Obiectivul general al proiectului îl constituie modernizarea si dezvoltarea Portului Braila în vederea oferirii de condiții optime pentru transportul naval de mărfuri, cu scopul de a promova mobilitatea durabilă la nivel național, regional și local, capabil să asigure legături rapide și eficiente cu piețele internaționale, asigurând totodată o infrastructură portuară la standarde europene în contextul Obiectivului specific POIM (OS) 2.4. Creșterea volumului de mărfuri tranzitate prin terminale modale și porturi. Obiectivul general este operaționalizat cu ajutorul a trei obiective specifice: Obiectiv specific 1 – Modernizarea și reabilitarea danelor 31, 32, 33, 34, 35, 36, 37, 38 si a capului de mol din incinta Bazin Docuri cu L totala = 1005m, cu scopul creșterii capacității de operare a Portului Brăila conform volumului actual și previzionat al cererii. Obiectiv specific 2 - Reabilitarea drumurilor de utilitate publică DUP 3, DUP 5, DUP 6 cu L totala = 2811m, cu scopul creșterii eficienței și conectivității Portul Brăila si consolidarea legăturilor dintre operatorii portuari și transportatorii de mărfuri la nivel local, national și european. Obiectiv specific 3 – Dezvoltarea și modernizarea infrastructurii utilitare a portului Braila cu scopul creșterii calității serviciilor oferite operatorilor și transportatorilor portuari. Investițiile prevăzute în cadrul acestui proiect corespund Obiectivului specific 2.4 Creșterea volumului de mărfuri tranzitate prin terminale intermodale și porturi, parte a Axei Prioritare 2 Dezvoltarea unui sistem de transport multimodal, de calitate, durabil și eficient a POIM 2014-2020, care vizează modernizarea și dezvoltarea infrastructurii portuare în porturi, atât cele situate pe rețeaua TEN-T, cât și cele situate pe alte rețele, în vederea oferirii de condiții optime pentru transportul naval de mărfuri, inclusive achiziția de instalații portuare și alte echipamente. Implementarea proiectului propus va contribui la îndeplinirea obiectivelor POIM privind creşterea ponderii transportului naval de mărfuri si reducerea decalajului dintre valorile indicatorilor naţionali de transport şi ţintele incluse în Cartea Albă a Transporturilor (2011), respectiv transferul a peste 30% din transportul de marfă de peste 300 km către alte moduri de transport sustenabile până în 2030, și reducerea efectelor negative asupra mediului prin scăderea emisiilor de carbon şi a consumului de resurse energetice. Prezentul proiect “ Port Brăila – Lucrări de infrastructură portuară a sectorului portuar din incinta Bazin Docuri ”, contribuie la atingerea indicatorului de rezultat al Axei prioritare 2: 2S69 Mărfuri transportabile pe căi navigabile interioare. În prezent prin Portul Brăila se derulează un trafic mediu anual de mărfuri de 0,87 Mil.tone/an (valoare estimată în anliza cererii la nivelul anului 2019). The general objective of the project is the modernisation and development of the Braila Port in order to provide optimal conditions for freight transport, in order to promote sustainable mobility at national, regional and local level, capable of ensuring fast and efficient links with international markets, while ensuring a port infrastructure at European standards in the context of the specific LIOP Objective (OS) 2.4. Increasing the volume of goods transited through modal terminals and ports. The general objective is operationalised with three specific objectives: Specific objective 1 – Modernisation and rehabilitation of berths 31, 32, 33, 34, 35, 36, 37, 38 and the mole head of the Basin Docuri with total L = 1005 m, with the aim of increasing the operating capacity of Braila Port according to the current and forecast volume of demand. Specific objective 2 – Rehabilitation of public utility roads DUP 3, DUP 5, DUP 6 with total L = 2811 m, with the aim of increasing the efficiency and connectivity of Brăila Port and strengthening connections between port operators and freight carriers at local, national and European level. Specific objective 3 – Development and modernisation of the utility infrastructure of Braila port in order to increase the quality of services offered to port operators and carriers. The investments foreseen under this project correspond to Specific Objective 2.4 Increase the volume of goods transited through intermodal terminals and ports, part of Priority Axis 2 Developing a multimodal, quality, sustainable and efficient transport system of LIOP 2014-2020, aimed at modernising and developing port infrastructure in ports, both those located on the TEN-T network and those located on other networks, in order to provide optimal conditions for freight transport, including the purchase of port facilities and other equipment. The implementation of the proposed project