Projekt doprinosi sistemskom rješavanju problema iz područja zaštite okoliša unapređenjem sustava procjene utjecaja zahvata na okoliš. Osim identificiranja primarnog problema ovaj projekt identificira sistemske izazove rješavanju primarnog problema te doprinosi njihovu rješavanju što je primjenjivo i u drugim sektorskim politikama. Ti su izazovi nedostajući kapaciteti javne uprave za analizu problema i postavljanje ciljeva za njihovo rješavanje, čemu dijelom doprinosi i deficit fakultetskih kadrova s praktičnim iskustvom u tom području. The project contributes to the systemic solution to environmental protection issues by improving environmental impact assessment schemes. Beyond identifying a primary problem, this project identifies systemic challenges to address the primary issue and contributes to addressing them as appropriate as well as in other sectoral policies. These challenges are lacking the capacities of the public administration to analyse the problems and set targets to address them, partly contributing to the deficit of faculty members with practical experience in this field. Le projet contribue à la résolution systémique des problèmes environnementaux en améliorant le système d’évaluation de l’impact sur l’environnement des projets. En plus d’identifier le problème principal, ce projet identifie les défis systémiques pour résoudre le problème principal et contribue à les résoudre, le cas échéant dans d’autres politiques sectorielles. Ces défis sont le manque de capacité de l’administration publique à analyser les problèmes et à fixer des objectifs pour y remédier, en partie en raison du manque de personnel enseignant ayant une expérience pratique dans ce domaine.
