    Prin POIM se urmăreşte extinderea infrastructurii de transport rutier amplasate pe reţeaua TEN-T rutiera, prin completarea tronsoanelor a căror construcţie a fost demarată în perioada de programare 2007-2013 şi a celor care vor fi stabilite prin MPGT, asigurând dezvoltarea în continuare a rețelei definite. Acesta va conduce, în primul rând, la economii de timp în transportul rutier de mărfuri şi călători între regiunile României și Europa Centrală, de Vest și de Sud ca urmare a eliminării blocajelor pe rutele vizate, asigurând creșterea mobilității. Aceste rezultate vor contibui la promovarea competitivităţii economice, prin îmbunătăţirea condiţiilor în transportul rutier de mărfuri şi călători, şi la reducerea emisiilor poluante prin eliminarea/ reducerea blocajelor de trafic prin reducerea duratelor de transport. Constructia variantei de ocolire Caracal duce la atingerea indicatorului de rezultat 2S11 - Timpul mediu de călătorie pe rețeaua rutieră TEN-T rutiera, din cadrul Axei Prioritare 2: Dezvoltarea unui sistem de transport multimodal, de calitate, durabil și eficient. Prin realizarea variantei de ocolire Caracal se va fluidiza traficul din zona, vor fi asigurate conditiile activitatii de aprovizionare si se vor reduce perioadele si costurile de transport, consumul de carburanti precum si reducerea costurilor de intretinere si reparatie ale vehiculelor. Beneficiile generate de implementarea proiectului sunt: - Privind din perspectiva dezvoltarii economice: • Imbunatatirea accesibilitatii generale si atragerea investitorilor datorita fluidizarii traficului • Reducerea costurilor de exploatare la nivelul populatiei ca transpunere a economiei de timp si a cheltuielilor de deplasare mai mici. • Reducerea costurilor la nivelul transportatorilor, prin reducerea cantitatilor de combustibili utilizati si scaderea costurilor de Intretinere. - Prin prisma dezvoltarii sociale durabile: • cresterea sigurantei participantilor la trafic: pietoni si soferi, • accesul facil al echipajelor de salvare, pompieri si politie • numar scazut de accidente • accesul facil la educatie • potentiala scadere a somajului ca urmare a dezvoltarii economice durabile.     The aim of the LIOP is to extend the road transport infrastructure located on the road TEN-T network by completing the sections which started in the 2007-2013 programming period and those to be established by the MPGT, ensuring the further development of the defined network. It will primarily lead to time savings in road freight and passenger transport between the regions of Romania and Central, Western and Southern Europe as a result of the removal of bottlenecks on the targeted routes, ensuring increased mobility. These results will contribute to promoting economic competitiveness by improving conditions in road freight and passenger transport and reducing pollutant emissions by removing/reduction of traffic bottlenecks by reducing transport times. The construction of the Caracal bypass leads to the achievement of result indicator 2S11 – Average travel time on the road TEN-T road network under Priority Axis 2: Developing a multimodal, quality, sustainable and efficient transport system. By creating the Caracal bypass, the traffic in the area will be streamlined, the conditions of the supply activity will be ensured and the transport periods and costs, the fuel consumption as well as the reduction of the maintenance and repair costs of vehicles will be reduced. The benefits generated by the implementation of the project are: Looking at economic development: • Improving general accessibility and attracting investors due to traffic flow • Reducing operating costs at population level as a transposition of time saving and lower travel expenses. • Reducing costs at the level of transporters by reducing the quantities of fuels used and reducing maintenance costs. — In terms of sustainable social development: • increasing the safety of road users: pedestrians and drivers, • easy access for rescue crews, firefighters and police • low number of accidents • easy access to education • potential fall in unemployment due to sustainable economic development.     L’objectif du LIOP est d’étendre les infrastructures de transport routier situées sur le réseau routier RTE-T en complétant les tronçons qui ont débuté au cours de la période de programmation 2007-2013 et ceux qui seront mis en place par le MPGT, en assurant le développement du réseau défini. Elle permettra principalement de gagner du temps dans le transport routier de marchandises et de voyageurs entre les régions de Roumanie et d’Europe centrale, occidentale et méridionale, grâce à la suppression des goulets d’étranglement sur les routes ciblées, ce qui garantira une mobilité accrue. Ces résultats contribueront à promouvoir la compétitivité économique en améliorant les conditions dans le transport routier de marchandises et de voyageurs et en réduisant les émissions polluantes en supprimant/réduction des goulets d’étranglement du trafic en réduisant les temps de transport. La construction du contournement de Caracal conduit à la réalisation de l’indicateur de résultat 2S11 — Durée moyenne de trajet sur le réseau routier RTE-T au titre de l’axe prioritaire 2: Développer un système de transport multimodal, de qualité, durable et efficace. En créant le contournement de Caracal, le trafic dans la zone sera rationalisé, les conditions de l’activité d’approvisionnement seront assurées et les périodes et les coûts de transport, la consommation de carburant ainsi que la réduction des coûts d’entretien et de réparation des véhicules seront réduits. Les avantages générés par la mise en œuvre du projet sont les suivants: En ce qui concerne le développement économique: • Améliorer l’accessibilité générale et attirer les investisseurs en raison du flux de trafic • Réduire les coûts d’exploitation au niveau de la population en transposant les économies de temps et les frais de voyage. • Réduire les coûts au niveau des transporteurs en réduisant les quantités de carburant utilisées et en réduisant les coûts d’entretien. — En termes de développement social durable: • accroître la sécurité des usagers de la route: piétons et conducteurs, • facilité d’accès pour les équipes de sauvetage, les pompiers et la police • faible nombre d’accidents • accès facile à l’éducation • baisse potentielle du chômage due au développement économique durable.
