Projekt dotyczy przyznania grantów 25 gminom wiejskim, miejsko-wiejskim i miejskim na przeprowadzenie konsultacji społecznych w obszarze planowanie i zagospodarowania przestrzennego. Proces konsultacji składać się będzie z dwóch etapów. W pierwszym (obejmującym okres pomiędzy przyjęciem przez gminę uchwały o przystąpieniu do sporządzenia/zmiany planu miejscowego lub studium przekazaniem sporządzonego projektu dokumentu planistycznego do opinii komisji urbanistyczno-architektonicznej) uczestniczyć będzie 25 samorządów. W drugim etapie konsultacji (od wyłożenia planu lub studium do publicznego wglądu a przekazaniem uzgodnionego projektu planu lub studium na radzie gminy do uchwalenia) uczestniczyć będzie 5 gmin. Istotą naszych działań jest wszechstronne merytoryczne wsparcie przedstawicieli samorządów biorących udział w projekcie prowadzące do zwiększenia efektywności procesu konsultacji społecznych i tym samym wzmocnienie instytucjonalnego administracji samorządowej w zakresie usprawnienia procesów planowania przestrzennego. Sekwencja działań przedstawia się następująco: - realizacja procesu naboru samorządów - opracowanie indywidualnego planu konsultacji - przyznanie grantów - wsparcie szkoleniowo-coachingowe na poszczególnych etapach procesu konsultacji - monitorowanie realizacji procesów konsultacji - upowszechnienie narzędzi i form prowadzenia konsultacji - ewaluacja działań konsultacyjnych Naszym atutem jest wieloletnie doświadczenie w zakresie realizowania projektów partycypacyjnych (w tym innowacyjnych), dobór interdyscyplinarnego zespołu ekspertów wspierających. FIM zobowiązuje się (również w okresie po zakończeniu realizacji projektu) do monitorowania w gminach uczestniczących w projekcie przedkładania radzie gminy do zatwierdzenia dokumentów planistycznych, wypracowanych w ramach konsultacji i informowania IOK o przedłożonych dokumentach. The project concerns the award of grants to 25 rural, urban and urban municipalities for public consultations in the area of spatial planning and development. The consultation process will consist of two stages. The first (including the period between the adoption by the municipality of the resolution on accession to the local plan or the study by transferring the draft planning document to the opinion of the urban and architectural committee) will be attended by 25 local governments. 5 municipalities will participate in the second phase of the consultation (from the submission of the plan or study to the public and the submission of the agreed draft plan or study to the municipal council for adoption). The essence of our activities is the comprehensive substantive support of representatives of local governments participating in the project, leading to increasing the efficiency of the public consultation process and thus strengthening institutional self-government administration in the field of improving spatial planning processes. The sequence of actions shall be as follows: — implementation of the local government selection process – preparation of an individual consultation plan – award of grants – training and coaching support at the various stages of the consultation process – monitoring of the implementation of consultation processes – dissemination of tools and forms of consultation – evaluation of consultative activities Our advantage is our many years of experience in the implementation of participatory projects (including innovative projects), selection of an interdisciplinary team of supporting experts. FIM undertakes (also in the period after completion of the project) to monitor in the municipalities participating in the project to submit to the municipal council for approval of planning documents drawn up in the context of consultations and informing the IOC of the documents submitted.
