Przedmiotem projektu jest uruchomienie 11 elektronicznych usług publicznych, które będą świadczone przez Urząd Gminy Kolno oraz informatyzacja procedur wewnętrznych w UG. Uruchamiane e-usługi charakteryzować się będą wysokim poziomem dojrzałości (3 usługi zapewniające interakcję dwustronną oraz 8 usług transakcyjnych z mechanizmami personalizacji), większość z nich charakteryzuje wysoki potencjał korzystania (dotyczą często załatwianych spraw). Uruchomienie e-usług będzie połączone z wdrożeniem i modernizacją systemów informatycznych (SI) w UG i modernizacją infrastruktury sieciowo–sprzętowej w zakresie niezbędnym dla zaplanowanych wdrożeń. Projekt zakłada integrację SI UG, wykorzystanie platformy ePUAP i uruchomienie dedykowanego rozwiązania front-office dla mieszkańców. SI wdrażane w ramach projektu będą spełniać wymagania dot. interoperacyjności wskazane w przepisach prawa i wytyczne WCAG2.0 w zakresie dostępności. Zaplanowane rozwiązania uwzględniają potrzeby niepełnosprawnych. Projekt wpisuje się w założenia określone w SzOOP „Cyfrowy region” RPO WiM, ponieważ całości opiera się na wykorzystaniu nowoczesnych technologii informacyjno-komunikacyjnych: wdrożenie SI w UG i zakup niezbędnego sprzętu. Wykorzystanie tych technologii będzie służyć osiągnięciu celów projektu: cyfryzacji procedur administracyjnych oraz zwiększeniu dostępności usług publicznych przez udostępnienie ich drogą elektroniczną. Ww. cele są z celem szczegółowym osi priorytetowej „Cyfrowy region” RPO WiM. Cel osi priorytetowej „Cyfrowy region” RPO WiM będzie realizowany w ramach projektu bezpośrednio poprzez zwiększenie podaży publicznych e-usług. W projekcie zaplanowano kolejno:(1)opracowanie dokumentacji aplikacyjnej,(2) działania promocyjne,(3)zapewnienie nadzoru inżyniera projektu,(4) zakup środków trwałych oraz wartości niematerialnych i prawnych (licencji na oprogramowanie),(5) zakup i realizację usług informatycznych. The project concerns the launch of 11 electronic public services that will be provided by the Municipality of Kolno and the computerisation of in-house procedures in the UG. E-services will have a high level of maturity (3 services providing bilateral interaction and 8 transaction services with personalisation mechanisms), most of them have a high use potential (often dealing with cases). The deployment of e-services will be connected with the implementation and modernisation of IT systems (SI) in the UG and the upgrade of network and equipment infrastructure to the extent necessary for the planned implementations. The project involves the integration of the UG AI, the use of the ePUAP platform and the launch of a dedicated front office solution. SI implemented as part of the project will comply with the interoperability requirements of the legislation and the WCAG2.0 guidelines on accessibility. Planned solutions take into account the needs of people with disabilities. The project is in line with the ‘Digital Region’ for the ‘Digital Region’ of the ROP, as it is based on the use of modern information and communication technologies: implementing AI in the UG and purchasing the necessary equipment. The use of these technologies will serve the purpose of achieving the objectives of the project: the digitalisation of administrative procedures and the increased availability of public services by making them available electronically. These objectives are the specific objective of the ‘Digital Region’ of the ‘Digital Region’ of the ROP. The objective of the priority axis “Digital region” of the ROP WiM will be implemented within the project directly by increasing the supply of public e-services. The project involves (1) developing application documentation, (2) promotional activities, (3) ensuring the supervision of a project engineer, (4) purchase of fixed assets and intangible assets (software licences), (5) purchase and operation of IT services.
