V obci Boliarov žije početné zastúpenie obyvateľov z radov príslušníkov MRK. V obci žije 892 obyvateeľov, z toho 640 občanov pochádza z MRK. K problémom obce patrí vysoký počet trestných činov a priestupov, ako sú násilné trestné činy, konflikty medzi obyvateľmi, krádeže, výtržníctvo, nedodržiavanie nočného kľudu, vandalizmus, poškodzovanie verejného majetku, majetku podnikov, nekontrolovaný zber, resp. krádeže železného šrotu a iných kovov, ohrozovanie bezpečnosti cestnej premávky, čistota verejných priestranstiev, budovanie nelegálnych stavieb a zakladanie čiernych skládok, nepriaznivý stav obydlí príslušníkov marginalizovaných komunít, nielen čo sa týka hygienických pomerov ale aj rizika požiarov, ako aj vypaľovanie trávnatých porastov (hrozba požiarov ako aj environmentálne narušenia), problémy s udržiavaním poriadku na pošte pri vyplácaní sociálnych dávok, nevhodne využívaný voľný čas u kategórie detí a mládeže, nekontrolované stretávanie sa mládeže, najmä v neskorých hodinách, užívanie alkoholických a iných návykových látok a nárast závislosti a výskytu ďalších sociálno-patologických javov, možné riziko nákaz z dôvodu vysokého počtu túlavých psov a mačiek ako aj výskytu veľkého množstva hlodavcov a ďalšie iné javy, ktoré je potrebné riešiť. Problémy v obci súvisia najmä s vysokým percentom nezamestnanosti dospelých, ktorá sa stáva aj negatívne pôsobiacim príkladom pre deti a mládež. Máme skúsenosti s terénnou sociálnou prácou v obci, ktorá čiastočne eliminovala uvedené problematické javy. Napriek terénnej sociálnej práci v obci mnohé z problémov pretrvávajú aj naďalej.V obci v súčasnosti absentuje miestna občianska poriadková služba. Na základe skúseností iných obcí, ktoré v minulosti zriadili občianske hliadky, môžeme potvrdiť účelnosť zriadenia miestnej občianskej poriadkovej služby (MOPS) prostredníctvom ŽoNFP v našej obci. Cieľ projektu: Zvýšiť zamestnanosť príslušníkov marginalizovaných komunít, predovšetkým MRK a zvýšiť bezpečnosť obyvateľov v obci Boliarov. Cieľové skupiny sú tvorené:príslušníkmi a obyvateľmi marginalizovaných komunít, s dôrazom na MRK,zamestnancami štátnej správy a samosprávy pracujúcimi s marginalizovanými komunitami , predovšetkým s MRKNepriame cieľové skupiny sú tvorené ostatnými obyvateľmi obce, návštevníkmi obce, príbuznými obyvateľov obce a pod.. In the village of Boliarov there is a large number of inhabitants from among the members of the MRC. There are 892 inhabitants in the village, 640 of whom come from the MRK. The municipality’s problems include the high number of crimes and offences such as violent crimes, conflicts between residents, theft, disorderly behaviour, non-compliance with night-time peace, vandalism, damage to public property, business property, uncontrolled collection or theft of ferrous scrap and other metals, threats to road safety, cleanliness of public spaces, construction of illegal buildings and the establishment of black landfills, the unfavourable condition of the dwellings of marginalised communities, not only in terms of hygiene but also the risk of fire, as well as burning of grasslands (threat of fires as well as environmental disruptions); problems with maintaining order in the post office when paying social benefits, inappropriate use of leisure time in the children’s and youth categories, uncontrolled youth meetings, especially in late hours, use of alcohol and other addictive substances and an increase in dependence and the incidence of other socio-pathological phenomena, the possible risk of infection due to the high number of stray dogs and cats, as well as the occurrence of a large number of rodents and other other phenomena that need to be addressed. The problems in the village are mainly due to the high percentage of adult unemployment, which is also becoming a negative example for children and young people. We have experience with field social work in the village, which partially eliminated these problematic phenomena. Despite field social work in the village, many of the problems persist. There is currently no local civil order service in the village. Based on the experience of other municipalities that have established civil patrols in the past, we can confirm the expediency of setting up a local civil order service (MOPS) through