Predmet javnega razpisa je sofinanciranje gradnje odprtih širokopasovnih omrežij, ki bodo gospodinjstvom, ki so bele lise, v razdalji največ 200 m od lokacije gospodinjstva, omogočala odprt širokopasovni dostop naslednje generacije s prenosno hitrostjo najmanj 100 Mb/s in elektronske komunikacijske storitve preko teh omrežij in je razdeljen v naslednjih 17 sklopov.
