Η ανάγκη για την ανάπτυξη του οικοτροφείου είναι μεγάλη καθώς στην ευρύτερη περιοχή δεν υπάρχει άλλη αντίστοιχη μονάδα. Αφετηρία για την επίτευξη μιας αποτελεσματικής ψυχοκοινωνικής επανένταξης είναι η παροχή προστατευμένης στέγασης στα όρια της κοινότητας, όπου θα προσφέρονται ευέλικτες και εξατομικευμένες υπηρεσίες, με βάση τις ανάγκες κάθε ενοίκου ξεχωριστά.Η επιλογή των οικότροφων θα πραγματοποιείται από τους τομείς Ψυχικής Υγείας (Το.Ψ.Υ.) Καβάλας Ξάνθης και η προέλευση των ωφελούμενων θα είναι και από το Ψυχιατρικό Νοσοκομείο Θεσσαλονίκης (Ψ.Ν.Θ.) στο πλαίσιο του προγράμματος αποασυλοποίησης. Η υλοποίηση του έργου θα ξεκινήσει αμέσως μετά την απόφαση ένταξης. Σε πρώτη φάση θα διαμορφωθεί το κτίριο το οποίο έχει ήδη επιλεχθεί στο κέντρο της Ξάνθης, Μετά τη διαμόρφωση του χώρου, απαραίτητη προϋπόθεση για την επίτευξη του στόχου είναι η στελέχωση μίας ειδικά καταρτισμένης πολυκλαδικής θεραπευτικής ομάδαςΤα οικοτροφεία αποσκοπούν αφενός στην παροχή στέγης για άτομα με ψυχικές διαταραχές, αφετέρου στην παροχή εξειδικευμένων θεραπευτικών και αποκαταστασιακών υπηρεσιών στη κατεύθυνση της διασφάλισης του δικαιώματος του κάθε πολίτη να διαβιώνει στην κοινότητα, (Greek)
