U Republici Hrvatskoj trenutno ne postoji specifičan, jedinstven i sveobuhvatan zakonski i/ili podzakonski propis koji bi uredio stručno vrednovanje i ocjenu opravdanosti te učinkovitosti investicijskog projekta, odnosno, priprema i odobravanje investicijskih projekata na razini države zakonski nisu regulirani. Stoga je potrebna uspostava učinkovitog sustava ocjene i odobravanja investicijskih projekata financiranih ili sufinanciranih sredstvima državnog proračuna i proračuna JLP (R)S kako bi se odobrenja tih značajnih iznosa temeljila na ocjeni opravdanosti i isplativosti tih projekata. Currently, there is currently no specific, unified and comprehensive legal and/or regulatory regulation in the Republic of Croatia which would regulate the professional evaluation and evaluation of the rationale for, and effectiveness of, investment project, i.e. the preparation and approval of investment projects at the level of the State are not regulated in law. It is therefore necessary to establish an effective system of evaluation and approval of investment projects financed or co-financed by the national budget and the budget of JLP (R) S in order to base the approval of those significant amounts on an assessment of the reasonableness and profitability of these projects. Il n’existe actuellement en République de Croatie aucune réglementation juridique et/ou réglementaire spécifique, uniforme et complète qui réglementerait l’évaluation professionnelle et l’évaluation de la justification et de l’efficacité des projets d’investissement, c’est-à-dire que la préparation et l’approbation des projets d’investissement au niveau national ne sont pas régies par la loi. Il est donc nécessaire de mettre en place un système efficace d’évaluation et d’approbation des projets d’investissement financés ou cofinancés par le budget de l’État et le budget JLP (R)S afin de fonder l’approbation de ces montants importants sur une évaluation du caractère raisonnable et du rapport coût-efficacité de ces projets.
