Rozwój nowoczesnych technologii informacyjno-komunikacyjnych, wpływając bezpośrednio na wiele dziedzin życia, ma znaczący wpływ także na ochronę zdrowia. Rosnące zainteresowanie różnorodnymi formami dostępu do świadczeń zdrowotnych powoduje, że coraz wyraźniej widać zachodzące fundamentalne zmiany w sposobie jej funkcjonowania. Ma miejsce wyraźna tendencja do zwiększenia poziomu wykorzystania technologii informacyjnych i komunikacyjnych (TIK) w świadczeniu e-usług w obszarze usług publicznych dotyczących sfery ochrony zdrowia. Analizy wykazują jednak, że placówki ochrony zdrowia nie wykorzystują w zadowalającym stopniu korzyści, jakie dają TIK w kontekście elektronizacji usług. W związku z tym konieczne są działania, których celem jest wzmocnienie świadczenia e-usług, podnosząc tym samym jakość i efektywność ich działania. Głównym problemem zidentyfikowanym w Szpitalu oraz jego jednostkach organizacyjnych jest brak możliwości wdrażania zaawansowanych rozwiązań służących poprawie efektywności procesów spowodowany niewystarczającym poziomem zinformatyzowania. Na sytuację taką składa się szereg czynników. Do najważniejszych z nich należą: • czynnik technologiczny - brak możliwości wdrażania narzędzi i rozwiązań teleinformatycznych wspomagających realizację codziennych zadań przez pracowników Beneficjenta, • czynnik organizacyjny - zbyt niski poziom efektywności procesów w zarządzaniu związany z brakiem możliwości podejścia procesowego do zarządzania działaniami związanymi ze świadczeniem usług z wykorzystaniem rozwiązań z zakresu technologii TIK. Obecnie wykorzystywane technologie nie są w stanie zaspokoić narastających kolejnych potrzeb użytkowych, co uniemożliwia dalszy rozwój środowiska IT, w tym między innymi integrację z zewnętrznymi rejestrami i systemami co zapewniałby świadczenie e-usług. Celem głównym projektu jest zwiększenie dostępności, stopnia wykorzystania i jakości technologii informacyjnych i komunikacyjnych w zakresie e-zdrowia. (Polish)

The development of modern information and communication technologies, directly affecting many areas of life, has a significant impact on health care. The growing interest in the various forms of access to health services means that fundamental changes in the way it operates are becoming increasingly evident. There is a clear tendency to increase the use of information and communication technologies (ICT) in the provision of e-services in the field of public health services. However, analyses show that health establishments do not sufficiently exploit the benefits of ICT in the context of the digitalisation of services. Action is therefore needed to strengthen the provision of e-services, thereby improving the quality and efficiency of their operation. The main problem identified in the Hospital and its organizational units is the inability to implement advanced solutions to improve the efficiency of processes due to insufficient level of IT. This situation is made up of a number of factors. The most important of them are: • technological factor – lack of possibility of implementing ICT tools and solutions supporting the implementation of daily tasks by the Beneficiary employees • organizational factor – too low level of efficiency of processes in management related to the lack of a process approach to managing activities related to the provision of services using ICT technology solutions. The technologies currently used are not able to meet the growing further needs of use, which prevents the further development of the IT environment, including integration into external registers and systems to ensure the provision of e-services. The main objective of the project is to increase the availability, use and quality of eHealth information and communication technologies. (English)

Le développement de technologies modernes de l’information et de la communication, qui touchent directement de nombreux domaines de la vie, a également un impact important sur la santé. L’intérêt croissant pour diverses formes d’accès aux services de santé montre de plus en plus clairement que les changements fondamentaux dans leur mode de fonctionnement sont de plus en plus visibles. Il existe une nette tendance à accroître l’utilisation des technologies de l’information et de la communication (TIC) dans la fourniture de services en ligne dans le domaine des services de santé publique. Toutefois, les analyses montrent que les établissements de soins de santé n’utilisent pas de manière satisfaisante les avantages des TIC dans le contexte de l’électronisation des services. Des mesures sont donc nécessaires pour renforcer la fourniture de services en ligne, améliorant ainsi la qualité et l’efficacité de leur fonctionnement. Le principal problème identifié dans l’Hôpital et ses unités organisationnelles est l’incapacité de mettre en œuvre des solutions avancées pour améliorer l’efficacité des processus en raison d’un niveau insuffisant de TI. Cette situation est constituée d’un certain nombre de facteurs. Les plus importants d’entre eux sont: • facteur technologique — incapacité à mettre en œuvre des outils et des solutions TIC soutenant la mise en œuvre des tâches quotidiennes par les employés du bénéficiaire, • facteur organisationnel — niveau trop faible d’efficacité des processus dans la gestion en raison de l’absence de possibilité d’une approche de processus pour la gestion des activités liées à la fourniture de services utilisant des solutions TIC. À l’heure actuelle, les technologies utilisées ne sont pas en mesure de répondre aux besoins croissants en matière d’utilité publique, ce qui empêche le développement de l’environnement informatique, y compris, entre autres, l’intégration avec des registres et des systèmes externes, ce qui garantirait la fourniture de services en ligne. L’objectif principal du projet est d’accroître la disponibilité, l’adoption et la qualité des technologies de l’information et de la communication dans le domaine de la santé en ligne. (French)
