    Creşterea capacitătii de dezvoltare strategică şi de implicare a organizaţiilor neguvernamentale, care activeaza în domeniul domeniu securităţii naţionale, atât în regiunea mai dezvoltată (B-Il), cât şi în cele 7 regiunile mai puţin dezvoltate ale României, în a formula şi promova propuneri alternative cu impact national, la politicile publice în aria cheie securitate, realizarea sarcinilor privind apărarea naţională în condiţiile unui război simetric, asimetric ori hibrid prin implicarea sporită a rezerviştilor voluntari, protecţia infrastructurii critice strategice teritoriale şi realizarea cooperării cu autorităţi/instituţii publice pentru optimizarea proceselor decizionale orientate către cetăţeni, în concordanţă cu politicile şi strategiile majore privind dezvoltarea României în viitorii ani si cu SCAP. În mod specific, cadrul de învăţare şi instruire propus are ca scop dezvoltarea cunoştinţelor, deprinderilor şi abilităţilor identificate ca fiind cruciale/esenţiale pentru personalul din institutiile publice, partenerilor sociali și ONG -urilor, cum ar fi: cunoaşterea profilului psiho-social, a limitelor psihologice şi influenţelor cognitive in domeniul analizei de securitate; dezvoltarea gândirii critice, filtrarea şi analizarea unor baze de date multiple pentru estimarea caracteristicilor cuantificabile ale evenimentelor sau informaţiilor specifice protectiei infrastructurilor critice strategice; capacitatea de extragere a concluziilor relevante şi argumentarea deciziilor adecvate; capacitatea de colaborare şi de luare a deciziilor pe baza lucrului individual şi în echipă. Prin securitatea naţională a României se înţelege starea de legalitate, de echilibru şi de stabilitate socială, economică şi politică necesară existenţei şi dezvoltării statului naţional român ca stat suveran, unitar, independent şi indivizibil, menţinerii ordinii de drept, precum şi a climatului de exercitare neîngrădită a drepturilor, libertăţilor şi îndatoririlor fundamentale ale cetăţenilor, potrivit principiilor şi normelor democratice statornicite prin Constituţie. Prin prezenta cerere de finantare ne propunem sa realizam o retea constituita din minim 50 de ONG-uri din domenii diverse, precum educatia si securitatea nationala, sa instruim 100 de persoane din categoria membrilor ONG-urilor dar si membri ai diversilor parteneri sociali interesati, astfel incat sa-si insuseasca cunostinte si deprinderi pentru a se implica în formularea și promovarea de propuneri alternative la politicile publice inițiate de Guvern, in domeniul securitatii nationale si al securitatii cibernetice. Societăţile democratice apelează la opinia publică inclusiv în probleme de securitate naţională. Grupurile de interese şi cele de presiune acţionează constant asupra mass-media şi a mediei on line, astfel încât configurarea unor curente de opinie este pusă la încercare de acţiunea directă sau mai puţin directă a acestora.     Increase the capacity for strategic development and involvement of non-governmental organisations, which work in the field of national security, both in the more developed region (B-Il) and in the 7 less developed regions of Romania, to formulate and promote alternative proposals with national impact, to public policies in the key security area, to the achievement of national defence tasks in conditions of symmetrical, asymmetric or hybrid warfare, through increased involvement of volunteer reserves, protection of territorial strategic critical infrastructure and realisation of cooperation with public authorities/institutions to optimise citizens-oriented decision-making processes, in line with major policies and strategies regarding the development of Romania in the coming years and with SCAP. Specifically, the proposed learning and training framework aims to develop the knowledge, skills and skills identified as crucial/essential for staff in public institutions, social partners and NGOs, such as: knowledge of the psycho-social profile, psychological boundaries and cognitive influences in the field of security analysis; developing critical thinking, filtering and analysing multiple databases to estimate quantifiable characteristics of strategic critical infrastructure protection events or information; the ability to draw relevant conclusions and to substantiate appropriate decisions; collaboration and decision-making capacity based on individual and teamwork. The national security of Romania means the state of legality, balance and social, economic and political stability necessary for the existence and development of the Romanian national state as a sovereign, unitary, independent and indivisible state, the maintenance of the legal order, as well as the climate of unhindered exercise of the fundamental rights, freedoms and duties of citizens, according to the democratic principles and norms established by the Constitution. Through this financing request we aim to create a network of at least 50 NGOs from various fields, such as education and national security, to train 100 people from the category of NGO members and members of the various social partners concerned, so as to acquire knowledge and skills in order to get involved in formulating and promoting alternative proposals to public policies initiated by the Government, in the field of national security and cyber security.
