Le DLA est un service à disposition de l'ensemble des structures employeurs de l'ESS du département (associations, structures de l'insertion par l'activité économique et coopératives à finalité sociale, structures bénéficiant de l'agrément ESUS). Initialement créé pour favoriser la pérennisation des postes NS-EJ, ce dispositif a été étendu à l'ensemble des employeurs associatifs. Les missions du DLA recouvrent : * l'accueil, l'information et l'orientation des structures ; * le diagnostic de la capacité de consolidation économique de la structure et l'élaboration, en commun, d'un plan de consolidation de son/ses activité(s), comprenant la prescription de différentes mesures d'accompagnement, en réponse aux besoins diagnostiqués ; * la prescription et la mise en oeuvre, suite au diagnostic notamment et le cas échéant, d'une ingénierie individuelle ou collective, ces interventions sont effectuées par des prestataires externes ; * la mobilisation de ressources techniques et financières pour pérenniser l'activité développée et favoriser l'effet levier des crédits d'ingénierie ; * le suivi dans le temps de la structure accueillie et diagnostiquée ; * l'inscription dans les dynamiques territoriales en place ou à venir et la mobilisation des acteurs locaux. Le DLA est donc à la fois un **dispositif d'animation** (des porteurs de projets, des pilotes du dispositif, un dispositif d'animation des partenaires), **de coordination** (des acteurs, des mesures et dispositifs, des différents modes de soutien et d'aide) et **d'accompagnement** (des porteurs, des intervenants, des activités), couvrant l'ensemble des étapes et aspects de l'évolution d'un projet vers sa pérennisation et la consolidation des postes créés. L'accompagnement du DLA se met en oeuvre à partir de la sollicitation de la structure, et donc son volontariat dans cette démarche d'accompagnement. Ensuite, un certain nombre d'étapes s'articulent : la co construction d'un diagnostic entre le DLA et la structure ; la présentation du diagnostic aux membres du comité d'appui du DLA ; la co construction du cahier des charges entre le DLA et la structure ; le choix du prestataire qui ménera l'accompagnement ; le déroulement de l'accompagnement ; le lancement et la restitution de la mission ; le suivi post accompagnement de la structure par le DLA. **Organisation du DLA** Une structure - support est chargée du fonctionnement, de la gestion opérationnelle et de la mise en oeuvre des missions du DLA. Dans le Cher, la FOL Ligue de l'enseignement du Cher a été choisie pour assurer ce rôle sur la période 2017-2019. Le D.L.A. est animé par deux chargées de mission, travaillant en collaboration avec les autres services de la F.O.L. qui apportent une connaissance par secteur (culture, éducation, jeunesse, sport, insertion). D'autres personnels de la F.O.L. sont mobilisés par cette action (administratif, entretien, etc). Outre la structure - support, l'organisation du dispositif comprend : \- Un comité de pilotage composé de : la Préfecture du Cher, l'Unité territoriale de la DIRECCTE Centre Val de Loire, la Banque des Territoires, le Délégué Départemental à la Vie Associative (DDCSPP), les Elus du Conseil Régional, du Conseil Général, de la Ville de Bourges, de la Ville de Vierzon et de la Ville de St Amand Montrond, la Caf du Cher, le Mouvement Associatif Centre Val de Loire, le DLA régional et la FOL Ligue de l'enseignement du Cher. \- Un comité d'appui regroupant les « professionnels » pouvant apporter une expertise et un avis techniques sur les dossiers, suite à un premier diagnostic de la structure. Il se réunit sur invitation du DLA. Ce Comité se compose à ce jour de : les services de l'Etat (Unité territoriale du Cher, Délégué Départemental à la Vie Associative (DDCSPP)), les collectivités territoriales (Villes de Bourges et de Vierzon, Conseil Général), les réseaux associatifs, les financeurs potentiels du développement du territoire (Fonds Territorial France Active, CCI, Crédit coopératif, etc) et la FOL Ligue de l'enseignement du Cher. En fonction des thématiques, peuvent être associés d'autres services de l'Etat (DRAC, DIREN, etc) et les entités territoriales comme les pays. **Moyens** L'Etat, au travers de l'Unité territoriale Cher de la DIRECCTE Centre Val de Loire, et la DR de la Banque des Territoires Centre Val de Loire s'engagent dans le financement du DLA suivant le schéma budgétaire suivant : \- une partie consacrée au fonctionnement du DLA, à savoir le financement des moyens humains, techniques et logistiques de la structure support pour la réalisation des missions qui lui incombent ; \- la mise en place des actions d'ingénieries, individuelles ou collectives. Le DLA s'appuie sur un réseau de prestataires externes référencés sur le site du DLA régional. D'autres financeurs peuvent apporter leur contribution au fonctionnement du dispositif : collectivité, autre service de l'Etat, autre organisme public (caf, .. (French)

