By LIOP seeks to enlarge the road transport infrastructure located on TEN-T core network by completing sections whose construction was started in the POST 2007-2013 period and those to be established by GTMP, ensuring the further development of the network defined . This will lead, first, to save time in road transport of goods and passengers between regions of Romania and Central, West and South as a result of eliminating bottlenecks on the routes concerned, providing increased mobility. These results will contibute to promote economic competitiveness by improving conditions in road transport of goods and passengers, and to reduce emissions by eliminating / reducing traffic congestion by reducing journey times. Construction of Timisoara-Lugoj Motorway and Timisoara Bypass at the motorway level leads to achieving the result indicator 2S1- reducing average travel time on the road network TEN-Central under Priority Axis 1 Improving mobility by developing the TEN-T network and underground transport. By achievement of Timisoara-Lugoj Motorway and Timisoara Bypass at the motorway level construction will ease the traffic in the area will be secured business conditions of supply and reduce transport times and costs, fuel consumption and reduce the cost of maintenance and repair of vehicles. Benefits of implementing the project are: - Looking from the perspective of economic development: - improving general accessibility and attract investors due to fluid traffic flow; - reducing operating costs at the population level as transposing saving time and travel costs lower; - reducing the carriers costs by reducing the amount of usable fuel and lowering maintenance costs. - In terms of sustainable social development: - increasing the safety of road users: pedestrians and drivers; - easy access for rescue crews, firefighters and police; - low number of accidents; - easy access to education; - potential decrease in unemployment as a result of sustainable economic development. Following the implementation of the phasing indicators for the project, those will contribute to the overall objective, respectively achieving the 35,125 km of 2x2 motorway, thus contributing to the achievement of the preset indicator CO13A - Roads: The total new built length for roads of which: TEN-T. Par LIOP vise à élargir les infrastructures de transport routier situées sur le réseau central du RTE-T en complétant les tronçons dont la construction a été entamée au cours de la période POST 2007-2013 et celles qui seront mises en place par le GTMP, afin d’assurer le développement du réseau défini. Cela permettra, tout d’abord, de gagner du temps dans le transport routier de marchandises et de passagers entre les régions de Roumanie et du Centre, de l’Ouest et du Sud, grâce à l’élimination des goulets d’étranglement sur les routes concernées, ce qui assurera une mobilité accrue. Ces résultats contribueront à promouvoir la compétitivité économique en améliorant les conditions de transport routier de marchandises et de passagers, et à réduire les émissions en éliminant/réduisant les encombrements du trafic en réduisant les temps de trajet. La construction de l’autoroute Timisoara-Lugoj et du contournement de Timisoara au niveau des autoroutes permet d’atteindre l’indicateur de résultat 2S1 — réduction du temps de trajet moyen sur le réseau routier RTE-Central au titre de l’axe prioritaire 1 Améliorer la mobilité en développant le réseau RTE-T et le transport souterrain. La réalisation de l’autoroute Timisoara-Lugoj et du contournement de Timisoara au niveau des autoroutes facilitera la circulation dans la région et permettra d’assurer les conditions commerciales d’approvisionnement et de réduire les temps et les coûts de transport, la consommation de carburant et le coût de l’entretien et de la réparation des véhicules. Les avantages de la mise en œuvre du projet sont les suivants: — Regardant du point de vue du développement économique: — améliorer l’accessibilité générale et attirer les investisseurs en raison de la fluidité des flux de trafic; — réduire les coûts d’exploitation au niveau de la population, car la transposition permet de gagner du temps et de réduire les frais de déplacement; — réduire les coûts des transporteurs en réduisant la quantité de carburant utilisable et en réduisant les coûts d’entretien. — En termes de développement social durable: — accroître la sécurité des usagers de la route: piétons et conducteurs; — accès facile pour les équipes de sauvetage, les pompiers et la police; — faible nombre d’accidents; — accès facile à l’éducation; — diminution potentielle du chômage due au développement économique durable. À la suite de la mise en œuvre des indicateurs de mise en œuvre du projet, ceux-ci contribueront à la réalisation de l’objectif global, en réalisant respectivement les 35 125 km d’autoroute 2x2, contribuant ainsi à la réalisation de l’indicateur prédéfini CO13A — Routes: La longueur totale des nouvelles constructions pour les routes dont: 10-T. LIOP zielt darauf ab, die im TEN-V-Kernnetz gelegene Straßenverkehrsinfrastruktur durch Fertigstellung von Abschnitten zu erweitern, deren Bau im Zeitraum POST 2007-2013 begonnen wurde, und die vom GTMP zu errichtende Infrastruktur, um die Weiterentwicklung des definierten Netzes zu gewährleisten. Dies wird zum einen dazu führen, dass durch die Beseitigung von Engpässen auf den betreffenden Strecken Zeit für den Güter- und Personenverkehr zwischen den Regionen Rumäniens und Zentral-, West- und Süd-Rumänien gespart wird, was zu einer größeren Mobilität führt. Diese Ergebnisse werden dazu beitragen, die wirtschaftliche Wettbewerbsfähigkeit zu fördern, indem die Bedingungen für den Güter- und Personenverkehr im Straßenverkehr verbessert und die Emissionen durch die Beseitigung/Verringerung von Verkehrsüberlastungen durch Verkürzung der Fahrzeiten verringert werden. Der Bau der Autobahn Temeswar-Lugoj und der Umgehungsstraße Timisoara auf Autobahnebene führt zur Erreichung des Ergebnisindikators 2S1 – Verringerung der durchschnittlichen Fahrzeit auf dem Straßennetz TEN-Central im Rahmen der Prioritätsachse 1 Verbesserung der Mobilität durch den Ausbau des TEN-V-Netzes und des unterirdischen Verkehrs. Durch die Verwirklichung der Autobahn Timisoara-Lugoj und Timisoara-Bypass auf Autobahnebene wird der Verkehr in dem Gebiet erleichtern, die Geschäftsbedingungen der Versorgung gesichert werden und die Transportzeiten und -kosten, den Kraftstoffverbrauch und die Kosten für Wartung und Reparatur von Fahrzeugen reduzieren. Vorteile der Projektdurchführung sind: — Aus der Perspektive der wirtschaftlichen Entwicklung: — Verbesserung der allgemeinen Zugänglichkeit und Anziehung von Investoren aufgrund eines fließenden Verkehrsflusses; — Verringerung der Betriebskosten auf Bevölkerungsebene, da Einsparungen bei Zeit und Reisekosten geringer sind; — Senkung der Transportkosten durch Reduzierung der nutzbaren Kraftstoffmenge und Senkung der Wartungskosten. — Im Hinblick auf eine nachhaltige soziale Entwicklung: — Erhöhung der Sicherheit der Verkehrsteilnehmer: Fußgänger und Fahrer; — Einfacher Zugang für Rettungspersonal, Feuerwehrleute und Polizei; geringe Zahl von Unfällen; — Einfacher Zugang zur Bildung; — potenzieller Rückgang der Arbeitslosigkeit infolge einer nachhaltigen wirtschaftlichen Entwicklung. Nach der Umsetzung der Phasing-Indikatoren für das Projekt tragen diese zur Erreichung des Gesamtziels bzw. zur Erreichung der 35,125 km der Autobahn 2x2 bei und tragen so zum Erreichen des vorgegebenen Indikators CO13A – Straßen bei: Die Gesamtneubaulänge für Straßen, davon: ZEHN-T.
