TO A NUMBER OF PROPOSALS TO PROMOTE AND IMPROVE THE DEMOCRATIC QUALITY THAT NEED TO BE CONSIDERED BEFORE ADVOCATING FOR ITS VIABILITY AND EXTENSION. _x000D_ large part of the Spanish research on the functioning of the consitutional democracy has been established in analysing the fund, the violence and the conditions governing the distribution of supplies. However, in close contact with the attention sought in the right-purchase, there is an ABANDON CERT in Spain in connection with the investigation on the forms of direct participation of the citizens._x000D_ in the countries of our environment, current DEBATE GIRES IN TORNO to the compatibility of these PARTICIPATIVE FORMS WITH REPRESENTATIVE INSTITUCTIONS AND ON THE FUNCTION, COMPLEMENTARY WELCOME, CONTRACT WORKING OR IMPULUS, which may lead to the removal of direct democracies. OUR PROJECT STARTS FROM THIS CURRENT DEBATE AND WILL ANALYSE, BASED ON THE STUDY OF THE MOST SIGNIFICANT COMPARATIVE EXPERIENCES, THE LEGAL AND POLITICAL SCOPE THAT THE INSTRUMENTS OF DIRECT DEMOCRACY CAN HAVE IN ESSENTIALLY REPRESENTATIVE DEMOCRACIES. TO THIS END, WE WILL STUDY THE REGULATION AND PERFORMANCE IN THE COMPARATIVE LAW OF THE TWO MAIN INSTRUMENTS THROUGH WHICH, ACCORDING TO OUR CONSTITUTIONAL COURT (STC 119/1995), THE FUNDAMENTAL RIGHT OF DIRECT POLITICAL PARTICIPATION OF CITIZENS PROCLAIMED IN ARTICLE 23 EC: REFERENDUM AND POPULAR INITIATIVE. THIS ANALYSIS AIMS TO DISCERN THE MAIN PROBLEMS POSED BY THE USE OF THESE INSTRUMENTS AND, WITH THIS, TO PROPOSE A NEW REGULATION OF THEM IN OUR COUNTRY. _x000D_ in THE TRANSCOURSE OF THE RESEARCH we PROPONE US, (I) IN THE FIRST PLACE, INCLUDING JURIDICAL REGULATIONS ON REFERENDUM AND THE INICIATIVE POPULAR IN THE CONTEMPORARY DEMOCRACIATIONS FROM INSTRUMENTS AND EXPERIENCE in their use; (II) SECONDLY, TO IDENTIFY THE MAIN DEMOCRATIC AND FUNCTIONAL DEFICITS THAT THE PRACTICE OF POLITICS OF THESE PARTICIPATORY FORMS HAVE EVIDENCED IN THE LAST DECADES, AND (III), THIRDLY, TO TRANSFER BOTH PRESCRIPTIVE AND DESCRIPTIVE PERSPECTIVES TO OUR COUNTRY IN AN EFFORT OF LEGE FERENDA TO EFFECTIVELY IMPLEMENT BOTH FORMS OF DIRECT POLITICAL PARTICIPATION, BOTH AT THE NATIONAL AND REGIONAL LEVELS. FOR THIS REASON, WE WILL ALSO PAY ATTENTION, FINALLY, TO (IV) THE IMPLEMENTATION OF THE POPULAR INITIATIVE AND THE REFERENDUM AT THE VARIOUS INSTITUTIONAL LEVELS OF GOVERNMENT IN THE DECENTRALISED STATES. ALL THIS WITH A VIEW TO THE REALISATION OF CONTRASTED AND CONCRETE PROPOSALS FOR POTENTIAL IMPROVEMENT OF THE DEMOCRATIC QUALITY IN SPAIN, FROM AN INTERDISCIPLINARY PERSPECTIVE BETWEEN CONSTITUTIONAL LAW AND POLITICAL SCIENCE AND FROM THE COLLABORATION BETWEEN THE NATIONAL AND FOREIGN RESEARCH CENTERS TO WHICH THE MEMBERS OF THE PROJECT BELONG.
