Projekta mērķis ir palielināt privāto investīciju apjomu Lielvārdes novadā, veicot ieguldījumuskomercdarbības attīstībai nepieciešamajā ielu infrastruktūrā - pašvaldībai atbilstoši likumā “Parpašvaldībām” 15.pantam nodrošinot vienu no tas autonomajam funkcijām - pārbūvēt komersantu darbībai nepieciešamo ielu infrastruktūru, bet komersantiem Ministru kabineta noteikumos Nr. 593 noteiktajā termiņā attīstīt savu komercdarbību, radot jaunas darba vietas un veicot nefinanšu investīcijas pašu nemateriālajos ieguldījumos un pamatlīdzekļos. Projekta „Uzņēmējdarbības attīstībai nepieciešamās publiskās infrastruktūras izveide Lielvārdes novada Lēdmanes pagastā” mērķis ir palielināt privāto investīciju apjomu un radīto darba vietu skaitu, uzlabojot uzņēmējdarbībai nepieciešamo publisko infrastruktūru ar komercdarbību saistītā teritorijā Lēdmanes pagastā, Lielvārdes novadā. Projekta ietvaros plānota pašvaldības autoceļa „Pamati - Lejasplošas” pārbūve Lēdmanes pagastā 1,512 km garumā. Autoceļš savieno divus valsts nozīmes ceļus un šķērso projektā noteikto ar komercdarbību saistīto teritoriju, kurā savu saimniecisko darbību veic vairāki komersanti. Pašvaldības ceļa “Pamati - Lejasplošas” rekonstrukcija ietver autoceļa seguma pārbūvi t.sk. asfaltbetona seguma izveidi visā autoceļa 1,512 km garumā, kas ietver seguma atjaunošanu, nobrauktuvju saglabāšanu, ūdens atvades no autoceļa uzlabošanu, krustojumos pārredzamības trijstūru nodrošināšanu, ceļa zīmju uzstādīšanu atbilstoši LVS 77-1,2,3.Autoceļa „Pamati - Lejasplošas” tuvumā esošās inženierkomunikācijas. Autoceļa tuvumā atrodas AS “Sadales tīkls” piederošās elektroapgādes 20 kV gaisvadu līnijas un 0.4kV kabeļi. Ir izbūvēta SIA “Lattelecom” platjoslas tīkla infrastruktūra – kabeļu kanalizācijas caurule ar diametru 40mm un tajā ieguldītie elektriskie kabeļi. Pazemes gāzesvadi šajā objektā nav izvietoti. Projekta ietvaros nav plānota jaunu inženiertīklu izbūve. Pazemes inženierkomunikāciju aizsardzības darbiem ir paredzēti 31038,49 EUR un tie ietver eošo pazemes inženierkomunikāciju aizsardzības pasākumus būvniecības laikā. Saskaņā ar SIA “Lattelecom” prasībām tiks saglabāti esošie gruntī guldītie sakaru kabeļi un komutācijas iekārtas (sadales skapji). Pārbūvējamo ceļu šķērsojošo kabeli paredzēts aizsargāt šķeltajā caurulē, blakus ieguldot rezerves PVC cauruli d=100. Paredzēts veikt grunts nostiprināšanu SIA “Lattelecom” aizsargjoslā, ievērojot grunts īpašības, veikt tās nostiprināšanu neradot noslīdējumus, paredzēta sakaru komunikāciju mehāniska aizsardzība un nostiprināšana, neatstājot atsegtus sakara kabeļus un komunikācijas.Pazemes inženierkomunikāciju aizsardzības darbu izmaksas 31038,49 EUR iekļautas projekta neattiecināmajās izmaksās.Projekta īstenošanai paredzētas šādas darbības: “Pamati - Lejasplošas” autoceļa projektēšana, būvniecība, autoruzraudzība, būvuzraudzība, nepieciešamās dokumentācijas izstrāde. Projektā ir plānoti arī publicitātes pasākumi, kuri tiks finansēti būvniecības laikā, nosakot prasības būvniekam- uzstādīt vienu pagaidu informatīvo stendu un vienu pastāvīgo ES finansētāja informatīvo stendu.Projekta izmaksas kopā sastāda 766 096,82 EUR. Apstiprinātajā projekta idejas konceptā noteiktais Eiropas Reģionālās attīstības fonda finansējums ir 450 500 EUR, kas sastāda 61,32%. Lielvārdes novada pašvaldība ir noslēgusi nomas līgumus ar privātpersonām par viņu īpašumā esošās nekustamā īpašuma daļas - zemes zem pašvaldības ceļiem – nomu. Privātpersonām īpašumā esošās nekustamā īpašuma daļas - zemes zem pašvaldības ceļiem: Mazirbes (Kadastra apz. 74640060326), ceļa garums: 138m, Jaunplošas Lejasplošas (Kadastra apz. 74640060327, 74640060031) ceļa garums: 147 m, Grantiņi (Kadastra apz. 74640060033) ceļa garums: 222 m, Beku līcis (Kadastra apz. 74640060018) ceļa garums: 17 m. Nomas līgumi, kuri noslēgti uz 10 gadiem ar