Projekta "Loģiski vienotais datu centrs" (turpmāk – projekts) virsmērķis ir veicināt darbības programmas "Izaugsme un nodarbinātība" 2.2.1. specifiskā atbalsta mērķa "Nodrošināt publisko datu atkalizmantošanas pieaugumu un efektīvu publiskās pārvaldes un privātā sektora mijiedarbību" rādītāju sasniegšanu, izveidojot 2.2.1.1. pasākuma "Centralizētu publiskās pārvaldes IKT platformu izveide, publiskās pārvaldes procesu optimizēšana un attīstība" ietvaros loģiski vienoto datu centru (turpmāk - LVDC). Projekta mērķis ir izveidot bojājumpiecietīgu, drošu un viegli paplašināmu augstas pieejamības koplietošanas infrastruktūru, kurā tiks darbinātas gan esošās, gan jaunajā Eiropas Savienības fondu plānošanas periodā izstrādājamās iestāžu IS, kā arī tiks izvietotas testa vides. Darbības projekta mērķa sasniegšanai:Projekta mērķu sasniegšanai tiks īstenotas šādas darbības:1. Projekta vadība un administrēšana, ko īstenos projekta uzraudzības padome un projekta ieviešanas grupa. 2. LVDC infrastruktūras izveide - uz esošo datu centru bāzes tiek izveidots LVDC. Darbība sastāv no trijām apakšdarbībām: (i) abu datu centru modernizācija; (ii) LVDC datošanas kapacitātes uzlabošana un (iii) pakalpojumu kataloga ieviešana. 3. Koplietošanas platformu projektējuma izstrāde un ieviešanas autoruzraudzība.4. Lietotāju apmācība, kas ļaus veiksmīgi realizēt projekta mērķi un nodrošinās atgriezenisko saikni ar lietotājiem projekta īstenošanas laikā. 5. LVDC izmantošanas iespēju veicināšana, informējot iestādes par LVDC sniegtajiem pakalpojumiem un nepieciešamības gadījumā rosinot izmaiņas normatīvajos aktos, lai nodrošinātu LVDC pakalpojumu izmantošanas tiesisko pamatu. Projekts tiks īstenots 36 mēnešu laikā un tā kopējās izmaksas ir 4 500 000 EUR. Projekta rezultātā tiks pilnveidoti 13 darbības procesi, kā arī izveidota 1 informācijas sistēmu platforma. Tiks izveidota bojājumpiecietīga, droša un viegli paplašināma augstas pieejamības koplietošanas infrastruktūra, kurā tiks darbinātas gan esošās, gan jaunajā Eiropas fondu plānošanas periodā izstrādājamās Iestāžu IS, kā arī tiks izvietotas testa vides. Tas ļaus nodrošināt risinājumu standartizāciju un vienādošanu ar mērķi samazināt uzturēšanas izmaksas un paaugstināt darbības drošību. Projekta īstenošana kopumā veicinās šādu rādītāju sasniegšanu.Rezultāta rādītāji tiks sasniegti, nodrošinot Iekšlietu ministrijas Informācijas centra turējumā un pārziņā esošo, ar LVDC platformu savietojamo, IS migrāciju uz LVDC, kā arī nodrošinot Iekšlietu ministrijas iestāžu jaunizveidoto IS izvietošanu LVDC. The main objective of the project “Logically Joint Data Centre” (hereinafter – the project) is to contribute to the achievement of indicators of the specific support objective 2.2.1 of the Operational Programme “Growth and Employment” “To ensure growth of public data re-use and efficient interaction of public administration and private sector” by establishing within the framework of the activity 2.2.1.1 “Development of Centralised ICT Platforms for Public Administration, Optimisation and Development of Public Administration Processes”, a logical unified data centre (hereinafter – LVDC). The aim of the project is to create a perishable, safe and easy-to-expansion high-accessibility shared infrastructure, which will operate both existing and new European Union funds planning period institutions IS, as well as test environments. Activities to achieve the objective of the project: To achieve the objectives of the project, the following actions will be implemented:1. Project management and management by the project monitoring board and project implementation team. 2. LVDC infrastructure development – LVDC is created on the basis of existing databases. The action consists of three sub-actions: (i) upgrading the two data centres; (ii) Improving LVDC computing capacity and (iii) introducing a catalogue of services. 3. Development and author supervision of the design and implementation of shared platforms.4. User training that will allow successful realisation of the project goal and provide feedback with users during project implementation. 