Hankkeen päätavoite on Pohjois-Pohjanmaan tiekartta vähähiiliseksi maakunnaksi, ajanmukaisiin ilmastotavoitteisiin vastaaminen maakunnallisella tasolla ja vähähiilisen ilmastoneutraalin toiminnan kehittyminen alueella. Vuodelta 2010 ja 2012 olevat ilmasto- ja energiastrategiatavoitteet päivitetään - toimintaympäristön vaatimukset ja toisaalta vaatimusten tarjoamat mahdollisuudet ovat muuttuneet. Globaalisti kiristyvät päästövähennystavoitteet synnyttävät uusia liiketoimintamahdollisuuksia vähähiilisiä tuotteita ja palveluja tarjoaville yrityksille sekä tuovat kustannussäästöjä esimerkiksi energiakuluissa maakuntaan. Uusiutuvan energian innovaatiot, energia- ja materiaalitehokkuus sekä puhtaat teknologiat ovat yksi maailman merkittävimmistä kasvavista aloista ja edistävät maakunnan kilpailukykyä.Hankkeen toimenpiteinä -Luodaan uusimman tiedon pohjalta pitkän aikavälin maakunnallinen ilmastotiekartta: maakunnan nykytila ilmasto- ja energiatavoitteiden suhteen sekä kunnianhimoinen päämäärä ja kehittämisen askelmerkit kohti ilmastoneutraalia maakuntaa. -Luodaan toimintamalli tiekartan toimeenpanoon ja seurantaan. Toimintamallilla sitoutetaan päättäjät, maakunnan alueet ja kunnat sekä muut toimijat pitkän aikavälin yhteistyöhön toimenpiteiden konkretisoimiseksi ja asetettujen tavoitteiden saavuttamiseksi. -Viestitään uusin tieto ja hyvät käytänteet innovatiivisin modernein menetelmin eri foorumeilla, jotta saavutetaan hankkeen laaja kohderyhmä. Viestinnän rooli vähähiilisen ilmastoneutraalin toiminnan valtavirtaistamisessa on merkittävä. -Kootaan yhteen toimijoita, mahdollistetaan yhteinen keskustelualusta ja sitouttaminen päätöksentekoa sekä hyvien käytänteiden esille tuomista varten. Tiekartan toimenpiteitä vähähiilisen toiminnan edistämiseksi ja valtavirtaistamiseksi toteutetaan erilaisissa tapahtumissa valituissa teemoissa. Työ tehdään tiiviissä yhteistyössä ja vuorovaikutuksessa sidosryhmien kanssa. Hankkeen konkreettisena tuloksena syntyy: -Pohjois-Pohjanmaan tiekartta vähähiiliseksi maakunnaksi -toimintamalli tiekartan toimeenpanoon ja seurantaanLisäksi hankkeen tuloksena: -tietoisuus ilmasto- ja ympäristöasioista lisääntyy laajalle kohderyhmään-ilmastomyönteisyyttä tukevat yhteistyörakenteet vahvistuvat-uusin tieto ja hyvät käytänteet ovat laajasti esillä -maakunta asemoituu yleiseen vuorovaikutteiseen keskusteluun ilmastoasioistaPitkällä aikavälillä -maakunnan kasvihuonekaasupäästöt vähenevät-paikallinen ilmastomyönteinen elinkeinorakenne kehittyy (alueen uusiutuvan energian innovaatiot, energia- ja materiaalitehokkuus sekä puhtaat teknologiat). The main objective of the project is the Northern Ostrobothnia road map for a low-carbon province, meeting up-to-date climate objectives at the provincial level and developing low-carbon climate-neutral activities in the region. The 2010 and 2012 climate and energy strategy targets will be updated — the requirements of the operating environment have changed, on the one hand, and the opportunities offered by them, on the other. Globally tightening emission reduction targets create new business opportunities for companies offering low-carbon products and services and bring cost savings, for example, in energy costs in the province. Renewable energy innovations, energy and material efficiency and clean technologies are one of the most significant growing sectors in the world and contribute to the competitiveness of the province. the current state of the province in terms of climate and energy targets, as well as an ambitious goal and milestones for development towards a climate-neutral province. —Create an operating model for the implementation and monitoring of the road map. The operating model engages decision-makers, regions and municipalities in the province and other actors in long-term cooperation in order to give concrete expression to the measures and achieve the objectives set. —Communicating the latest knowledge and good practice with innovative modern methods in different fora to reach a broad target group of the project. Communication plays an important role in mainstreaming low-carbon climate neutrality. —To bring together actors, to enable a common platform for discussion and to engage in decision-making and to promote good practice. The road map measures to promote and mainstream low-carbon activities will be implemented at various events in selected themes. The work will be carried out in close cooperation and interaction with stakeholders. The concrete result of the project is: —North Ostrobothnia road map for a low-carbon county action model for the implementation and monitoring of the road mapIn addition, as a result of the project: awareness of climate and environmental issues will increase to a wide audience-the newest knowledge and good practices will be strengthened in cooperation structures supporting climate-friendlyness-the region will be positioned in a general interactive debate on climate issuesLong-term greenhouse gas emissions will be reduced-local climate-friendly economic structure is developing (renewable energy innovations, energy and material efficiency and clean technologies in the region).
