KAAPO-hankkeessa edistetään kunnan viranomaisten, liike-elämän toimijoiden sekä asukkaiden tai asukasyhdistysten ja kotiseutuyhdistysten yhteistyötä, jonka päämääränä on yhteisen taajamaympäristön fyysinen ja toiminnallinen kehittäminen. Hankkeen tuloksena luodaan paikkaperustaista suunnittelua tukeva toimintamalli, joka soveltuu pikkukaupunkien keskustojen ja osakeskustojen toimijalähtöiseen kehittämiseen. Hankkeen aikana tuotetaan konkreettisia keskustojen/kylien kehittämissuunnitelmia esitettyjen tavoitteiden pohjalta yrittäjyyspainotteisesti. Kunkin kunnan tai kunnan osan tavoitteet määrittää ja toteutuksesta vastaa kunnallinen työryhmä. Hankkeessa kehitetään keskustaa kehittävien uusien toiminta- ja yhteistyömallien luomiseen yhteistyössä liike-elämän ja yritysten sekä viranomaisten ja asukkaiden kanssa. Hankkeessa edistetään yrittäjyyttä yhteistyössä yrittäjäjärjestöjen ja kauppakamarin kanssa. Liike-elämän toimintaedellytysten parantaminen turvaa keskustojen palvelutarjonnan ja on edellytys keskustan kehittämiselle ja siten yhteinen etu. Hankkeen aikana tehdään kuntien kanssa sovituille alueille ja yhdessä sovituin kehittämistavoittein konkreettisia ydinkeskustojen kehittämissuunnitelmia sekä taajamaympäristöjen kehityshankkeita. Nämä työt voivat olla esimerkiksi keskustojen parantamissuunnitelmia, tieympäristön parantamissuunnitelmia, taajamaympäristön detaljisuunnittelua (aukiot, kalusteet jne.), rakennusten korjaussuunnitelmia, rakennusten kuntoarviota ja vanhojen rakennusten uuden käyttötarkoituksen tarkastelua yrittäjyyden näkökulmasta tai yrityspuistojen kehittämistä. Kestävän kehityksen kannalta pikkukaupunkien ja kuntakeskustojen kävelypainotteisuus on uusi näkökulma, jota on syytä lisätä. Suunnitteluprojekteissa tarkastellaan puurakentamisen mahdollisuuksia taajamarakenteen eheyttämisessä sekä asuin/yritysalueiden suunnittelussa sekä energian- ja sähköntuoton suhteen omavaraisten asuinalueiden suunnittelua. CPH-voimaloiden edistäminen kytkeytyy kehittämissuunnitelmiin, mutta hankkeessa järjestetään myös kehitystyötä tukeva opastusta esim. seminaarien muodossa, jolloin hyvistä kokemuksista voidaan ottaa oppia ja luoda uusia käytänteitä. Lisäksi huomioidaan maalämpö, tuuli- ja aurinkoenergia ratkaisut.Hanke parantaa alueen vetovoimaisuutta yritysten, työntekijöiden ja matkailijoiden näkökulmasta. Hankkeen toimintaa ohjaavat läpäisevinä periaatteina kestävän kehityksen näkökulman huomioiminen, yhteisöllisyys, avoimuus, vuorovaikutteisuus ja osallistuvan suunnittelun periaate. (Finnish)

The Kaapo project promotes cooperation between municipal authorities, business operators and residents‘or residents’ associations and local associations with the aim of physical and functional development of the common urban environment. The result of the project is to create an operating model supporting place-based planning that is suitable for the operator-oriented development of small town centres and sub-centres. In the course of the project, concrete development plans for the centres/villages will be produced on the basis of the stated objectives, with an entrepreneurial focus. The objectives of each municipality or sub-community are defined and implemented by a municipal working group. The project will develop new operating and cooperation models to develop the Centre in cooperation with business and businesses, as well as with public authorities and residents. The project promotes entrepreneurship in cooperation with business associations and the Chamber of Commerce. Improving the business environment ensures the provision of services in the centres and is a prerequisite for the development of the centre and thus a common interest. During the project, concrete development plans for core centres and projects for the development of urban environments will be carried out in areas agreed with the municipalities and with agreed development objectives. These could include plans for improvement of centres, plans to improve the road environment, urban details planning (opens, furniture, etc.), building renovation plans, an assessment of the condition of buildings and a review of the new use of old buildings from an entrepreneurial perspective, or the development of business parks. From the point of view of sustainable development, the walking focus of small towns and municipalities is a new aspect that needs to be increased. The design projects examine the possibilities of wood construction in the defragmentation of urban structures and the design of residential/business areas, as well as the design of self-sufficient residential areas in relation to energy and electricity production. The promotion of CPH power plants is linked to development plans, but the project also provides guidance in support of development, e.g. in the form of seminars, in order to learn from good experiences and to create new practices. In addition, geothermal, wind and solar solutions will be taken into account. The project will improve the attractiveness of the region from the perspective of companies, workers and tourists. The project’s activities are guided by the principle of sustainable development, communality, openness, interaction and participatory planning. (English)