5. Promotion of LDC usage possibilities, informing institutions about services provided by LVDC and, if necessary, encouraging changes in regulatory enactments in order to provide legal basis for use of LVDC services. The project will be implemented within 36 months and its total costs are EUR 4500000. As a result of the project 13 operational processes will be improved, as well as 1 information system platform will be created. A perishable, safe and easy-to-expansion high-accessible shared infrastructure will be created, which will run both the existing and the new institutional IS to be developed in the new programming period of the European Funds, as well as install test environments. This will allow for the standardisation and standardisation of solutions with the aim of reducing maintenance costs and increasing operational safety. The implementation of the project will contribute to the achievement of such indicators.The result indicators will be achieved by ensuring IS migration to the LVDC, which is owned and managed by the Information Centre of the Ministry of the Interior, which is compatible with the LVDC platform, as well as by ensuring placement of newly created IS by the institutions of the Ministry of the Interior in LVDC. L’objectif général du projet «Centre de données unifiés sur le plan logistique» (ci-après dénommé «le projet») est de promouvoir la réalisation d’indicateurs de l’objectif spécifique de soutien 2.2.1 «Assurer l’augmentation de la réutilisation des données publiques et l’interaction efficace entre l’administration publique et le secteur privé» du programme opérationnel «Croissance et emploi» en créant un centre de données logiquement unifié (ci-après «LVDC») dans le cadre de la mesure 2.2.1.1 «Développement de plateformes TIC centralisées de l’administration publique, optimisation et développement des processus d’administration publique». L’objectif du projet est de créer une infrastructure partagée à accès élevé tolérant aux pannes, sûre et facilement extensible, dans laquelle les SI existants et les nouveaux fonds de l’UE seront exploités, ainsi que des environnements de test. Les actions suivantes seront mises en œuvre pour atteindre les objectifs du projet:1. Gestion et administration du projet par le comité de suivi du projet et l’équipe de mise en œuvre du projet. 2. Développement de l’infrastructure des pays en développement — Les pays en développement sont créés sur la base des centres de données existants. L’action se compose de trois sous-actions: A) i) modernisation des deux centres de données; II) Amélioration de la capacité de calcul des PMAV et iii) mise en œuvre d’un catalogue de services. 3. Conception du développement de plateformes partagées et supervision par l’auteur de la mise en œuvre.4. La formation des utilisateurs, qui permettra de réaliser avec succès l’objectif du projet et de fournir un retour d’information aux utilisateurs pendant la mise en œuvre du projet. 5. Promouvoir l’utilisation des PMAV en informant les autorités des services qu’ils fournissent et, si nécessaire, en encourageant les modifications des textes réglementaires afin de fournir la base juridique de l’utilisation des services des PMAV. Le projet sera mis en œuvre dans un délai de 36 mois et son coût total s’élève à 4 500 000 EUR. Grâce au projet, 13 processus opérationnels seront améliorés, ainsi qu’une plateforme de système d’information. Une infrastructure de partage à haut accès à haut accès tolérante aux pannes, sûre et facilement extensible sera mise en place, qui exploitera à la fois les SI interinstitutionnels existants et la nouvelle période de programmation du Fonds européen, ainsi que les environnements d’essai. Cela permettra la normalisation et la normalisation des solutions dans le but de réduire les coûts de maintenance et d’accroître la sécurité d’exploitation. La mise en œuvre du projet en général contribuera à la réalisation de ces indicateurs, en veillant à ce que la migration de l’EI vers les pays les moins avancés, détenu et géré par le Centre d’information du Ministère de l’intérieur, compatible avec la plate-forme des PMA, et en veillant à ce que les institutions du Ministère de l’intérieur le mettent en place. L’utilisation de transgresseurs de service sera également assurée pendant le projet. (French)
