Głównym przedmiotem projektu jest zakup ciężkiego samochodu ratowniczo-gaśniczego wraz ze sprzętem zamontowanym na stałe dla OSP Gąbin. Samochód wyposażony będzie w podwozie z napędem min. 6x6, kat. pojazdu samochodowego II (uterenowniony), silnik o mocy min. 460 KM oraz zbiornikiem na środek gaśniczy o pojemności 9500–12000 litrów. Projekt swym zakresem obejmuje, także zakup dodatkowego spec. sprzętu: - z zakresu ochrony przeciwpowodziowej dla OSP Gąbin–motopompy szlamowej o wydajności minimum 1200 l/min z napędem spalinowym oraz niezbędnym wyposażeniem (4 szt. węża ssawnego W-75/200 ŁA, smok do pompy szlamowej z nasadą 75, 4 szt. węża tłocznego W-75/20 ŁA); - dla grup poszukiwawczo-ratowniczych dla OSP Gąbin–kamera termowizyjna. Celem projektu jest poprawa efektywności systemu reagowania i ratownictwa oraz minimalizowanie skutków katastrof naturalnych na terenie Miasta i Gminy Gąbin, poprzez zakup ciężkiego wozu ratowniczo-gaśniczego ze sprzętem zamontowanym na stałe oraz dodatkowego specjalistycznego sprzętu. Pozostałe cele to: poprawa wyposażenie OSP, unowocześnienie taboru wozów bojowych OSP, dbałość o stan środowiska przyrodniczego, poprawa bezpieczeństwa mieszkańców oraz warunków pracy i bezpieczeństwa strażaków. Beneficjentem środków końcowych EFRR jest Miasto i Gmina Gąbin (gmina miejsko-wiejska), beneficjentem ostatecznym, jak i grupą docelową będą strażacy ratownicy z OSP Gąbin oraz mieszkańcy Miasta i Gminy Gąbin oraz gmin okolicznych wspierani tą jednostką operacyjno-techniczną. Projekt dzieli się na fazę przedinwestycyjną, która związana jest z opracowaniem dokumentacji i przeprowadzeniem procedury przetargowej oraz fazę inwestycyjną związaną z zakupem samochodu strażackiego i specjalistycznego sprzętu. Za poszczególne etapy wdrożenia projektu, tj. złożenie wniosku, zamówienia publiczne, monitoring, rozliczenie, nadzór nad inwestycją odpowiedzialni będą pracownicy z Urzędu Miasta i Gminy Gąbin, natomiast nad eksploatacją czuwać będzie Prezes OSP. The main subject of the project is the purchase of a heavy rescue and fire-extinguishing vehicle with equipment permanently installed for OSP Gąbin. The car will be equipped with chassis with drive min. 6x6, cat. car II (ute-renovated), engine power min. 460 hp and tank for fire extinguishing agent with a capacity of 9500-12000 litres. The project includes also the purchase of additional equipment specialists: — in the field of flood protection for OSP Gąbin-motopompa sludge with a capacity of at least 1200 l/min with internal combustion drive and necessary equipment (4 suck hose W-75/200 ŁA, dragon for sludge pump with 75, 4 pcs. of pressure hose W-75/20 ŁA); — for search and rescue groups for OSP Gąbin-thermal camera. The aim of the project is to improve the effectiveness of the response and rescue system and minimise the effects of natural disasters in the Gąbin City and Municipality by purchasing a heavy rescue and fire-extinguishing vehicle with equipment permanently installed and additional specialised equipment. The other objectives are: improving the equipment of TSOs, modernising the rolling stock of TSO combat vehicles, maintaining the state of the natural environment, improving the safety of residents and working conditions and safety of firefighters. The beneficiary of the ERDF final funds is the City and Gąbin Municipality (urban-rural commune), the final beneficiary and the target group will be firefighters from Gąbin OSP, residents of Gąbin City and Municipalities and surrounding municipalities supported by this operational and technical unit. The project is divided into a pre-investment phase, which involves the development of documentation and the conduct of the tendering procedure and the investment phase related to the purchase of a fire-fighting vehicle and specialised equipment. The various stages of implementation of the project, i.e. submission of an application, public procurement, monitoring, settlement, supervision of the investment will be the responsibility of employees from the City and Gąbin Municipality, while the operation will be supervised by the President of the TSO. L’objet principal du projet est l’achat d’une voiture de sauvetage et de lutte contre l’incendie lourde avec des équipements installés en permanence pour le TSO Gąbin. La voiture sera équipée d’un châssis d’au moins 6x6, cat. de véhicule à moteur II (rénové), d’un moteur d’une puissance d’au moins 460 ch et d’un réservoir pour l’extinction d’incendie d’une capacité de 9500-12000 litres. La portée du projet comprend l’achat d’équipements supplémentaires: — dans le domaine de la protection contre les inondations pour les GRT Gąbin-motopompy lisier d’une capacité minimale de 1 200 l/min avec entraînement à combustion et l’équipement nécessaire (4 pièces de tuyau d’aspiration W-75/200 ła, dragon pour pompe à lisier avec 75, 4 pièces de tuyau de décharge W-75/20 ła); — pour les groupes de recherche et de sauvetage pour les GRT Gąbin-caméra d’imagerie thermique. L’objectif du projet est d’améliorer l’efficacité du système d’intervention et de sauvetage et de minimiser les effets des catastrophes naturelles dans la ville et la municipalité de Gąbin, en achetant un véhicule lourd de sauvetage et de lutte contre l’incendie doté d’équipements installés en permanence et d’équipements spécialisés supplémentaires. Les autres objectifs sont les suivants: amélioration des équipements du GRT, modernisation des véhicules de combat du GRT, attention à l’état de l’environnement naturel, amélioration de la sécurité des résidents et des conditions de travail et sécurité des pompiers. Le bénéficiaire des fonds finals du FEDER est la ville et la municipalité de Gąbin (commune urbaine-rurale), le bénéficiaire final et le groupe cible seront des pompiers du GRT de Gąbin et des résidents de la ville et de la municipalité de Gąbin et des municipalités environnantes soutenues par cette unité opérationnelle et technique. Le projet est divisé en une phase de pré-investissement, qui est liée à la préparation de la documentation et à la conduite de la procédure d’appel d’offres, ainsi qu’à la phase d’investissement liée à l’achat d’un camion d’incendie et d’équipement spécialisé. Les différentes étapes de la mise en œuvre du projet, à savoir la soumission d’une demande, la passation de marchés publics, le suivi, le règlement et la supervision de l’investissement, relèveront de la responsabilité des employés de la municipalité et de la municipalité de Gąbin, tandis que le président du GRT sera responsable de l’exploitation.