izpirkšanas tiesībām, ir reģistrēti zemesgrāmatā un kalpos kā tiesiskā valdījuma apliecinoši dokumenti. Lielvārdes novada pašvaldībai piederošās zemes vienības: kadastra apz.74640060318, kur ceļa posma garums 1134 m, kadastra apz.74640060373, kur ceļa posma garums 17 m. Sasniedzamie rezultāti ir: izveidotas 19 jaunas darba vietas un ieguldīti 1 551 429 EUR komersanta nefinanšu investīcijas pašu nemateriālajos ieguldījumos un pamatlīdzekļos (investīcijas atbilst apliecinājumā uzrādītajām). The aim of the project is to increase the amount of private investments in Lielvārde municipality by investing in street infrastructure necessary for the development of commercial activities – by providing the municipality with one of its autonomous functions in accordance with Article 15 of the Law “On Local Governments” – to rebuild the street infrastructure necessary for the operation of merchants, but to develop their commercial activities within the deadline set by Cabinet Regulation No. 593 by creating new jobs and making non-financial investments in their own intangible investments and fixed assets. The aim of the project “Establishment of public infrastructure necessary for business development in Lēdmane parish of Lielvārde county” is to increase the amount of private investments and created jobs by improving the public infrastructure necessary for business activities in the Lēdmane municipality, Lielvārde municipality. Within the framework of the project reconstruction of municipal motorway “Baseline – Lejasplošas” is planned in Lēdmane parish for the length of 1.512 km. The road connects two roads of national importance and crosses the territory related to commercial activity, where several merchants carry out their economic activities. The reconstruction of the municipal road “Fundamental – Lowerplos” includes the reconstruction of the road surface incl. Construction of asphalt concrete pavement along the 1.512 km length of the road, which includes renovation of pavements, maintenance of exits, improvement of water drains from the road, provision of transparency triangles at intersections, installation of road signs according to LVS 77-1,2.3. The 20 kV overhead lines and 0.4 kV cables owned by AS “Sadales tīkls” are located near the road. SIA “Lattelecom” broadband network infrastructure has been built – a duct with a diameter of 40 mm and electric cables invested in it. Underground gas pipelines are not located on this site. The construction of new engineering networks is not planned within the framework of the project. Underground engineering communications protection works are intended for EUR 31038.49 and include protection measures for running underground engineering communications during construction. According to SIA “Lattelecom” the existing communications cables and switching equipment (distribution cabinets) will be preserved. The reconstructed road crossing cable is intended to protect the broken pipe by investing a spare PVC tube d=100. It is planned to perform soil fastening in SIA “Lattelecom” protection zone, taking into account soil properties, to carry out strengthening thereof without causing slips, mechanical protection and reinforcement of communication communications is provided, without leaving uncovered communication cables and communications.The costs of underground engineering communications protection works EUR 31038,49 are included in the ineligible costs of the project. “Basics – Lowerplošas” road design, construction, author supervision, construction supervision, development of necessary documentation. The project is also planned for publicity events, which will be financed during construction, setting requirements for the builder to install one temporary informative stand and one permanent information stand of the EU funding.The total