The DLA is a service available to all the employer structures of the ESS of the department (associations, structures of integration through economic activity and social cooperatives, structures benefiting from the ESUS accreditation). Initially created to promote the sustainability of NS-EJ positions, this scheme has been extended to all associative employers. DLA’s missions cover: * reception, information and orientation of structures; * the diagnosis of the economic consolidation capacity of the structure and the drawing up, jointly, of a plan to consolidate its activity(s), including the prescription of various accompanying measures, in response to the needs diagnosed; * prescription and implementation, following the diagnosis, in particular and where appropriate, of individual or collective engineering, these interventions are carried out by external service providers; * the mobilisation of technical and financial resources to sustain the activity developed and to promote the leverage of engineering credits; * the temporal follow-up of the structure received and diagnosed; * enrollment in existing or future territorial dynamics and mobilisation of local actors. The DLA is therefore both a **implementation scheme** (project promoters, pilots of the scheme, an animation scheme for partners), **coordination** (actors, measures and arrangements, different modes of support and assistance) and **support** (supporters, stakeholders, activities), covering all the stages and aspects of the evolution of a project towards its sustainability and the consolidation of the posts created. The support of the DLA is carried out on the basis of the request of the structure, and therefore its volunteering in this accompaniment process. Then, a number of steps are articulated: co-construction of a diagnosis between the DLA and the structure; presentation of the diagnosis to the members of the DLA Support Committee; co-construction of the specifications between the DLA and the structure; the choice of the provider who will take care of the accompaniment; the conduct of the accompaniment; launching and returning the mission; post-monitoring of the structure by the DLA. ** Organisation of the DLA** A support structure is responsible for the operation, operational management and implementation of DLA missions. In the Cher, the FOL Ligue de l’enseignement du Cher was chosen to perform this role over the period 2017-2019. The D.L.A. is led by two mission officers, working in collaboration with the other departments of the F.O.L. which provide knowledge by sector (culture, education, youth, sport, integration). Other F.O.L. staff are mobilised by this action (administrative, interview, etc.). In addition to the structure — support, the organisation of the device includes: \- A steering committee composed of: the Cher Prefecture, the Territorial Unit of the DIRECCTE Centre Val de Loire, the Bank of the Territories, the Departmental Delegate for Associative Life (DDCSPP), the Elus of the Regional Council, the General Council, the City of Bourges, the City of Vierzon and the City of St Amand Montrond, the Caf du Cher, the Association Movement Centre Val de Loire, the Regional DLA and the FOL Ligue de l’enseignement du Cher. \- A support committee bringing together “professionals” who can provide technical expertise and advice on the files, following an initial diagnosis of the structure. It shall meet at the invitation of the DLA. To date, the Committee consists of: the State services (the Cher’s Territorial Unit, the Departmental Delegate for the Associative Life (DDCSPP)), the local authorities (Cities of Bourges and Vierzon, the General Council), the associations networks, the potential funders for the development of the territory (Fonds Territorial France Active, CCI, Crédit Cooperative, etc.) and the FOL Ligue de l’enseignement du Cher. Depending on the themes, other State departments (DRAC, DIREN, etc.) and territorial entities such as countries may be involved. **Means** The State, through the Dear Territorial Unit of the DIRECCTE Centre Val de Loire, and the DR of the Banque des Territoires Centre Centre Val de Loire are committed to financing the DLA according to the following budget scheme: \- a part devoted to the functioning of the DLA, namely the financing of the human, technical and logistical resources of the support structure for carrying out its tasks; \- the implementation of individual or collective engineering actions.
