    Obiectivul general al proiectului este: Dezvoltarea de intervenții în minim 23 unități de învățământ publice de stat in care exista copii si elevi cu grad ridicat de risc educațional pentru îmbunătățirea competentelor a minim 330 de cadre didactice si personal de sprijin si a minim 30 de manageri scolari în vedrea promovării de servicii educaționale de calitate orientate pe nevoile elevilor si ale unei scoli incluzive in minim 10 comunități din zona I.T.I delta Dunării, timp de 30 de luni. Scopul proiectului este: Asistență și măsuri în unități școlare defavorizate din judetul Tulcea, in regiunea ITI Delta Dunării pentru cresterea competentelor profesionale certificate la minim 330 cadre didactice /personal de sprijin si 30 de manageri școlari aflați in comunități marginalizate sau defavorizate, pentru reducerea și prevenirea riscului de abandon școlar si părăsire timpurie a scolii și construirea de servicii educaționale de calitate în minim 23 structuri școlare defavorizate dintr-o regiune nedezvoltata. Pe termen lung, proiectul va genera efecte pozitive în direcția diminuării /înlăturării factorilor care determină părăsirea timpurie a scolii: a. creșterea cu 330 a numărului de persoane din categoria Cadre didactice si Personal de sprijin care au beneficiat de sprijin și asistență pentru îmbunătățirea competentelor si metodelor de predare; b. creșterea calității actului managerial in minim 23 scoli din școlile țintă prin dezvoltarea competentelor manageriale la manageri școlari. c. Creșterea numărului de specialiști care au urmat programe de formare continua cu credite transferabile atât in componenta teoretica , cat si in componenta practica, prin utilizarea instrumentelor de sprijin. d. Dezvoltarea de sesiuni si forme de sprijin intercolegial, inclusiv de tip mentorat si e-mentorat in vederea dezvoltării capacitații instituționale la nivelul a 23 scoli-tinta. Efectele pozitive generate pentru grupurile țintă sunt: a. Persoane care beneficiază de sprijin pentru atragerea si/sau menținerea in școlile țintă a resurselor umane calificate, prin participarea la programe de formare continua, din care minim 80% cu credite transferabile cf reglementarilor MENCS= 330 persoane Cadre didactice si Personal de sprijin; b. Persoane (manageri școlari ) care beneficiază de asistență si sprijin pentru creșterea capacitații instituționale a echipelor manageriale din școlile țintă, prin participarea la programe de dezvoltarea competentelor manageriale = 30 persoane.; c. Pentru toate tipurile de persoane ”beneficiari directi” ai serviciilor de educatie ( copii, elevi, tineri ) si ”beneficiari indirecti” ( părinți, membri din comunitate) care, prin intervențiile coerente si coordonate din proiect ( de pregătire teoretica, de stagii practice, de implementarea unor instrumente de sprijin), ulterior perioadei de implementare vor avea acces nediscriminatoriu la educație de calitate capabilă sa asigure incluziune școlară.     The overall objective of the project is to: Development of interventions in at least 23 state public education units in which there are children and students with a high educational risk to improve the competencies of at least 330 teachers and support staff and a minimum of 30 school managers in view of promoting quality educational services oriented on students’ needs and of an inclusive school in at least 10 communities in the Danube I.T.I delta area, for 30 months. The aim of the project is to: Assistance and measures in disadvantaged schools in Tulcea County, in the Danube Delta ITI region to increase certified professional skills to a minimum of 330 teachers/support staff and 30 school managers in marginalised or disadvantaged communities, to reduce and prevent the risk of school drop-out and early school leaving and to build quality educational services in at least 23 disadvantaged school structures in an undeveloped region. In the long term, the project will generate positive effects on reducing/removal of early school leaving factors: a. Increase by 330 the number of persons in the category of Teacher and Support Staff who have received support and assistance for improving teaching skills and methods; B. Increase the number of specialists who have followed continuous training programs with transferable credits in both theoretical and practical components, by using support tools. d. Development of sessions and forms of intercollegial support, including mentoring and e-mentorate type in order to develop institutional capacity at 23 target schools. The positive effects for the target groups are: a. Persons receiving support for attracting and/or maintaining qualified human resources in target schools, through participation in continuous training programs, of which at least 80 % with transferable credits cf MENCS regulations = 330 Teachers and Support Staff; B. Persons (school managers) who benefit from assistance and support for increasing institutional capacity of managerial teams in target schools, by participating in programs for the development of managerial competencies = 30 persons.; C. For all types of persons “direct beneficiaries” of education services (children, pupils, young people) and “indirect beneficiaries” (parents, members of the community) who, through coherent and coordinated interventions from the project (theoretical training, practical internships, implementation of support tools), after the implementation period will have non-discriminatory access to quality education capable of ensuring school inclusion.     L’objectif général du projet est de: Développement d’interventions dans au moins 23 unités publiques d’enseignement public dans lesquelles il y a des enfants et des élèves présentant un risque élevé en matière d’éducation afin d’améliorer les compétences d’au moins 330 enseignants et du personnel de soutien et d’un minimum de 30 gestionnaires d’écoles en vue de promouvoir des services éducatifs de qualité axés sur les besoins des élèves et d’une école inclusive dans au moins 10 communautés de la région du delta du Danube, pendant 30 mois. L’objectif du projet est de: Assistance et mesures dans les écoles défavorisées du comté de Tulcea, dans la région ITI du delta du Danube, afin d’accroître les compétences professionnelles certifiées à un minimum de 330 enseignants/personnel d’appui et 30 gestionnaires d’écoles dans des communautés marginalisées ou défavorisées, de réduire et de prévenir le risque d’abandon scolaire et de décrochage scolaire et de mettre en place des services éducatifs de qualité dans au moins 23 structures scolaires défavorisées dans une région non développée. À long terme, le projet aura des effets positifs sur la réduction ou la suppression des facteurs d’abandon scolaire: a. Augmenter de 330 le nombre de personnes de la catégorie des enseignants et du personnel d ‘appui qui ont bénéficié d’ un appui et d ‘une assistance pour améliorer les compétences et les méthodes d’ enseignement; B. Augmenter le nombre de spécialistes qui ont suivi des programmes de formation continue avec des crédits transférables en composantes théoriques et pratiques, en utilisant des outils de soutien. d. Élaboration de séances et de formes de soutien intercolégial, y compris le mentorat et le type e-mentorate, afin de développer les capacités institutionnelles dans 23 écoles cibles. Les effets positifs pour les groupes cibles sont les suivants: a. les personnes bénéficiant d’un soutien pour attirer et/ou maintenir des ressources humaines qualifiées dans les écoles cibles, par la participation à des programmes de formation continue, dont au moins 80 % avec des crédits transférables cf règlement MENCS = 330 enseignants et membres du personnel de soutien; B. Personnes (gestionnaires d’établissements) qui bénéficient d’une aide et d’un soutien pour renforcer les capacités institutionnelles des équipes de gestion dans les écoles cibles, en participant à des programmes de développement des compétences en gestion = 30 personnes; C. Pour tous les types de personnes «bénéficiaires directs» des services éducatifs (enfants, élèves, jeunes) et «bénéficiaires indirects» (parents, membres de la communauté) qui, par le biais d’interventions cohérentes et coordonnées du projet (formation théorique, stages pratiques, mise en œuvre d’outils de soutien), auront, après la période de mise en œuvre, un accès non discriminatoire à une éducation de qualité capable d’assurer l’inclusion scolaire.
