Crossborder Ukrainian-Polish Carpathian region needs common solutions regarding addressing security challenges due to low level of accessibility within the region, long response time to emergencies, pure technical condition of used fire equipment and vehicles in Ukraine. This needs can be addressed by means of creation and implementation of Ukrainian- Polish system of disasters prevention and response in the Carpathian Euroregion. The project aims at increasing the security level in cross-border region by means of strengthening capacities of regional fire and emergency institutions to adress common security challanges that will contribute to reduction response time in case of disasters in mountanious areas. The project is directed towards the following target groups: (1) residents of local mountainous communities where the purchased within the project fire trucks will be based; (2) fire and rescue services representatives from 3 Ukrainian and 1 Polish region that will receive the opportunity to increase their professional level in the cause of the trainings in the built smoke chamber. Implementation of the project will reach 1.825 million inhabitants from the program area. The project will also set up a unique in the scale of Ukrainian-Polish border region system of cooperation 4 regional fire services not only due to the implementation of joint activities of investment and infrastructure character, but also joint planning of mechanisms and procedures for the prevention of natural and man-made disasters in the Carpathian region. The project area situated in one ecosystem requires common approaches to governance, including in the field of addressingcommon security challenges. (Polish)

La région transfrontalière des Carpates ukrainiennes-polonaises a besoin de solutions communes pour relever les défis en matière de sécurité en raison du faible niveau d’accessibilité dans la région, du temps de réponse long aux situations d’urgence, de l’état technique pur des équipements d’incendie usagés et des véhicules en Ukraine. Il convient d’y remédier par la création et la mise en œuvre d’un système ukrainien-polonais de prévention des catastrophes et d’intervention en cas de catastrophe dans l’Eurorégion des Carpates. Le projet vise à accroître le niveau de sécurité dans les régions transfrontalières en renforçant les capacités des institutions régionales d’incendie et d’urgence pour faire face aux problèmes de sécurité communs qui contribueront à réduire le temps d’intervention en cas de catastrophe dans des zones montagneuses. Le projet s’adresse aux groupes cibles suivants: (1) les résidents des communautés montagnardes locales où l’achat dans les camions d’incendie du projet sera basé; (2) des représentants des services d’incendie et de sauvetage de 3 régions ukrainiennes et d’une région polonaise qui auront la possibilité d’augmenter leur niveau professionnel dans la cause des formations dans la chambre à fumée construite. La mise en œuvre du projet touchera 1,825 million d’habitants de la zone du programme. Le projet mettra également en place un système unique de coopération dans la région frontalière entre l’Ukraine et la Pologne 4 services régionaux d’incendie non seulement en raison de la mise en œuvre d’activités conjointes d’investissement et d’infrastructure, mais aussi de la planification conjointe de mécanismes et de procédures pour la prévention des catastrophes naturelles et d’origine humaine dans la région des Carpates. La zone du projet située dans un seul écosystème nécessite des approches communes en matière de gouvernance, y compris dans le domaine de la résolution des problèmes de sécurité communs. (French)
