Le Facilitateur a pour mission d'impulser, d'accompagner et de suivre la mise en place des clauses sociales dans les marchés publics afin de favoriser l'insertion et l'emploi en jouant le rôle de l'interface entre le Département ou les collectivités, les entreprises attributaires et les acteurs de l'emploi et de l'insertion. Il a pour mission : \- **Repérer les opérations permettant la promotion de l'emploi et de l'insertion**. Le facilitateur vérifie la faisabilité de la clause sociale à partir de quatre variables déterminantes : la durée, le montant, la technicité des travaux et le public en insertion mobilisable. \- **Aider à la rédaction du dossier d'appel d'offre** Il apporte aux services départementaux responsables des appels d'offre une analyse sur les possibilités d'emploi des publics prioritaires. Il participe à la détermination des lots concernés ainsi que des unités de calcul et des modalités de mise en œuvre de la clause d'insertion correspondant au marché \- **Informer les entreprises** \- **Assurer la vérification de l'aptitude des candidats et la mise en relation avec les entreprises** \- **Assurer un suivi efficace de l'exécution des clauses sociales** \- **Rendre compte au sein des services départementaux de l'état des avancements** (French)

The Facilitator’s mission is to stimulate, accompany and monitor the implementation of social clauses in public procurement in order to promote integration and employment by playing the role of the interface between the Department or communities, the companies awarded them and the actors involved in employment and integration. Its mission is to: \- **reply operations to promote employment and inclusion**. The facilitator checks the feasibility of the social clause on the basis of four key variables: the duration, the amount, the technicality of the works and the public in mobility. \- **help with the drafting of the tender dossier** It provides the departmental services responsible for the calls for tenders with an analysis of the employment opportunities of priority audiences.
