The general objective of the project, part of the Moldova-Dobrogea inter-corridor, as defined in the GTMP, is to contribute to the regional development of Dobrogea by providing a modern link to the national connectivity corridor 3 (Bucharest-Moldova) as well as improved transit conditions for international traffic towards Bulgaria and Turkey. The new link will reduce travel times, vehicle operating costs, and exposure of inhabitants to air and noise pollutants and improve the quality of life for local residents along the access routes to Danube crossing points in Braila and Galati. The project is part of the Sustainable Development Strategy for Braila ( 2008 -2013). Total length of new build road = 23,461 km The specific objectives of the project are: - The building of a bridge over the Danube in the Braila area with a length of 1,974.30 m - 2 access viaducts of 90m = 180m - 16,940 km of new road between Braila and Jijila (5,746 km - 2x2 lanes; 11,155 km - 2x1 lane) - 4,366 km of 2x1 lanes link road to Macin - Construction of 1 overpass, 12 bridges, 1 interchange, 7 intersections (5 roundabouts and 2 T intersections),1 maintenance and coordination centre, and 1 tolling station. The project contributes to the achievement of the Specific Objective2.1 by reducing the travel time with 81.99 minutes. The completion of the project will achieve the following general objectives, which are typical for projects of this kind and are consistent with EU, national, regional and local objectives: • Improvement of infrastructure, which is an essential condition for improving quality of life, physical and living environment; • Contribution to establishment of appropriate conditions for sustainable economic growth in the region; • Support for regional and social development and cohesion; • Integration of the national transport system into the transport network of the EU by providing access to key TEN-T core network; • Improvement of performance of the national and TEN-T road network by increasing travel speeds and reducing travel time and operating costs; • Provision of sufficient capacity to cater for the predicted increase in transport of passengers and goods, international and local; • Ensuring safe and comfortable travel as a result of improved infrastructure and removing transit traffic from the urban areas. L’objectif général du projet, qui fait partie de l’intercorridor Moldavie-Dobrogea, tel qu’il est défini dans le PGGT, est de contribuer au développement régional de Dobrogea en assurant une liaison moderne avec le corridor national de connectivité 3 (Bucharest-Moldova) ainsi que l’amélioration des conditions de transit pour le trafic international vers la Bulgarie et la Turquie. La nouvelle liaison permettra de réduire les temps de déplacement, les coûts d’exploitation des véhicules et l’exposition des habitants aux polluants atmosphériques et sonores et d’améliorer la qualité de vie des résidents locaux le long des voies d’accès aux points de passage du Danube à Braila et Galati. Le projet fait partie de la Stratégie de développement durable de Braila (2008-2013). Longueur totale de la nouvelle route de construction = 23,461 km Les objectifs spécifiques du projet sont les suivants: — La construction d’un pont sur le Danube dans la région de Braila d’une longueur de 1 974,30 m — 2 viaducs d’accès de 90 m = 180 m — 16,940 km de nouvelle route entre Braila et Jijila (5,746 km — 2x2 voies); 11,155 km — 2x1 voie) — 4,366 km de route 2x1 reliant la route à Macin — Construction d’un pont supérieur, de 12 ponts, d’un échangeur, de 7 intersections (5 rond-point et 2 intersections), d’un centre d’entretien et de coordination et d’une station de péage. Le projet contribue à la réalisation de l’objectif spécifique 2.1 en réduisant le temps de déplacement de 81,99 minutes. L’achèvement du projet permettra d’atteindre les objectifs généraux suivants, typiques des projets de ce type et conformes aux objectifs de l’UE, nationaux, régionaux et locaux: • L’amélioration des infrastructures, condition essentielle à l’amélioration de la qualité de vie, de l’environnement physique et de l’environnement de vie; • Contribution à la mise en place de conditions propices à une croissance économique durable dans la région; • Soutien au développement régional et social et à la cohésion; • Intégration du système national de transport dans le réseau de transport de l’UE en fournissant un accès au réseau central RTE-T essentiel; • L’amélioration des performances du réseau routier national et du réseau routier RTE-T en augmentant les vitesses de déplacement et en réduisant le temps de trajet et les coûts d’exploitation; • Mise à disposition d’une capacité suffisante pour faire face à l’augmentation prévue du transport de passagers et de marchandises, aux niveaux international et local; • Assurer des déplacements sûrs et confortables grâce à l’amélioration des infrastructures et à la suppression du trafic de transit des zones urbaines.