the grant application in our village. Objective of the project: Increase the employment of members of marginalised communities, in particular the CLLD, and increase the security of the population in the municipality of Boliarov. Dans le village de Boliarov, il y a un grand nombre d’habitants parmi les membres de la MRC. Il y a 892 habitants dans le village, dont 640 viennent de la MRK. Les problèmes dans le village sont principalement dus au taux élevé de chômage des adultes, qui devient également un exemple négatif pour les enfants et les jeunes. Nous avons de l’expérience du travail social sur le terrain dans le village, qui a partiellement éliminé ces phénomènes problématiques. Malgré le travail social sur le terrain dans le village, de nombreux problèmes persistent et il n’y a actuellement pas de service d’ordre public local dans le village. Sur la base de l’expérience d’autres municipalités qui ont établi des patrouilles civiles dans le passé, nous pouvons confirmer l’opportunité de mettre en place un service local de l’ordre public (MOPS) par le biais de la demande de subvention dans notre village. Objectif du projet: Accroître l’emploi des membres des communautés marginalisées, en particulier le DLAL, et accroître la sécurité de la population dans la municipalité de Boliarov. Les groupes cibles sont tvorené:príslušníkmi et les résidents des communautés marginalisées, en mettant l’accent sur le DALAL, les fonctionnaires et les municipalités travaillant avec les communautés marginalisées, en particulier les groupes cibles MRKIndirect sont composés d’autres habitants du village, visiteurs du village, parents du village, etc. (French)

Im Dorf Boliarov gibt es eine große Anzahl von Einwohnern aus den Mitgliedern des MRC. Es gibt 892 Einwohner im Dorf, von denen 640 aus der MRK kommen. Zu den Problemen der Gemeinde gehören die hohe Zahl von Verbrechen und Straftaten wie Gewaltverbrechen, Konflikte zwischen Anwohnern, Diebstahl, ungeordnetes Verhalten, Nichteinhaltung des Nachtfriedens, Vandalismus, Schäden an öffentlichem Eigentum, Gewerbeimmobilien, unkontrollierte Sammlung oder Diebstahl von Eisenschrott und anderen Metallen, Gefahren für die Straßenverkehrssicherheit, Sauberkeit öffentlicher Räume, Bau illegaler Gebäude und die Errichtung von schwarzen Deponien, der ungünstige Zustand der Wohnungen marginalisierter Gemeinschaften, nicht nur in Bezug auf Hygiene, sondern auch das Brandrisiko, sowie das Verbrennen von Grasland (Brennung und Umweltzerstörung); Probleme bei der Aufrechterhaltung der Ordnung im Postamt bei der Zahlung von Sozialleistungen, unangemessene Nutzung der Freizeit in den Kategorien Kinder und Jugendliche, unkontrollierte Jugendtreffen, insbesondere in späten Stunden, Verwendung von Alkohol und anderen Suchtstoffen, eine Zunahme der Abhängigkeit und das Auftreten anderer soziopathologischer Phänomene, das mögliche Infektionsrisiko aufgrund der hohen Zahl streunender Hunde und Katzen sowie das Auftreten einer Vielzahl von Nagetieren und anderen Phänomenen, die angegangen werden müssen. Die Probleme im Dorf sind vor allem auf den hohen Anteil der Erwachsenenarbeitslosigkeit zurückzuführen, die auch für Kinder und Jugendliche zu einem negativen Beispiel wird. Wir haben Erfahrungen mit der sozialen Feldarbeit im Dorf, die diese problematischen Phänomene teilweise eliminiert. Trotz der sozialen Feldarbeit im Dorf bestehen viele der Probleme. Es gibt derzeit keinen lokalen öffentlichen Ordnungsdienst im Dorf. Auf der Grundlage der Erfahrungen anderer Gemeinden, die in der Vergangenheit zivile Patrouillen eingerichtet haben, können wir die Zweckmäßigkeit der Einrichtung eines lokalen öffentlichen Ordnungsdienstes (MOPS) durch den Zuschussantrag in unserem Dorf bestätigen. Ziel des Projekts: Erhöhung der Beschäftigung von Mitgliedern marginalisierter Gemeinschaften, insbesondere der CLLD, und Erhöhung der Sicherheit der Bevölkerung in der Gemeinde Boliarov. Zielgruppen sind tvorené:príslušníkmi und Bewohner marginalisierter Gemeinschaften, mit Schwerpunkt auf CLLD, Regierungsmitarbeitern und Gemeinden, die mit marginalisierten Gemeinschaften arbeiten, insbesondere MRKIndirekte Zielgruppen setzen sich aus anderen Bewohnern des Dorfes, Besucher des Dorfes, Angehörigen des Dorfes usw. zusammen.