project costs amount to EUR 766096,82. The results to be achieved are: 19 new jobs have been created and EUR 1551429 non-financial investments of the merchant in own intangible investments and fixed assets have been invested (investments are in line with those shown in the certificate). L’objectif du projet est d’augmenter le montant des investissements privés dans la région de Lielvārde en investissant dans les infrastructures routières nécessaires au développement des activités commerciales — en fournissant à l’administration locale, conformément à l’article 15 de la loi sur les collectivités locales, l’une de ses fonctions autonomes — la reconstruction de l’infrastructure de rue nécessaire à l’exploitation des commerçants et le développement de leurs activités commerciales dans le délai fixé par le règlement du Conseil des ministres no 593, la création de nouveaux emplois et la réalisation d’investissements non financiers dans leurs propres investissements incorporels et immobilisations. L’objectif du projet «Établissement de l’infrastructure publique nécessaire au développement de l’entrepreneuriat dans la paroisse de Lēdmane de la municipalité de Lielvarde» est d’augmenter le montant des investissements privés et le nombre d’emplois créés en améliorant les infrastructures publiques nécessaires à l’entrepreneuriat sur le territoire lié aux activités commerciales de la paroisse de Lēdmane, région de Lielvārde. Dans le cadre du projet, la reconstruction de la route municipale «Pamati-Lejasploša» dans la municipalité de Lēdmane est prévue pour une longueur de 1,512 km. L’autoroute relie deux routes nationales et traverse la zone commerciale définie dans le projet, où plusieurs opérateurs économiques exercent leurs activités économiques. La reconstruction de la route municipale «Pamati-Lejasploša» comprend la reconstruction du revêtement de la route, y compris. construction d’un trottoir en béton bitumineux sur toute la longueur de l’autoroute 1,512 km, qui comprend le resurfaçage de la chaussée, l’entretien des sorties, l’amélioration du débit d’eau de la route, l’assurance des triangles de transparence aux jonctions, l’installation de panneaux routiers selon LVS 77-1.2,3. Selon les exigences de la SIA «Lattelecom», les câbles de communication existants et les équipements de commutation (armoires de distribution) installés dans le sol seront préservés. Le câble traversant la route reconstruite est conçu pour protéger le tuyau cassé en investissant un tuyau de remplacement en PVC d=100 à côté. Il est prévu de renforcer le terrain dans la zone de protection de la SIA Lattelecom, en tenant compte des caractéristiques du sol, d’effectuer son renforcement sans dérapages, protection mécanique et renforcement des communications, sans laisser de câbles et de communications exposés. Le coût des travaux de protection des communications au sol s’élève à 31 038,49 EUR inclus dans les coûts inéligibles du projet.Les activités suivantes sont envisagées pour la mise en œuvre du projet: «Basics — Lowerplos» conception routière, construction, supervision de l’auteur, supervision de la construction, développement de la documentation nécessaire. Le projet prévoit également des actions de publicité, qui seront financées pendant la construction, fixant les exigences pour le constructeur d’installer un stand d’information temporaire et un stand d’information permanent du financier de l’UE. Le coût total du projet s’élève à 766 096,82 EUR. Le financement du Fonds européen de développement régional établi dans le concept approuvé de l’idée de projet s’élève à 450 500 EUR, soit 61,32 %. La municipalité de Lielvārde a conclu des contrats de location avec des particuliers concernant la location d’une partie des biens immobiliers qu’ils possèdent — des terrains situés sur des routes municipales.