will contribute to achieving the LIOP objectives of increasing the share of freight transport and reducing the gap between the values of national transport indicators and the targets included in the Transport White Paper (2011), namely the transfer of more than 30 % of freight transport over 300 km to other sustainable modes of transport by 2030, and reducing negative environmental impacts by reducing carbon emissions and energy resource consumption. Les investissements prévus dans le cadre de ce projet correspondent à l’objectif spécifique 2.4 Augmenter le volume de marchandises transitées par des terminaux et des ports intermodaux, faisant partie de l’axe prioritaire 2 Mise en place d’un système de transport multimodal, de qualité, durable et efficace du LIOP 2014-2020, visant à moderniser et à développer les infrastructures portuaires dans les ports, tant ceux situés sur le réseau RTE-T que ceux situés sur d’autres réseaux, afin de fournir des conditions optimales pour le transport de marchandises, y compris l’achat d’installations portuaires et d’autres équipements. La mise en œuvre du projet proposé contribuera à la réalisation des objectifs du programme LIOP consistant à accroître la part du transport de marchandises et à réduire l’écart entre les valeurs des indicateurs nationaux de transport et les objectifs figurant dans le Livre blanc sur les transports (2011), à savoir le transfert de plus de 30 % du transport de marchandises sur 300 km vers d’autres modes de transport durables d’ici à 2030, et la réduction des incidences négatives sur l’environnement en réduisant les émissions de carbone et la consommation de ressources énergétiques. Ce projet «Port Brăila — Travaux d’infrastructures portuaires du secteur portuaire à l’intérieur du bassin de Docuri» contribue à la réalisation de l’indicateur de résultat de l’axe prioritaire 2: 2S69 Marchandises transportables sur les voies navigables intérieures. Allgemeines Ziel des Projekts ist die Modernisierung und Entwicklung des Hafens Braila, um optimale Bedingungen für den Güterverkehr zu schaffen, um eine nachhaltige Mobilität auf nationaler, regionaler und lokaler Ebene zu fördern, die in der Lage ist, schnelle und effiziente Verbindungen zu den internationalen Märkten zu gewährleisten und gleichzeitig eine Hafeninfrastruktur nach europäischen Standards im Rahmen des spezifischen LIOP-Ziels (OS) 2.4 zu gewährleisten. Erhöhung des Warenvolumens durch Verkehrsterminals und Häfen. Das allgemeine Ziel wird mit drei spezifischen Zielen umgesetzt: Einzelziel 1 – Modernisierung und Sanierung der Liegeplätze 31, 32, 33, 34, 35, 36, 37, 38 und Molkopf des Basin Docuri mit insgesamt L = 1 005 m, mit dem Ziel, die Betriebskapazität von Braila Port entsprechend dem aktuellen und prognostizierten Bedarfsvolumen zu erhöhen. Einzelziel 2 – Sanierung öffentlicher Versorgungsstraßen DUP 3, DUP 5, DUP 6 mit insgesamt L = 2 811 m, mit dem Ziel, die Effizienz und Konnektivität des Hafens Brăila zu erhöhen und die Verbindungen zwischen Hafenbetreibern und Güterverkehrsunternehmen auf lokaler, nationaler und europäischer Ebene zu stärken. Einzelziel 3 – Entwicklung und Modernisierung der Versorgungsinfrastruktur von Braila Hafen, um die Qualität der den Hafenbetreibern und Beförderern angebotenen Dienste zu erhöhen. Die im Rahmen dieses Projekts vorgesehenen Investitionen entsprechen dem spezifischen Ziel 2.4 Erhöhung des Volumens der Güter, die über intermodale Terminals und Häfen abgewickelt werden, Teil der Prioritätsachse 2 zur Entwicklung eines multimodalen, qualitativ hochwertigen, nachhaltigen und effizienten Verkehrssystems des LIOP 2014-2020, mit dem die Hafeninfrastruktur in Häfen modernisiert und ausgebaut werden soll, sowohl im TEN-V-Netz als auch in anderen Netzen, um optimale Bedingungen für den Güterverkehr zu schaffen, einschließlich des Kaufs von Hafenanlagen und anderer Ausrüstung. Die Umsetzung des vorgeschlagenen Projekts wird dazu beitragen, die LIOP-Ziele zu erreichen, den Anteil des Güterverkehrs zu erhöhen und die Kluft zwischen den Werten der nationalen Verkehrsindikatoren und den im Verkehrsweißbuch (2011) enthaltenen Zielen zu verringern, nämlich die Übertragung von mehr als 30 % des Güterverkehrs über 300 km auf andere nachhaltige Verkehrsträger bis 2030 und die Verringerung der negativen Umweltauswirkungen durch Verringerung der CO2-Emissionen und des Energieverbrauchs. Dieses Projekt „Port Brăila – Hafeninfrastrukturarbeiten des Hafensektors innerhalb des Docuri-Beckens“ trägt zur Erreichung des Ergebnisindikators von Prioritätsachse 2 bei: 2S69 Transportfähige Güter auf Binnenwasserstraßen. Der Hafen Brăila betreibt derzeit einen durchschnittlichen jährlichen Frachtverkehr von 0,87 Mil.tone/an (geschätzt in der Bedarfsanalyse 2019).
