The project involves the reconstruction of the voivodship road No 664 Lipsk - state border (planned border crossing Lipszczany – Sofijewo) on section of 2.793 km and the road H 6054 Grodno - Sopotskin - border with Lithuania on section of 5.771 km, with construction of bike paths in both cases. The road No 664 has carriageway of only approx. 4.5 m width, in addition in poor condition. In addition, its bearing capacity does not meet current legal requirements for public roads. At present, the AADT is relatively small, 478 veh./day. The road H-6054 is also in poor condition due to loss of aggregate and binder what caused bumps and potholes. The AADT is quite significant - 2,620 veh./day. Because the BY partner has equipment deficiencies and the existing machines for road maintenance are old and significantly decapitalised, as part of the project the purchase of a tractor with mower, machine for shoulder profiling, dump track and snow plough with salt and sand spreader for maintanace of the road covered by the project is planned. Reconstruction of both roads is important in terms of plans for reactivation of the border crossing Lipszczany-Sofijewo as due to their location they will play key role in communication of near border areas in both countries. Faster and more efficient crossing of the border will be a big convenience for a large group of residents of northern part of Podlasie and people living in the north-western part of the Grodno oblast. Besides, the road H 6054 provides access to an important common tourist attraction of PL and BY - the Augustów Canal. The overall and specific objectives of the project, identified in par. 3.2 are consistent with the Programme - the TO2 is aimed at the development of local roads offering important cross-border effects and influence. Implementation of the project will contribute to decrease in travel /transportation time in the regions by 26%. (Polish)

Le projet porte sur la reconstruction de la route voïvodie no 664 Leipzig — frontière de l’État (passage frontalier prévu Leipzig — Sofia) sur la section de 2,793 km et de la route H 6054 Grodno — Sopotskin — frontière avec la Lituanie sur une section de 5 771 km, avec la construction de pistes cyclables dans les deux cas. La route no 664 a une chaussée d’env. 4,5 m de largeur, en plus en mauvais état. En outre, sa capacité portante ne répond pas aux exigences légales actuelles en matière de routes publiques. À l’heure actuelle, l’AADT est relativement petit, soit 478 veh./jour. La route H-6054 est également en mauvais état en raison de la perte de granulats et de liant ce qui a causé des bosses et des nids de poule. L’AADT est assez significatif — 2.620 veh./jour. Étant donné que le partenaire BY présente des défauts d’équipement et que les machines existantes pour l’entretien des routes sont anciennes et fortement décapitalisées, dans le cadre du projet, l’achat d’un tracteur avec tondeuse, d’une machine de profilage des épaules, d’une chenille de déchargement et d’une charrue à neige avec épandeur de sel et de sable est prévu pour le principaltanace de la route couverte par le projet. La reconstruction des deux routes est importante pour ce qui est des plans de réactivation du point de passage de la frontière Lipszczany-Sofijewo, car elles joueront un rôle clé dans la communication des zones frontalières proches des deux pays. Un passage plus rapide et plus efficace de la frontière sera une grande commodité pour un grand groupe de résidents de la partie nord de Podlasie et pour les personnes vivant dans la partie nord-ouest de l’oblast de Grodno. En outre, la route H 6054 donne accès à une importante attraction touristique commune de PL et BY — le canal d’août. Les objectifs généraux et spécifiques du projet, identifiés au par. 3.2 sont compatibles avec le programme — l’OT2 vise à développer des routes locales qui ont des effets et une influence transfrontaliers importants. La mise en œuvre du projet contribuera à réduire de 26 % le temps de déplacement et de transport dans les régions. (French)
